The cabinet met on November 26, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle implementation of Pracharat Schools in Southern Border Provinces project, as proposed by Ministry of Education for the total budet (fiscal years 2020-2023) of 3,416.54 million Baht.
Ministry of Education proposed for construction of Pracharat schools in the Southern border provinces, namely, Pattani, Yala, Narathiwat, and 4 districts in Songkhla (Chana, Thepa, Na Tawee, and Saba Yoi districts). One elementary and secondary school in each district has been restructured into a boarding school to provide access to education of the students from poor families, and those affected from insurgencies in the Southern border provinces. This is an effort to minimize educational disparity and uplift educational quality in the locality, which would help resolve problems in the area. The project has been implemented since 2018, and in order to continue with the project implementation, Ministry of Education has proposed for the allocation of budget for fiscal year 2020-2023 for the total amount of 3,416.54 million Baht.
The cabinet approved the proposal of the Royal Thai Police as follows:
1. Agreed and endorsed the following outcome documents of the meeting:
1.1 Draft Joint Statement of the 13th ASEAN Ministerial Meeting on Transnational Crime (AMMTC)
1.2 Draft Action Plan on Combating the Rise of Radicalization and Violent Extremism (2019-2025)
1.3 Draft Joint Statement on the 10th ASEAN Ministerial Meeting on Transnational Crime +3 (China, Japan and South Korea)
1.4 Draft Joint Statement on the 7th ASEAN Ministerial Meeting on Transnational Crime with People’s Republic of China
1.5 Draft ASEAN- China Action Plan for Cooperation on Non-Traditional Security (2019-2023)
1.6 Draft Joint Statement on the 5th ASEAN Ministerial Meeting on Transnational Crime with Japan
1.7 Joint Statement on the 1th ASEAN Ministerial Meeting on Transnational Crime with the Republic of Korea
2. Approved for Deputy Minister of Defense as head of the Thai delegation to attend the 13th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and its related meetings, and endorse outcome documents mentioned in 1)
3. The Royal Thai Police may make amendment to the content of the outcome documents (mentioned in 1)) in parts that are not gist without having to resubmit to the cabinet.
The 13th ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and its related meetings will be held during November 25-29, 2019 in Bangkok.
The cabinet approved component of the Thai delegation to 2019 United Nations Framework Convention on Climate Change (COP 25), Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 25), meeting of the Parties to the Paris Agreement (CMA 2) and related meetings, and approved Thailand’s position for the negotiation of United Nations Framework Convention on Climate Change (2019-2020). Should there be an amendment in Thailand’s negotiation position in parts that are not gist nor against national interest, Ministry of Natural Resource and Environment is to proceed without having to resubmit to the cabinet.
The component of the Thai delegation to 2019 United Nations Framework Convention on Climate Change (COP 25), Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 25) includesMinister of Natural Resource and Environment, as head of the Thai delegation, Permanent Secretary to Ministry of Natural Resource and Environment, experts, and representatives of concerned agencies. 2019 United Nations Framework Convention on Climate Change (COP 25), Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 25) will be held during November 29- December 13, 2019, in Madrid Kingdom of Spain.
