The cabinet met on December 3, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the draft Ministerial Regulation No. … (B.E. …) issued under the Revenue Code on Exemption of Tax (Exemption of personal income tax on subsidies and compensations paid under the “Tasting, Shopping, Spending” 2019 economic stimulus scheme), as proposed by Ministry of Finance.
The draft Ministerial Regulation stipulates that subsidies and compensations income earners receive from buying goods/services under the “Tasting, Shopping, Spending” scheme shall be exempted from income taxation.
According to Ministry of Finance, with the Ministerial Regulation being put in place, the Government may lose approximately 5.5 billion Baht in revenues in the process. However, the scheme is expected to enhance domestic consumption growth, which would also contribute to national economic growth and tax collection. Office of Council of State and the Bank of Thailand have already agreed on the Ministerial Regulation.
The cabinet approved the following proposals made by Office of National Economic and Social Development Board (NESDB), as secretary of the National Strategy Commission, on resolutions of the National Strategy Commission made on October 28, 2019.
1. Approved identification of leading agencies and missions in driving forward issues prescribed in the master plan under the national strategy
2. Approved formulation of the 3rd level plan of the action plan on …, and assigned NESDB to implement accordingly. Related public agencies, state enterprises, and public organizations are to expedite drafting respective action plans according to each goal of the strategy, and input their action plan in the Electronic Monitoring and Evaluation System of National Strategy and Country Reform (eMENSCR)
3. Approved for the National Strategy Commission, Revenue Department, and NESDB to collaborate with public agencies in implementing key projects that support driving forward of the national strategy and master plan under the national strategy to tangibly accomplish the set goals and vision
The cabinet approved the 20-Year Rubber Strategic Plan (2017- 2036) as proposed by Ministry of Agriculture and Cooperatives.
Vision of the 20-Year Rubber Strategic Plan (2017- 2036) is set as “To Become Quality Rubber Producer, Stable Income of Farmers”. Implementation is divided into 3 phases: 1) 1st – 5th years (2027-2021); 2) 6th – 10th years (2022-2026); and 3) 11th – 20th years (2023-2036).
Goals for the 20-Year Rubber Strategic Plan (2017- 2036) are as follows:

Strategies under the 20-Year Rubber Strategic Plan (2017- 2036) include: 1) empowering rubber farmers and rubber farmer institutions; 2) enhancing capacity and upgrading quality and standard; 3) R&D, technology and innovation; 4) development of markets and distribution channels; and 5) development of contributing factors.
The cabinet approved 4 outcome documents of 2019 meetings of APEC, which senior officials will adopt on behalf of APEC Ministers. They are:
1) APEC Roadmap on Marine Debris;
2) APEC Roadmap on Combating Illegal, Unreported and Unregulated (IUU) Fishing;
3) Santiago Roadmap for Women and Inclusive Growth; and
4) outcome documents for 2019 APEC meetings. The cabinet also authorized Director-General of Department of Internationl Economic Affairs or a representative to adopt the aforementioned documents. Should there be an amendment in parts that are not gist nor against national interests, Ministry of Foreign Affairs and Ministry of Commerce are authorized to proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Foreign Affairs.
The cabinet approved for Thailand to participate in the Nitric Acid Climate Action Group (NACAG) Initiative, and approved Declaration on N2O Mitigation in Nitric Acid production. Minister of Natural Resources and Environment or a representative is authorized as the Thai delegate to sign the Declaration. This is as proposed by Ministry of Natural Resources and Environment.
The Declaration on N2O Mitigation in Nitric Acid production demonstrates the intent to help ensure abatement of N2O from nitric acid production with the aim to globally phase out these emissions by 2020.
