The cabinet met on December 11, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle draft Ministerial Regulation on Exemption of Toll on Motorways No. 7 and 9 during Specified Period (No. ...), B.E. ..., as proposed by Ministry of Transport, and ordered for it to be forwarded to Office of Council of State for deliberation before proceeding.
The draft Ministerial Regulation stipulates waive of toll on Motorway No. 7 (section Bangkok-Pattaya City), and Motorway No. 9 (Outer Ring Road or Kanchanapisek Road) from 0001hrs of December 27, 2019- 2400hrs of January 3, 2020.
The cabinet approved the following proposals of Ministry of Tourism and Sports on Thailand's hosting of international student sports competitions and related meeting in FY2020 for the total budget of 15 million Baht (Department of Physical Education):

According to Ministry of Tourism and Sports, hosting of the above events will enhance Thailand’s capacity in hosting sports events at the international level, and promote sport tourism.
The cabinet approved draft Memorandum of Understanding (MOU) on the Cooperation on Projects of the Mekong – Lancang Cooperation (MLC) Special Fund 2018 between Ministry of Agriculture and Cooperatives and the Embassy of People’s Republic of China, and the MOU between Ministry of Agriculture and Cooperatives and Mekong Institute (MI). Permanent Secretary to Ministry of Agriculture and Cooperatives or a representative is authorized to sign the MOU on the Cooperation on Projects of the Mekong – Lancang Cooperation (MLC) Special Fund 2018 between Ministry of Agriculture and Cooperatives and the Embassy of People’s Republic of China, and Director General of the Rice Department is authorized to sign the MOU between Ministry of Agriculture and Cooperatives and Mekong Institute (MI). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Agriculture and Cooperatives is to proceed and inform the cabinet later on the amendment. This is as proposed by Ministry of Agriculture and Cooperatives.
Draft Memorandum of Understanding (MOU) on the Cooperation on Projects of the Mekong – Lancang Cooperation (MLC) Special Fund 2018 is aimed to set up the most effective approach in managing Mekong – Lancang Cooperation (MLC) Special Fund provided by China in compliance with related laws and regulations of both Thailand and China.
MOU between Ministry of Agriculture and Cooperatives and Mekong Institute (MI) is aimed to promote cooperation on rice production, technology development, and organizational and personnel capacity enhancement through joint trainings, workshops, seminars, etc.
The cabinet approved Joint Statement for the 1st Ministerial Roundtable Meeting on Water Resource Management under Mekong – Lancang Cooperation (MLC) Framework. Should there be an amendment in parts that are not gist nor against national interest, Office of the National Water Resources is to proceed without having to resubmit to the cabinet. Deputy Prime Minister Gen. Prawit Wongsuwon or a representative is authorized to sign the joint statement. This is as proposed by Office of the National Water Resources.
The 1st Ministerial Roundtable Meeting on Water Resource Management under Mekong – Lancang Cooperation (MLC) Framework will be held on December 17-18, 2019 in Beijing, People’s Republic of China. The Joint Statement acknowledges progress on water resource management cooperation between member states, and plan for future implementations on Water Resource Management under Mekong – Lancang Cooperation (MLC) Framework.
The cabinet approved the draft Statement of the 14th Asia-Europe Foreign Ministers' Meeting. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is to proceed without having to resubmit to the cabinet. Minister of Foreign Affairs or a representative is authorized to endorse the draft Statement. This is as proposed by Ministry of Foreign Affairs.
The draft Statement of the 14th Asia-Europe Foreign Ministers' Meeting demonstrates commitment of member states to promote cooperation in the areas of mutual interest, i.e., multilateral cooperation, security, UN SDGs, climate change, sustainable connectivity, etc. The 14th Asia-Europe Foreign Ministers' Meeting will be held in Madrid, Kingdom of Spain during December 15-16, 2019.
The cabinet approved negotiation framework for Bilateral Agreements on the Recognition of Domestic Driving Licenses between Thailand and Federal Republic of Germany, and between Thailand and the Swiss Confederation, as proposed by Ministry of Transport.
According to the Bilateral Agreements, the contracting parties agree to recognize temporary domestic driving licences issued by the designated authorities of each other’s country. Any licences must be drawn up in English.
