The cabinet met on January 2, 2020 at the Government House. Some of the resolutions are as follows:

Title: Draft Ministerial Regulation, No. … (B.E. …) issued under the Administrative Procedure Act, B.E. 2539 (1996) and additional amendments

The cabinet approved in principle the draft Ministerial Regulation, No. … (B.E. …) issued under the Administrative Procedure Act, B.E. 2539 (1996) and additional amendments, as proposed by State Audit Office of the Kingdom of Thailand.

Gist

The draft Ministerial Regulation stipulates that State Audit Office of the Kingdom of Thailand, which is already an organ under the Constitution and hold a legal entity status according to the Organic Act on State Audit, B.E. 2561, be a public agency according to the Administrative Procedure Act, B.E. 2539 (1996) and additional amendments.

Title: Result of survey on 2020 New Year’s gifts Thai people want from Government

The cabinet acknowledged the proposal made by Ministry of Digital Economy and Society on the result of survey on 2020 New Year’s gifts Thai people want from the Government, which was conducted during October 22- November 3, 2019 on 5,000 people (over 18 years old). Gist is as follows:

1. Plights that affected communities/villages the most in 2019 are: high prices of consumption goods (23.3%), and agriculture-related problems (20.6%)

2. 2020 New Year’s gifts Thai people want from the Government the most are: solutions to high prices of consumption goods (50.9%), solutions to agriculture-related problems (30.6%)

3. Confidence on the Government: most and very confident (39.7%), moderately confident (44.4%), not confident (2.2%)

4. People’s satisfaction on “Tasting, Shopping, Spending” scheme: most and very satisfied (36.2%), moderately satisfied (36.3%), least and not satisfied (27.5%), citing the reasons: complicated registration and usage process (11.3%), a waste to national budget/no use (8.1%)

5. Policy suggestions: 1) implementing more socio-economic and environmental measures, such as goods price control, solutions to agricultural issues, flood/drought narcotics, etc.; 2) promoting widespread and sufficient state welfare schemes; 3) implementing policies to assist jobless people, such as compensations/remedies, occupational trainings, etc.; 4) Government schemes/projects that require public participation should not have complicated process of implementation.

Title: Draft Declaration of Intent between Minister of Transport of Thailand, and France’s Minister of Ecological and Inclusive Transition on Cooperation in Transport

The cabinet approved the draft Declaration of Intent between Minister of Transport of the Royal Kingdom of Thailand, and Minister of Ecological and Inclusive Transition of the Republic of France on cooperation in transport, and authorized Minister of Transport or a representative to sign on behalf of Thailand. Ministry of Foreign Affairs is to issue the Full Powers to Minister of Transport or a representative. This is as proposed by Ministry of Transport.

Should there be an amendment in parts that are not against the principles approved earlier by the cabinet, Ministry of Transport could proceed, and inform the cabinet later on the amendment.

Gist

The draft Declaration of Intent between Minister of Transport of the Royal Kingdom of Thailand, and Minister of Ecological and Inclusive Transition of the Republic of France on cooperation in transport will be used as framework for the development and exchange of knowledge and cooperation on various transport-related aspects. Scope of cooperation includes: 1) rail transport (both passengers and goods); 2) urban public transport; 3) clean tech transport; 4) multi-modal and logistics transport; 5) marine transport; 6) highways and road safety; 7) other forms of transport under mutual agreement; and 8) public-private partnership.

Title: Thailand’s position for the 5th Thailand-Bangladesh JTC Meeting

The cabinet approved Thailand’s position for the 5th Thailand-Bangladesh Joint Trade Committee (JTC) Meeting for the Thai delegation led by Minister of Commerce or a representative to use as framework at the meeting with Bangladesh. This is as proposed by Ministry of Commerce.

The 5th Thailand-Bangladesh Joint Trade Committee (JTC) Meeting is a ministerial-level meeting to set the direction on trade and investment relations, as well as economic cooperation, between the two countries in various aspects, e.g., industry, agriculture, fishery, public healthcare, transport connectivity, etc.

The 5th Thailand-Bangladesh JTC Meeting will be held during January 8-9, 2020 in Bangkok. Thailand’s positions for the meeting includes an increase of mutual trade value to USD2 billion by 2021; Thailand-Bangladesh FTA feasibility; deliberations related to DFOF, among others.

Title: Establishment of committees for production of Tipitaka English Version

The cabinet approved the proposal made by Ministry of Culture to establish 2 committees for the production of the Tipitaka English Version as follows:

1. Steering Committee for production of Tipitaka English Version

2. Patronal Committee for production of Tipitaka English Version

This is as of January 2, 2020 onward.

Gist

According to the Ministry of Culture, the Cabinet, through Ministry of Culture, the Sangha Supreme Council of Thailand, and the National Office of Buddhism, have collaborated in producing the Tipitaka English Version Project as a tribute to His Majesty King Maha Vajiralongkorn Phra Vajiraklaochaoyuhua on the occasion of his coronation and proclamation of himself as the Royal Patron of Buddhism. The 2 committees will be set up and tasked to provide support and advices on the production of the Tipitaka English Version.

Steering Committee for production of Tipitaka English Version will be chaired by His Holiness Supreme Patriarch with 19 members of the Sangha Supreme Council of Thailand as committee members.

Patronal Committee for production of Tipitaka English Version will be chaired by the Prime Minister (or a delegated Deputy Prime Minister), while its members include Minister of Culture, Minister Attached to the Prime Minister’s Office, permanent secretaries to 20 ministries, Director-General of the National Office of Buddhism, President of the Royal Society of Thailand, Director-General of the Religious Department, and Director of ASEAN Center for Multilingual Translation and Interpretation.
