The Cabinet meeting on Tuesday, January 21, 2020 at Princess of Naradhiwas University, Narathiwat

The cabinet met on January 21, 2020 at Princess of Naradhiwas University, Narathiwat. Some of the resolutions are as follows:

Title: Request for budget expenditure (FY2021) for Ministry of Transport’s budget line items worth 1 billion Baht and more

The cabinet approved Ministry of Transport’s request for budget expenditure (FY2021) for budget line items worth 1 billion Baht and more of the Ministry’s 4 agencies (46 projects, worth total 179,671.1980 million Baht). These projects will be implemented during 2021-2024. Budget for FY2021 will be allocated at the total amount of 36,384.2000 million Baht. They are:

1. Department of Highways- 46 projects, worth total 170,665 million Baht (FY 2021: 34,133 million Baht; FY 2022: 51,199.5000 million Baht; FY 2023: 51,199.5000 million Baht; FY 2024: 34,133 million Baht)

2. Department of Rural Roads- 2 projects, worth total 3,151 million Baht (FY 2021: 630.2000 million Baht; FY 2022: 1,260.4000 million Baht; FY 2023: 1,260.4000 million Baht)

3. Department of Airports- 2 projects, worth total 3,800 million Baht (FY 2021: 760 million Baht; FY 2022: 760 million Baht; FY 2023: 1,140 million Baht; FY 2024: 1,140 million Baht)

4. State Railway of Thailand- 1 project, worth total 2,055.1980 million Baht (FY 2021: 861 million Baht; FY 2022: 1,194.1980 million Baht)

Title: Request for butget allocation for copyrights of live broadcast of 5 international sports events

The cabinet acknowledged the proposal made by Ministry of Tourism and Sports to request for butget allocation of 240,000,000 Baht (from Broadcasting and Telecommunications Research and Development Fund for the Public Interest) for purchasing copyrights of live broadcast of 5 international sports events from Plan B Media Plc.

The 5 international sports event are: 1) 2020 Summer Olympic Games (Tokyo 2020); 2) 2020 Winter Youth Olympic Games (Lausanne 2020); 3) 2022 Winter Olympics (Beijing 2022); 4) 2022 Summer Youth Olympics (Dakar 2022); and 5) Asian Games (Hangzhou 2022).

Title: Outcome of the 1/2020 meeting of Committee for Southern Border Province Development Strategy

The cabinet acknowledged the outcome of the 1/2020 meeting of Committee for Southern Border Province Development Strategy proposed by Deputy Prime Minister Gen. Prawit Wongsuwon, in his capacity as chair of the Committee. Gist is as follows:

Four agendas acknowledged: 1.Announcing Songkhla’s Chana district as the 4th model city for “Progressive Industrial City of the Future” and to become a Special Development Zone in Southern border provinces.

2. Expediting issuance of productive land tenure certificates in the Southern border provinces to mitigate local people’s plights

3. Assistance provided to Mr. Abdullah Isomuso’s family to improve their quality of life in a sustainable manner.

4. Appointing a policy committee for remedy provision to people affected by insurgency in the Southern border provinces

Three agendas approved:

1. Approved in principle an urgent development plan in the Special Development Zone of Songkhla’s Chana district.

2. Approved in principle the development framework for security enhancement through Southern Border Provinces Administration Centre (SPBAC)’s “Stable, Prosperous, and Sustainable Sub-Districts” project.

3. Assigning concerned agencies to proceed according to the land management plan in Narathiwat Special Development Zone.

Title: Request for approval on Joint Statement of 41st Cairns Group Ministerial Meeting (CGMM)

The cabinet approved in principle Joint Statement of 41st Cairns Group Ministerial Meeting (CGMM). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Commerce is authorized to proceed without having to resubmit to the cabinet. Minister of Commerce or a representative is assigned to adopt the Joint Statement. This is as proposed by Ministry of Commerce.

Gist

The Joint Statement of 41st Cairns Group Ministerial Meeting (CGMM) emphasizes the importance in seeking final decision on agricultural negotiation at the WTO 12th Ministerial Conference (MC12) to be in accordance with Article 20 of the Agreement on Agriculture. Focus will be made on the issue of domestic subsidies. The 41st Cairns Group Ministerial Meeting has been held on January 23, 2020 in Davos, Swiss Confederation.
