The cabinet met on February 18, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the draft Royal Decree prescribing Mass Rapid Transit Authority of Thailand’s operation of rapid transit systems (No. …) B.E. … (Operation of rapid transit system in Phitsanulok province), as proposed by Ministry of Transport. The Ministry is to take into consideration recommendations of Ministry of Finance, Ministry of Natural Resources and Environment, and Office of National Economic and Social Development Board.
The draft Royal Decree prescribes Mass Rapid Transit Authority of Thailand to operate rapid transit system in Phitsanulok province.
The cabinet approved the followings:
1. Approved in principle the draft Act on Transfer of Power and Duty and Partial Administration of Ministry of Natural Resources and Environment’s Department of Water Resources to Office of the National Water Resources under the Office of the Prime Minister, B.E. …, as proposed by Office of the National Water Resources
2. Ministry of Natural Resources and Environmen is to take into consideration recommendations of Office of National Economic and Social Development Board. Office of the National Water Resources is to take into consideration recommendations of Office of the Civil Service Commission and Office of the Public Sector Development Commission.
The draft Act prescribes transfer of power and duty and partial administration of the following units of Water Resources Department: Bureau of Internationnal Cooperation, Bureau of Mass Promotion and Coordination, and Regional Water Resource Offices (Region 1-10). The Act also prescribes transfer of businesses, assets, budget, rights, debts, and obligations, as well as 178 personnel positions under the aforementioned 3 bureaus to Office of the National Water Resources.
The cabinet approved the draft Joint Statement of the 5th Mekong-Lancang Cooperation (MLC) Foreign Ministers’ Meeting, and authorized Minister of Foreign Affairs or a representative to adopt the Joint Statement. Should there be an amendment in parts that are not gist nor against national interests, Ministry of Foreign Affairs is to proceed without having to resubmit to the cabinet for its consideration. This is as proposed by Ministyr of Foreign Affairs.
The 5th Mekong-Lancang Cooperation (MLC) Foreign Ministers’ Meeting will be held on February 20, 2020 in Vientiane, Lao People’s Democratic Republic. The draft Joint Statement reflects the exchange of visions and views of foreign ministers of member states regarding the following issues under the MLC framework: implementation progress, security cooperation, connectivity, trade and investment, water resources, agricultural cooperation, human resources, liaison, and endorsement of multilateralism.
The cabinet approved the Memorandum of Cooperation in the Field of Road Transport of the Kingdom of Thailand and the Ministry of Land. Infrastructure and Transport of the Republic of Korea. Should there be an amendment in parts that are not gist, Ministry of Transport is to proceed without having to resubmit to the cabinet for consideration. Minister of Transport or a representative is authorized as signatory. This is as proposed by Ministry of Transport.
The cooperation includes exchange of information and experiences, research and technology development, feasibility study, pilot projects, trainings, technology transfer, etc. Scope of cooperation covers: resolution to Bangkok traffic congestion, Multi Lane Free Flow (MLFF ETCS), Underground Expressway, Service Area Development, ITS system, motorways, and other areas mutually agreed by the parties.
The cabinet approved a statement of the ASEAN-China Special Foreign Ministers' Meeting On the Novel Coronavirus Disease. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is to proceed without having to resubmit to the cabinet for consideration. Minister of Foreign Affairs or a representative is authorized to adopt the Statement.
The statement of the ASEAN-China Special Foreign Ministers' Meeting On the Novel Coronavirus Disease prescribes cooperation between ASEAN and China in preventing and controlling the spread of Novel Coronavirus Disease through implementation of various measures, such as, organizing the ASEAN-China Special Summit on the Novel Coronavirus Disease; promoting policy discussion and exchange; sharing prompt and timely information; mitigating impact of Novel Coronavirus Disease spread against economic and social development of China and ASEAN member states.
The ASEAN-China Special Foreign Ministers' Meeting On the Novel Coronavirus Disease will be held on February 20, 2020 during the 5th Mekong-Lancang Cooperation (MLC) Foreign Ministers’ Meeting in Lao PDR.
