The cabinet met on March 3, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet approved the draft Royal Decree issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. …) B.E. … (Tax measure for Thailand Voluntary Emission Reduction Program: T-VER), as proposed by Ministry of Finance.
The draft Royal Decree prescribes exemption from corporate income tax of companies or corporate partnerships’s net revenue from trading of carbon credit in Thailand under Thailand Voluntary Emission Reduction Program (T-VER) for 3 accounting periods, starting from the issuance of certification by Thailand Greenhouse Gas Management Organization (Public Organization).
The cabinet approved in principle the draft Ministerial Regulation prescribing Industrial Standard for Melamine-formaldehyde, Urea-formaldehyde and Melamine-urea-formaldehyde Utensils for Food: Safety Requirements, B.E. …, as proposed by Ministry of Industry.
The draft Ministerial Regulation is issued in accordance with Section 17 of Industrial Product Standards Act (No. 8), B.E. 2562 (2019), prescribing that Industrial Standard for Melamine-formaldehyde, Urea-formaldehyde and Melamine-urea-formaldehyde Utensils for Food: Safety Requirements must be in accordance with the industrial standard in order to ensure consumer safety. Ministry of Industry has already held a hearing on the draft Ministerial Regulation.
The cabinet approved for May 10th of each year to be the “National Mongrove Day”, as proposed by Ministry of Natural Resources and Environment.
According to the Ministry of Natural Resources and Environment, mangrove forests are significant resources both in terms of economic, social, and environmental aspects. Mangrove reforestation has been continuously undertaken by all sectors of the country. National Committee for Marine Resources and Coastal Management Plan and Policy, in its meeting on September 23, 2019, approved the proposal to mark May 10th of every year as “National Mangrove Day” to remember the very first occasion His Majesty King Rama IX mentioned about the conservation of mangrove forests on May 10, 1991, which has consequently create awareness of all concerned sectors to conserve mangrove forests.
The cabinet approved the draft Political Declaration for the 64th Session of the Commission on the Status of women (CSW64), and authorized Minister of Social Development and Human Security to adopt the Political Declaration. Should there be an amendment that are not against the principles approved by the cabinet, Ministry of Social Development and Human Security is to proceed without having to resubmit to the cabinet.
The draft Political Declaration will be adopted at the opening of the 64th Session of the Commission on the Status of women (CSW64) to be held at the UN Headquarters in New York, USA, on March 9, 2020. Minister of Social Development and Human Security will be head of the Thai delegation to attend CSW64 during March 7-17, 2020. The draft Political Declaration is aimed to review and appraise current challenges that affect the implementation of the Platform for Action and the achievement of gender equality and the empowerment of women and its contribution towards the full realization of the 2030 Agenda for Sustainable Development.
The cabinet approved and acknowledged the following proposals made by Office of National Economic and Social Development Board:
1. Acknowledged the implementation progress of 16 strategic co-ordination and monitoring projects under OECD-Thailand Country Programme.
2. Approved for focal agencies of the 16 projects to expedite implementation according to plan, and prepare for a visit of Organisation for Economic Co-operation and Development (OECD) Secretary General in July 2020.
3. Approved in principle the 2nd phase of OECD-Thailand Country Programme and an establishment of a steering committee for the implementation of projects under OECD-Thailand Country Programme.
4. Approved for Office of National Economic and Social Development Board to work with Ministry of Foreign Affairs in organizing Thailand Country Programme Launching Event during the visit of OECD Secretary General.
