The cabinet met on April 28, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle Three Royal Decrees issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. …) B.E. … (Tax measure ‘Thailand Plus Package’ to accommodate foreign investors’ relocation of production), as proposed by Ministry of Finance.
Ministry of Finance has sought comments of concerned agencies, i.e., Office of National Higher Education Science Research and Innovation Policy Council, BOI, and the Thai-German Institute to set criteria and condition of 3 tax privilege measures under ‘Thailand Plus Package’. The following Royal Decrees have been approved to accommodate foreign investors’ relocation of production:
1. Royal Decrees issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. …) B.E. … (Tax measure to promote investment in automation)
2. Royal Decrees issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. …) B.E. … (Tax measure to promote employment of skilled workers)
3. Royal Decrees issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. …) B.E. … (Tax measure to promote skill development of personnel)
The cabinet approved Draft Royal Decree on land expropriation and draft Royal Decree stipulating land area for implementation of mass transit system in Bangkok districts of Bang Sue, Phra Nakorn, Pomprab Sattru Pai, Samphanthawong, Thonburi, Khlong San, Chom Thong, Ratburana, Thung Khru, and Samut Prakarn’s Phra Pradaeng under Purple Line: Tao Pun- Ratburana (Kanchanaphisek Ring) Construction Project, as proposed by Ministry of Transport.
The cabinet approved in principle the draft Royal Decree stipulated public agencies under the Liability for Wrongful Act of Officials, B.E. 2539 (1996) (Office of the National Anti-Corruption Commission).

The cabinet approved Thailand’s participation in the Belt and Road Initiative Tax Administration Cooperation Mechanism (BRITACOM) as observer, which incurs no annual fee. The country can attend Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF) and Belt and Road Initiative Tax Administration Capacity Enhancement Group (BRITACEG). Officials of the Revenue Department may also attend related trainings and researches. This is as proposed by Ministry of Finance.
China, as chair of BRITACOM, has scheduled the 2nd BRITACOF on Digitalization of Tax Administration during May 19-21, 2020 in the Republic of Kazakhstan, and extended an invitation for Thailand’s Revenue Department to attend. Participation in BRITACOM and BRITACEG would significantly benefit the Revenue Department in tightening cooperation with various countries in Asia, Europe, and Africa regarding enhancing operational capacity of tax collection, and in personnel development.
