The cabinet met on May 5, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet approved the draft Royal Decree prescribing categories, qualifications, criteria and method of selection, and benefits of national artists (No. …) B.E. …, as proposed by Ministry of Culture.
Gist
1. National artists must not commit failure of good behavior, nor being sentenced by a judgment to imprisonment, except for offenses committed by negligence or a misdemeanor.
2. The draft Royal Decree also stipulates revocation of national artist status to a national artist who commits failure of good behavior, or is sentenced by a judgment to imprisonment, except for offenses committed by negligence or a misdemeanor.
The cabinet approved extension of Thailand’s subsidy to Global Fund to Flight AIDS, Tuberculosis and Malaria (GFATM) for another 5 years (2020-2024), as proposed by Ministry of Public Health. The subsidy, for the total amount of USD1,500,000 per year, will be allocated from the Ministry’s FY 2020-2024 budget.
Extension of Thailand’s subsidy to Global Fund to Flight AIDS, Tuberculosis and Malaria (GFATM) will help mobilize GFATM implementation, and demonstrate Thailand’s commitment in joining forces with other countries to tackle the diseases. GFATM, in turn, commits to provide financial support to Thailand’s related implementations for the total amount of USD30 million.
The cabinet approved in principle the project for Government Data Center and Cloud Services (GDCC) under the FY2020-2022 budget framework of 4,073.069 Baht, as proposed by Ministry of Digital Economy and Society.
GDCC will provide safe and standard Cloud services to government agencies as part of their preparation for the digital government transformation, to enhance efficiency on the usage of Big Data/ Government Data Center/ Cloud Computing.
The cabinet approved the following proposal made by Anti-Money Laundering Office (AMLO):
1. Signing for the extension of Thailand’s membership for Asia/Pacific Group on Money Laundering (APG)
2. Authorized Deputy Prime Minister Wissanu Krea-ngam to sign an affirmation letter on the extension of Thailand’s membership for Asia/Pacific Group on Money Laundering (APG)
The extension will be made for 8 years starting January 2021- December 2028. Thailand’s APG membership will enhance the country’s efficiency on implementations related to anti-money laundering, anti-terrorism financing, and counter-Terrorism and proliferation of weapon of mass destruction. Total membership fee for the extension period (January 2021- December 2028) is estimated at 13,493,150.49 Baht (an increase of 10% each year).
The cabinet approved the 2020 project for promotion and upgrade of cooperation with neighboring countries on curbing drugs production sources and international narcotics network, as proposed by Ministry of Justice.
The project prescribes provision of financial support (the total amount of 20 million Baht) to 4 neighboring countries, namely, Myanmar (7.93 million Baht), Lao PDR (3.39 million Baht), Cambodia (2.36 million Baht), and Vietnam (6.32 million Baht) with the aim to enhance capacity and efficiency of staffs and officials in the 4 countries on anti-narcotics.
