The cabinet met on May 12, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the Royal Decree issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. …) B.E. … (Tax measure to promote community enterprises in accordance with the Community Enterprise Promotion Act), as proposed by Ministry of Finance.
In a bid to continue with the measure to alleviate tax burden of and promote community enterprises, as well as generate household revenues at the grassroots economic level, Ministry of Finance proposed extension of measure to provide tax privilege to community enterprises eligible in accordance with the Community Enterprise Promotion Act. The privilege grants 3-year extension for the exemption of personal income tax for partnership or ordinary partnership (not corporate partnership) whose income not exceeding 1.8 million Baht per year (January 1, 2020- December 31, 2022).
The cabinet approved in principle the draft Royal Decree prescribing government agency under Liability for Wrongful Act of Officials, B.E. 2539 (No. …), B.E. … (The Eastern Economic Corridor Office of Thailand – EECO), as proposed by EECO.
EECO is a government agency under the Eastern Economic Corridor Act, B.E. 2061. In order for EECO officials and staffs who perform duty of loyalty to be protected, the draft Royal Decree, therefore, prescribes inclusion of EECO under the Liability for Wrongful Act of Officials, B.E. 2539.
The cabinet approved the proposal made by Office of Permanent Secretary to the Prime Minister’s Office to designate 4th of December each year as a national day of importance (Solidarity Day), but not a national holiday.
The National Identity Office, in its meeting on March 5, 2019, approved establishment of a “National Solidarity Day”, and agreed to designate a date that is most relevant with national history and culture.
On December 4, 1991, His Majesty King Rama IX has given a royal speech, part of which stated that a “Solidarity Day” may be established in two years, while the Thai people must continue to have unity because if there is no unity there will not be a solidarity day in the future.
In light of the above, the National Identity Office agreed to designate the 4th of December of every year as a “National Solidarity Day.
The cabinet approved the draft Memorandum of Understanding between Canada’s Department of Foreign Affairs, Trade and Development and Office of Atoms for Peace, and authorized Secretary General of the Office of Atoms for Peace or a representative to sign the MOU. This is as proposed by Ministry of Higher Education, Science Research and Innovation.
Should there be an amendment in parts that are not against the cabinet’s approval, Ministry of Higher Education, Science Research and Innovation may proceed, and inform the cabinet later of the amendment.
The draft Memorandum of Understanding between Canada’s Department of Foreign Affairs, Trade and Development and Office of Atoms for Peace is aimed to set a cooperation framework for curriculum development on sustainable nuclear safety and security. Under the MOU, Canada will provide technical expertise to Office of Atoms for Peace in the form of free-of-charge trainings (for the maximum value of 1.2 million Canada Dollars (27,708,000 Baht) for 2 years starting June 30, 2020.
The cabinet approved for Ministry of Industry, through Department of Industrial Works, to collaborate with United Nations Industrial Development Organization (UNIDO) in implementing Application of Industry – urban Symbiosis and Green Chemistry for Low Emission and Persistent Organic Pollutants free Industrial Development in Thailand, and agreed for the drafting of a confirmation letter to be sent to UNIDO. Permanent Secretary to Ministry of Industry is authorized as signatory of the confirmation letter. This is as proposed by Ministry of Industry.
The project on Application of Industry – urban Symbiosis and Green Chemistry for Low Emission and Persistent Organic Pollutants free Industrial Development in Thailand is aimed to minimize emission of greenhouse gas (GHG) and persistent organic pollutant (POPs), as well as other chemical substances harzadous to urban community and industry, by way of Industry – urban Symbiosis and Green Chemistry. The project will be implemented for 5 years starting May 2020 (2020-2024), and is aimed to reduce 1.3 million MtCO2 of GHG and 620 ton of POPs within 5 years. The project will be funded by the Global Environment Facility (USD8.966 million), and co-financed by concerned agencies of Thailand (USD120 million).
