The cabinet met on May 19, 2020 at the Government House. Some of the resolutions are as follows:

Title: 2019 Performance Report of Equitable Education Fund (EEF)

The cabinet acknowledged the 2019 Performance Report of Equitable Education Fund (EEF) which is in accordance with Article 43 of the Equitable Education Fund Act, B.E. 2561. The report provides information on the performances of the following EEF key projects:

1. Allocation of conditional subsidies (equitable funds) to students with poverty

2. Area-based educational management for equitable education

3. High-vocational innovation scholarships

4. Prototype institutional development for early childhood quality development

5. Educational opportunity building for students in remote areas to become new-generation teachers

6. Vocational capacity building scholarships

7. School and teaching personnel development for continuous uplift of educational quality

8. Creative and critical thinking skill development in schools for the development of quality labor 4.0

9. Skill development system for underpriviledged and poor labors

Title: Memorandum of Cooperation in the Postal Field between the Ministry of Internal Affairs and Communications of Japan and the Ministry of Digital Economy and Society of the Kingdom of Thailand

The cabinet approved signing of the Memorandum of Cooperation in the Postal Field between the Ministry of Internal Affairs and Communications of Japan and the Ministry of Digital Economy and Society of the Kingdom of Thailand. Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Digital Economy and Society may proceed, and inform the cabinet later of the amendment. Minister of Digital Economy and Society or a representative is authorized as signatory to the Memorandum of Cooperation.

Gist

The Memorandum of Cooperation (MOC) in the Postal Field between the Ministry of Internal Affairs and Communications of Japan and the Ministry of Digital Economy and Society of the Kingdom of Thailand is a replacement of the former MOC which expired in November 2019. Principles and directions in the new MOC remain the same, with a revision of certain details and activities to be relevant with the current situation and operation. Terms of the MOC is 3 years. Expiration of the MOC will not affect ongoing activities stipulated in the MOC.

Title: Draft Memorandum of Understanding between ASEAN and the Russian Federation on disaster management cooperation

The cabinet approved the draft Memorandum of Understanding between ASEAN and the Russian Federation on disaster management cooperation, and for the ASEAN Secretary-General or a representative to sign the MOU as part of the endeavors under ASEAN Agreement on Disaster Management and Emergency Response, Thailand earlier obligated. This is as proposed by Ministry of Interior.

Gist

The draft Memorandum of Understanding between ASEAN and the Russian Federation on disaster management cooperation is aimed to promote the development of disaster management, and organization of related activities, using resources and facilities of member states under rules and norms of respective states. Scope of cooperation includes promoting advanced emergency warning, exchange of information on disaster management and emergency response and related technologies, and supporting the operation of ASEAN Coordinating Centre for Humanitarian Assistance on disaster management and Russia’s Critical Situation Center.

Title: Draft Outcome Document on the Virtual Meeting of Committee of Senior Officials to the Indian Ocean Rim Association (IORA) and Dialogue Partner Engagement on COVID-19: Responses, Cooperation, and Partnerships

The cabinet approved the draft joint statement of Committee of Senior Officials to the Indian Ocean Rim Association (IORA) on IORA Solidarity and Cooperation in Response to COVID-19. Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. Director-General of the Department of International Economic Affairs or a representative is authorized to adopt the outcome document. This is as proposed by Ministry of Foreign Affairs.

Gist

The draft Statement outlines commitment of IORA Senior Officials in enhancing cooperation to tackle spread of COVID-19 through stronger partnership and effective coordination and planning. Member states also expressed support the role and implementations of WHO in controlling and curbing COVID-19.

Title: Draft Joint Statement to commemorate the 50th anniversary of the entry into force of Treaty on the Non-Proliferation of Nuclear Weapons (NPT)

The cabinet approved Thailand’s adoption of the draft Joint Statement to commemorate the 50th anniversary of the entry into force of Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Foreign Affairs.

Gist

The draft Joint Statement to commemorate the 50th anniversary of the entry into force of Treaty on the Non-Proliferation of Nuclear Weapons (NPT) underscored joint commitment of member states in the implementation of the Treaty in various dimensions in a complete and efficient manner. Thailand’s adoption of the draft Statement will demonstrate the country’s commitment, as a member state and non-nuclear-weapon state, in joing forces with other members to ensure tangible progress of implementations under the Treaty, and will underline Thailand’s significant role for the non-proliferation of weapons of mass destruction.
