The cabinet approved in principle the draft Regulation of the Prime Minister’s Office on Conservation and Utilization of Biodiversity, B.E. …, as proposed by Ministry of Natural Resources and Environment.

Gist

The draft Regulation of the Prime Minister’s Office on Conservation and Utilization of Biodiversity, B.E. … stipulates:

1. Revocation of the Regulation of the Prime Minister’s Office on Conservation and Utilization of Biodiversity, B.E. 2543, and Regulation of the Prime Minister’s Office on Conservation and Utilization of Biodiversity (No. 2), B.E. 2548

2. Redefining the definition of “government agencies”, “biodiversity”, “bioresources”, and “biosafety” and “accessibility”

Title: Progress report on payment of compensation for unemployment of insured persons in the event of COVID-19 pandemic

The cabinet acknowledged the progress report on payment of compensation for unemployment of insured persons under the Social Security System in the event of COVID-19 pandemic, as proposed by Ministry of Labor. The compensation is made in accordance with the Regulation on Criteria and Rates for Compensatory Benefits in the Event of Unemployment Amidst the Economic Crisis B.E. 2563 (2020), and Regulation on Entitlement to Compensatory Benefits in the Event of Unemployment Due to Force Majeure (hazards from communicable human diseases) B.E. 2563 (2020).

Gist

1. As of May 21, 2020, compensation, at the total amount of 6,052 million Baht, have been paid to 1,095,399 insured persons

2. Ministry of Labor, through Social Security Office, sent a notification to 29,406 employers who have not yet issued a certificate of confirmation for social security compensation payment to submit the list of employees entitled to receive compensation.

3. COVID-19 complaint centers have been established at social security offices across the country, including the Headquarters.

4. Notifications were sent to insured persons who have not been compensated to file complaints at a social security office across the country.

Title: Extension of timeframe and budget request for income assurance scheme for maize farmers (production year 2019/20) (additional)

The cabinet approved in principle the extension of timeframe for income assurance scheme for 452,000 households of maize farmers (production year 2019/20), from harvesting period July 1, 2019- May 31, 2020 to harvesting period June 1, 2019-May 31, 2020. Ministry of Commerce is to discuss with the Budget Bureau on related budget allocation. This is as proposed by Ministry of Commerce.

Title: Draft Memorandum of Understanding between Taipei Economic and Cultural Office in Thailand and Thailand Trade and Economic Office (Taipei) regarding cooperation on regulations of commercial banks

The cabinet approved the draft Memorandum of Understanding between Taipei Economic and Cultural Office in Thailand and Thailand Trade and Economic Office (Taipei) regarding cooperation on regulations of commercial banks, and authorized Director-General of Thailand Trade and Economic Office (Taipei) as signatory of the MOU. This is as proposed by Ministry of Finance.

Gist

The draft Memorandum of Understanding between Taipei Economic and Cultural Office in Thailand and Thailand Trade and Economic Office (Taipei) is aimed to promote exchange of information on overseeing and inspecting financial institutions between the Bank of Thailand and Taiwan’s Financial Services Commission (FSC). The MOU will take effect for 1 year with automatic extension of 1 year each until either of the parties send a written notification for termination of the MOU (30 days in advance).

Title: ASEAN –China Economic Ministers’ Joint Statement on Combating the Coronavirus Disease (COVID-19) and Enhancing ACFTA Cooperation

The cabinet approved the draft ASEAN –China Economic Ministers’ Joint Statement on Combating the Coronavirus Disease (COVID-19) and Enhancing ACFTA Cooperation. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Commerce may proceed without having to resubmit to the cabinet. Minister of Commerce or a representative is authorized to adopt the joint statement. This is as proposed by Ministry of Commerce.

Gist

The draft ASEAN –China Economic Ministers’ Joint Statement on Combating the Coronavirus Disease (COVID-19) and Enhancing ACFTA Cooperation expressed joint intent of member countries and China on the cooperation in reviving global and regional economy, trade and investement which have been impacted by spread of COVID-19. The cooperation includes enhancing ASEAN-China Free Trade Agreement (ACFTA), promoting trade and investment facilitation to sustain global and regional supply chain, implementing market stimulus measures, and improving regional economic stability, among others.
