The cabinet met on June 09, 2020 at the Government House. Some of the resolutions are as follows:

Title: Draft Regulation of the Prime Minister’s Office on Development of Special Economic Zones, B.E. …

The cabinet approved in principle the draft Regulation of the Prime Minister’s Office on Development of Special Economic Zones, B.E. …, as proposed by Office of National Economic and Social Development Board.

Gist

The draft Regulation of the Prime Minister’s Office on Development of Special Economic Zones, B.E. … stipulates that “special economic zones” refer to the following areas:

1. Ten special economic zones in the border areas:

a.Kanchanaburi Special Economic Zone

b. Chiang Rai Special Economic Zone

c. Tak Special Economic Zone

d. Trat Special Economic Zone

e. Nakhon Phanom Special Economic Zone

f. Narathiwat Special Economic Zone

g. Mukdaharn Special Economic Zone

h. Songkhla Special Economic Zone

i. Sakaeo Special Economic Zone

j. Nongkhai Special Economic Zone

2. Southern Economic Corridor (SEC)

3. Northern Economic Corridor (NEC Creative LANNA)

4. Northeastern Economic Corridor (NeEC - Bioeconomy)

5. Central-Western Economic Corridor (CWEC)

The draft Regulation also prescribes establishment of the “Special Economic Zone Development Policy Committee”, with the Prime Minister as chair, a designated Deputy Prime Minister as vice chair, and NESDB secretary-general as the committee’s secretary.

The cabinet approved in principle the draft Royal Decree prescribing state agency under the Liability for Wrongful Act of Officials, B.E. 2539 (No. …), B.E. …, as proposed by the Equitable Education Fund (EEF).

Under the draft Royal Decree, EEF will be prescribed as a state agency under the Liability for Wrongful Act of Officials, B.E. 2539.

Title: Draft Ministerial Regulation on exemption of hotel business operation fee, B.E. …

The cabinet approved in principle the draft Ministerial Regulation on exemption of hotel business operation fee, B.E. …, as proposed by Ministry of Interior.

Due to the spread of COVID-19, hotel operators cannot run their business as usual. In a bid to help out hotel business operators who have been greatly impacted by COVID-19 situation, the draft Ministerial Regulation on exemption of hotel business operation fee, B.E. … has been approved, based on which the fee (40 Baht/room/year) will be exempted from July 1, 2020 until June 30, 2022.

Title: Nomination of head of Thai delegation at the ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and establishment of coordination committee for transnational crime

The cabinet approved establishment of coordination committee for transnational crime, and ordered the Royal Thai Police to strictly adhere to government’s guideline on committee establishment. With regard to the nomination of head of Thai representatives at the ASEAN Ministerial Meeting on Transnational Crime (AMMTC), the Royal Thai Police is to submit the nomination for the Prime Minister’s approval.

The coordination committee for transnational crime will act as Thai delegation at the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) and ASEAN Ministerial Meeting on Transnational Crime (AMMTC) under the ASEAN Political and Security Community. The committee include representatives from the Royal Thai Navy, Department of Special Investigation, Department of National Parks, Wildlife and Plant Conservation, among others.

Title: Joint Statement of the ASEAN Ministerial Meeting on Social Welfare and Development on Mitigating Impacts of COVID-19 on Vulnerable Groups in ASEAN

The cabinet approved in principle the draft Joint Statement of the ASEAN Ministerial Meeting on Social Welfare and Development on Mitigating Impacts of COVID-19 on Vulnerable Groups in ASEAN. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Social Development and Human Security may proceed without having to resubmit to the cabinet. Minister of Social Development and Human Security, as head of the Thai delegation, was assigned to adopt the Joint Statement of the ASEAN Ministerial Meeting on Social Welfare and Development on Mitigating Impacts of COVID-19 on Vulnerable Groups in ASEAN.

Gist of the Joint Statement of the ASEAN Ministerial Meeting on Social Welfare and Development on Mitigating Impacts of COVID-19 on Vulnerable Groups in ASEAN includes protecting rights, safety, and integrity of the vulnerable groups, promoting cooperation among national agencies at the ASEAN level, and ensuring health security and safety of social workers, among others.
