The cabinet met on June 2, 2020 at the Government House. Some of the resolutions are as follows:

Title: Four draft Ministerial Regulations issued under the Health facility Act, B.E. 2541

The cabinet approved in principle 4 draft Ministerial Regulations issued under the Health facility Act, B.E. 2541, as proposed by Ministry of Public Health. The 4 draft Ministerial Regulations are aimed to add on various standards and requirements for hospitals for the elderlies and hospitals specializing in caring and rehabilitating the elderlies in accordance with the current situation where Thailand is entering the complete ageing society. The 4 draft Ministerial Regulations are:

2. Draft Ministerial Regulation prescribing equipment, tools, medicine and medical equipment, or vehicles needed at a medical facility (No. …), B.E. …

3. Draft Ministerial Regulation on name of medical facility and proclaimation of detail on name of medical facility, lisr of medical professionals, medical fees, medicine and medical equipment cost, medical services, other services, and patients’ rights (No. …), B.E. …

4. Draft Ministerial Regulation prescribing profession and number of medical professionals at a medical facility (No. …), B.E. …

Title: (Draft) Guideline for registration of space objects

The cabinet approved the proposal made by Ministry of Higher Education, Sciences, Research and Innovation as follows:

1. Approved (Draft) Guideline for registration of space objects

2. Assigned Geo-Informatics and Space Technology Development Agency (Public Organization) as agency responsible for registration of space objects for now until space law is put in place, and agency responsible for registration of space objects is officially designated.

Gist

Guideline for registration of space objects will demonstrate Thailand’s responsibility and readiness to join hands with the global community with regard to administration and management of space affairs. The guideline prescribes: 1) registering space object after it was launched into outer space by submitting information according to UNOOSA’s requirement; 2) GISTDA proceeds with the registration and notifies Ministry of Foreign Affairs for the Ministry to coordinate with the United Nations (UN); and 3) UN notifies result of Thailand’s space object registration through diplomatic channel.

Title: Outcome of 1/2020 meeting of Committee for Digital Government Development

The cabinet acknowledged and approved the following proposal made by Digital Government Development Agency (Public Organization) (DGA):

1. Acknowledged outcome of the 1/2020 meeting of Committee for Digital Government Development.

2. Ordered concerned agencies to expedite data linkage with the Department Of Provincial Administration’s or DGA’s Government Data Exchange Center (GDX)

3. Ordered concerned agencies to translate open government data in the digital form into action via www.data.go.th. In 2020, focus is to be made on open data ranking.

4. Ministry of Digital Economy and Society, Office of the Public Sector Development Commission, and Office of the Civil Service Commission are to collaborate with DGA to provide support to government agencies in proceeding and translating the announcement of Committee for Digital Government Development on standard and criteria for open government data in the digital form into action

Title: Outcome of the 23rd GMS Ministerial Conference

The cabinet acknowledged outcome of the 23rd GMS Ministerial Conference, held in Phnom Penh, Cambodia on November 18, 2020, and the proposed action plan. Concerned agency, in collaboration with Office of National Economic and Social Development Board, is to proceed according to the outcome.

Gist

The 23rd GMS Ministerial Conference was held under the theme "Greater Integration, Inclusivity and Sustainability in the GMS”, during which the followings have been approved:

1. GMS Ministerial Joint Statement

2. Draft GMS Long-term Strategic Framework 2030

3. Research plan to support the new strategic framework

4. Progress report on regional investment framework (2022)

The following issues have been acknowledged:

1. Health cooperation strategies (2019-2023)

2. Implementation progress in various areas of cooperation

3. Reports of partners for development and GMS Business Council

4. The 7th GMS Summit to be held in Phnom Penh, Cambodia in the 1st quarter of 2021; and the 24th GMS Ministerial Conference and 11th Economic Corridor Forum to be held in Kunming, China in November 2020

Title: Request for approval of Special AEM and Special AEM Plus Three on COVID-19

The cabinet approved draft Hanoi Action Plan on enhancement of economic cooperation within the bloc and connection of supply chains amid the changing circumstances in the region caused by the COVID-19 pandemic, and draft joint statement of the ASEAN Economic Ministers (AEM) Plus Three on on strengthening ASEAN's Economic Resilience in response to the outbreak of COVID-19. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Commerce may proceed without having to resubmit to the cabinet for approval. Minister of Commerce or a representative was assigned to adopt the documents. This is as proposed by Ministry of Commerce.
