The cabinet met on June 16, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet acknowledged the resolutions made at the 2/2020 meeting of National Space Policy Committee, as proposed by the Committee chair (Deputy Prime Minister Gen. Prawit Wongsuwon). The following issues have been deliberated and agreed upon at the 2/2020 meeting of National Space Policy Committee:
1. Announcement of the National Broadcasting and Telecommunications Commission on management of rights to the use of satellite orbit (2020)
2. (Draft) Announcement of National Space Policy Committee on state-level criteria for foreign satellites’ commercial domestic service, B.E. …
3. Guideline on property management after contract completion for domestic communication satellite business
4. (Draft) Guideline for space object registration
The cabinet approved the draft Agreement of Cooperation between ASEAN and UNICEF (new version). Should there be an amendment in parts that are not against the cabinet’s approved principle, ASEAN may proceed without having to resubmit to the cabinet for further consideration. ASEAN Secretary-General or a representative was approved to sign the draft agreement on behalf of ASEAN. This is as proposed by Ministry of Social Development and Human Security.
The draft Agreement for Cooperation between ASEAN and UNICEF (new version) is aimed to promote children’s rights (as stipulated in the Convention on the Rights of the Child), and to achieve Sustainable Development Goals (SDGs). Issues for cooperation include:
1. Endorsing 17 Sustainable Development Goals (SDGs) in an equitable manner
2. Promoting exchange of information and academic cooperation in public health, social security, and development
3. Developing standard and guideline manual for the development of quality of child social policy and social services for vulnerable groups
4. Enhancing capacity and supporting ASEAN operation in promoting and protecting children’s rights in the region
5. Identifying challenges which affect children in the region
6. Promoting cooperation on social protection and developing domestic integrative supporting system for children and families
The draft Agreement for Cooperation between ASEAN and UNICEF (new version) will be in effect for 5 years with possible 5-year extension
The cabinet approved the following proposals made by Ministry of Transport:
1. Approved the draft Memorandum of Cooperation between the Kingdom of Thailand and the International Maritime Organization concerning Participation in the IMO Member State Audit Scheme (IMSAS). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Transport (Marine Department) may proceed without having to resubmit to the cabinet.
2. Approved Director-General of Marine Department or a representative as signatory of the draft MOC. Ministry of Foreign Affairs is to issue the Full Powers to the signatory
3. Approved for concerned agencies to participate in the IMO Member State Audit Scheme (IMSAS), and proceed according to the obligations under IMO related convention. Marine Department will act as a liaison office.
The cabinet approved operation extension of Myanmar’s Temporary Data Collection Center, located in Samut Sakhon province, for another year, and ordered concerned agencies to proceed according to the proposals made by Ministry of Labor.
1. Ministry of Foreign Affairs, Ministry of Labor (Department of Employment), Samut Sakhon province (provincial security operations command, and Samut Sakhon employment office) are assigned as focal points in coordinating with the Myanmar Government
2. Samut Sakhon province, through provincial communicable disease committee, will decide on date and time of operation, and operation guideline in accordance with COVID-19 preventive measures.
Myanmar’s Temporary Data Collection Center is aimed to collect data of Myanmar workers who wish to have a passport issued. The extension is made for another year from March 17, 2020 onward.
The cabine acknowledged the outcomes of Special Meeting of ASEAN Tourism Ministers on COVID-19, which was attended by Tourism and Sports Minister Phiphat Ratchakitprakarn on April 29, 2020. Outcomes of the Special Meeting of ASEAN Tourism Ministers on COVID-19 is as follows:
1. ASEAN member states’ measures to alleviate COVID-19 impact on tourism and to restore tourism industry
a. Providing financial support to MSMEs
b. Upgrading technologies and digital innovation for the monitoring of COVID-19
c. Enhancing capacity and skills of personnel in tourism
d. Agency-to-agency collaboration
e. Online activities
f. Preparing rehabilitation plan
2. Joint Statement of the Special Meeting of ASEAN Tourism Ministers on COVID-19: to express joint intent in promoting cooperation on response against spread of COVID-19
