The cabinet met on July 8, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet approved draft Chamber of Commerce Act (No. …), B.E. …, as proposed by Ministry of Commerce which has already been deliberated by Office of Council of State.
The draft Chamber of Commerce Act (No. …), B.E. … stipulates:
1. Revision on duties of chambers of commerce to cover other types of operations which would further promote members’ trade and enterprises
2. Revision on chambers of commerce’s scope of operation
3. Revision on chambers of commerce’s termination of operation by the decision of full assembly
4. Revision on related fees
The cabinet approved draft Royal Decree on River Basins, B.E. …, as proposed by Office of Water Resources.
The draft Royal Decress stipulates Thailand’s 22 river basins, which are: (1) Salawin River Basin (2) Northern Khong River Basin (3) Northeastern Khong River Basin (4) Chi River Basin (5) Mun River Basin (6) Ping River Basin (7) Wang River Basin (8) Yom River Basin (9) Nan River Basin (10) Chao Phraya River Basin (11) Sakae Krang River Basin (12) Pasak River Basin (13) Tha Chin River Basin (14) Mae Klong River Basin (15) Bang Pakong River Basin (16) Ton Le Sap River Basin (17) Eastern Coast River Basin (18) Phetchaburi River Basin (19) Upper Southeast River Basin (20) Songkhla Lake River Basin (21) Lower Southeast River Basin (22) Southwest River Basin.
The cabinet approved in principle for Ministry of Tourism and Sports, through Sports Authority of Thailand, to nominate Thailand as host of the 2020-2024 MotoGP (5 years), and approved the budget framework of 25 million Euro (approx. 900 million Baht).
The past MotoGP events that were organized in Thailand proved very successful, and managed to attract tourists who have their affinity for moto sports. Hosting the MotoGP also elevates Thailand’s good image at the global level, and demonstrates the country’s potential and capacity as host of a global competition event, as well as generate over 3 billion Baht in value to the Thai economy.
Sports Authority of Thailand has also prepared public health and COVID-19 response plan, and affirmed that schedule of the 2020 MotoGP competition remains the same, that is, November 21-22, 2020.
The cabinet acknowledged the outcomes of the Special ASEAN Summit and ASEAN Summit Plus Three on Coronavirus Disease 2019 (COVID-19), and assigned concerned agencies to translate the outcomes into action. This is as proposed by Ministry of Foreign Affairs.
The Special ASEAN Summit and ASEAN Summit Plus Three on Coronavirus Disease 2019 (COVID-19), hosted by Vietnamese Prime Minister Nguyen Xuan Phuc, were held via a teleconference on April 14, 2020. Participating in the meeting as representatives of Thailand were the Prime Minister, Minister of Foreign Affairs, and Minister of Public Health. The outcomes include the followings:
1. Promoting public health cooperation
a. Establishing COVID-19 ASEAN Response Fund
b. Coordinating ASEAN’s overall response to public health emergencies situations
c. Exchanging information and sharing of best practices among ASEAN Member States and with ASEAN’s external partners
2. Mitigating impact and preparing economic and social rehabilitation
a. Trade and investment
b. Mechanisms under ASEAN Plus Three cooperation
c. Post-pandemic recovery plan
3. Providing assistance to nationals of ASEAN Member countries
4. Preparing comprehensive approach to effectively respond to COVID-19 and future public health emergencies
The cabinet approved in principle the Co-Chairs’ Statement of the 13th Mekong-Japan Ministers’ Meeting “Mekong-Japan Cooperation for Achieving Universal Health Coverage (UHC) and Integral Strengthening of Economic Relations”. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. Minister of Foreign Affairs or a representative is assigned as head of the Thai delegation to attend the 13th Mekong-Japan Ministers’ Meeting. This is as proposed by Ministry of Foreign Affairs.
Co-Chairs’ Statement of the 13th Mekong-Japan Ministers’ Meeting “Mekong-Japan Cooperation for Achieving Universal Health Coverage (UHC) and Integral Strengthening of Economic Relations”, stressing the importance of collective efforts to achieve UHC and strengthen resilience for response to future pandemics. With a view to ensuring economic recovery, it also emphasized the importance of enhancing the resilient and sustainable supply chain, keeping the markets open, as well as creating an enabling environment for trade and investment.
The cabinet approved Ministry of Foreign Affairs’ proposal to nominate Mr. Kamalin Pinitphuwadol as Thailand’s candidate for the election of Secretary-General of Asian-African Legal Consultative Organization (AALCO).
Ministry of Foreign Affairs has already inquired with other AALCO concerned agencies, namely, Office of Court of Justice, Office of the Attorney General, Office of the National Security Council, Ministry of Digital Economy and Society, Ministry of Justice, and Office of Council of State. Those agencies do not plan to nominate any person for the position, and do not oppose Ministry of Foreign Affairs’ nomination of Mr. Kamalin Pinitphuwadol.
Mr. Kamalin Pinitphuwadol is an expert in trade and investment international laws, and has related management experiences.
