The cabinet met on July 14, 2020 at the Government House. Some of the resolutions are as follows:

Title: Draft Royal Decree prescribing land area in Kamphaeng sub-district, La-Ngu district, Satun province as land reform area, B.E. …

The cabinet approved the draft Royal Decree prescribing land area in Kamphaeng sub-district, La-Ngu district, Satun province as land reform area, B.E. …, as proposed by Ministry of Agriculture and Cooperative.

Gist

The draft Royal Decree prescribing land area in Kamphaeng sub-district, La-Ngu district, Satun province as land reform area, B.E. … has been approved in principle by the cabinet on November 14, 2017, and is already scrutinized by Office of Council of State. The Royal Decree prescribes land reform area in Kamphaeng sub-district, La-Ngu district, Satun province in order to enable Office of Land Reform to purchase land and allocate to farmers who do not own any productive land or do not own enough of land area for production purpose. The Commission of Land Reform for Agriculture has made approval accordingly.

The cabinet approved in principle the draft Royal Decree on exemption of toll fee for Motorway No. 7 and No. 9 for a specified period (No. …) B.E. …, as proposed by Ministry of Transport.

Gist

The draft Royal Decree prescribes exemption of toll fee for Motorway No. 7 (Bangkok-Pattaya), and No. 9 (Kanchanaphisek Rd.- Bang Pa-in- Bang phli section and Phra Pradaeng- Bang Khun Tian Interchange section) from 0001hrs of July 24, 2020 to 2400hrs of July 29, 2020. This is to facilitate people’s traveling during the long holidays.

Title: Resolutions of the 12th National Health Assembly (2019)

The cabinet acknowledged the resolutions of the 12th National Health Assembly (2019), and assigned concerned agencies to proceed accordingly. This is as proposed by the National Health Commission.

Gist

The 4 resolutions acknowledged by the cabinet are:

1. Thailand Ban Asbestos Measure

2. Gender approach: Family health empowerment

3. Coalition to Fight Cancer in Community

4. Community-Centered System Management for Becoming a Rational Drug Use Country

Title: Financial Assistance to Republic of the Union of Myanmar for Yangon’s electrical system improvement project (North Okkalapa district, and North Dagon district)

The cabinet approved the proposal made by Ministry of Finance as follows:

1. Approved for Neighbouring Countries Economic Development Cooperation Agency (Public Organization) (NEDA) to provide concessional loan for the amount of 1,458.248 million Baht to Republic of the Union of Myanmar for Yangon’s electrical system improvement project (North Okkalapa district, and North Dagon district).

2. Approved for the Budget Bureau to allocate 729.124 million Baht of budget starting from FY2021-2023 (3 years):

Total 792.124

3. Approved for NEDA to seek domestic loan, in the amount of 729.124 million Baht, under prescribed format and condition

4. Should there be a default of payment made by Myanmar, the Government is to allocate NEDA with the budget for the amount owed until NEDA could collect the amount owed from Myanmar.

Title: Request for approval on draft document to be adopted at ASEAN-China Transport Ministers' Special Meeting on COVID-19

The cabinet approved draft joint statement of the ASEAN-China Transport Ministers on Ensuring Smooth Transport and Logistics to Combat Covid-19 and Reactivate the Economy. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Transport shall proceed without having to resubmit to the cabinet. Minister of Transport or a representative was assigned to adopt the joint statement. This is as proposed by Ministry of Transport.

Gist

The draft joint statement of the ASEAN-China Transport Ministers on Ensuring Smooth Transport and Logistics to Combat Covid-19 and Reactivate the Economy demonstrates ASEAN and China’s determination to strengthen collective response to COVID-19 based on sustained cooperation and solidarity by:

(a) STRENGTHENING cooperation in the field of transport and logistics in response to the pandemic, with a view to ensuring unimpeded passage for cross-border movement of essential goods, including food, vital medicines and medical supplies, critical agricultural products, and other vital goods and services;

(b) COMMITTING to actively taking measures to ensure the transport of essential materials and supplies, including the necessary facilitation for entry, departure and transit of these materials and supplies to avoid any disruptions;

(c) ENHANCING cooperation and coordination with multilateral organizations through the framework of the United Nations, including the World Health Organization, the International Maritime Organization, the International Civil Aviation Organization, as well as other related international fora such as the World Trade Organization, while emphasizing the adherence to agreed international standards for the release of goods and transport facilitation, and avoid unnecessary traffic restrictions, and in particular ensuring the openness of seaports for the smooth operation of international logistics;

(d) ENCOURAGING the relevant competent authorities to continue extending the validity period of ship and crew certificates as well as exchange relevant information while remaining mindful of the importance of navigational safety to ensure smooth and efficient supply chains;

(e) STEPPING UP exchanges of information, knowledge and best practices, to jointly enhance the capability of pandemic control at land border crossings, seaports and airports, strengthen pandemic-related training and protection of field workers in transport networks, prevent cross-border transmission of the virus, and reduce the risk of imported cases;

(f) LOOKING FORWARD to the continued engagement between ASEAN and China through existing networks and platforms under the ASEAN Transport Sector, exploring the possibilities to facilitate travel arrangements in accordance with national circumstances, in the gradual lifting of travel restrictions while respecting health precautions, and seeking policy synergy where possible, so as to better serve and support the development of transport connectivity and logistics system, and ensure the stability of global supply chain, industrial chain and value chain;

(g) UNDERTAKING to consider this topic into the agenda of highest level conferences, as appropriate.

Title: Draft Ministerial Declaration for 2020 High-Level Political Forum on Sustainable Development (HLPF)

The cabinet approved the draft Ministerial Declaration for 2020 High-Level Political Forum on Sustainable Development (HLPF). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs shall proceed without having to resubmit to the cabinet. Minister of Foreign Affairs or Permanent Representative of Thailand to the United Nationswas assigned to adopt the Declaration. This is as proposed by Ministry of Foreign Affairs.

Gist

The draft Declaration demonstrate political intent of UN member states to craft a collective effort in achieving 2030 SDGs, respond, and recover from COVID-19 crisis at a global level. The cooperation covers sustainable development in both economic, social, and environmental dimensions, such as eradicating poverty, promoting gender equality, reducing disaster risk, promoting food security, peace, and people’s quality of life, etc.
