The cabinet met on July 29, 2020 at the Government House. Some of the resolutions are as follows:

Title: Six (6) draft Royal Decrees prescribing areas permitted for establishment of public entertainment places

The cabinet approved 6 draft Royal Decrees prescribing areas permitted for establishment of public entertainment places, as proposed by Ministry of Interior. This is to be in accordance with the cabinet’s resolution on zoning of entertainment places, dated July 14, 2015 and February 23, 2016.

The 6 draft Royal Decrees are:

1. Draft Royal Decrees prescribing areas permitted for establishment of public entertainment places in Kalasin province, B.E. …, which prescribes an area in Muang district for establishment of public entertainment places

2. Draft Royal Decrees prescribing areas permitted for establishment of public entertainment places in Khon Kaen province, B.E. …, which prescribes 8 areas in 5 districts for establishment of public entertainment places

3. Draft Royal Decrees prescribing areas permitted for establishment of public entertainment places in Chaiyaphum province, B.E. …, which prescribes an area in Nong Bua Dang district for establishment of public entertainment places

4. Draft Royal Decrees prescribing areas permitted for establishment of public entertainment places in Trang province, B.E. …, which prescribes 6 areas in 4 districts for establishment of public entertainment places

5. Draft Royal Decrees prescribing areas permitted for establishment of public entertainment places in Nakhon Phanom province, B.E. …, which prescribes2 areas in Muang district for establishment of public entertainment places

6. Draft Royal Decrees prescribing areas permitted for establishment of public entertainment places in Nakhon Si Thammarat province, B.E. …, which prescribes 8 areas in 7 districts for establishment of public entertainment places

Title: Draft Royal Decree on extension of first ordinary session of the National Assembly, B.E. …, and draft Royal Decree on prorogation of first ordinary session of the National Assembly, B.E. …

The Cabinet approved in principle Draft Royal Decree on extension of first ordinary session of the National Assembly, B.E. …, and draft Royal Decree on prorogation of first ordinary session of the National Assembly, B.E. …, as proposed by the Cabinet Secretariat.

According to Section 121 of the Constitution of the Kingdom of Thailand, each year there shall be two ordinary sessions of the National Assembly, each of which shall last 120 days. The day on which the first sitting is held shall be considered the commencement date of the first annual ordinary session, and the commencement date of the second annual ordinary session shall be fixed by the House of Representatives.

Convocation and prorogation dates of the National Assembly are set as follows:

However, there are a number of draft Bills, pending to be deliberated in the House of Representatives and the Senate, especially the National Budget (FY2021) Act which is scheduled to be deliberated by the Senate on September 22-23, 2020. In light of the above, It is, therefore, appropriate for the first annual ordinary session of the National Assembly for B.E. 2563 to be extended. Liaison Committee of the House of Representatives is to determine the new prorogation date of the first ordinary session of the National Assembly.

Title: Extension of Emergency Decree nationwide

The cabinet approved extension of the Emergency Decree nationwide for another month during August 1-31, 2020, as proposed by the National Security Council.

Gist

At present, COVID-19 situation remains serious in several continents across the world, while Thai citizens living abroad have continually repatriated. Coupling with the Government’s decision to ease lockdown of high-risk activities and businesses to mitigate people’s plights and economic impact, it is still necessary for concerned officials to strictly implement both response and preventive measures in a unified manner to efficiently control the situation. Besides, the Emergency Decree would help the country and people in preparing for the transition to the New Normal.

Title: Draft Cooperation Letter on anti-narcotics crime between Office of the Narcotics Control Board and Republic of Korea’s National Intelligence Agency

The cabinet approved the draft Cooperation Letter on anti-narcotics crime between Office of the Narcotics Control Board and Republic of Korea’s National Intelligence Agency. Should there be an amendment prior to the signing in parts that are not gist nor against national interest, Ministry of Justice is to proceed without having to resubmit to the cabinet. Secretary-General of Office of the Narcotics Control Board is authorized as signatory to the draft Letter. This is as proposed by Ministry of Justice.

Gist

The draft Cooperation Letter on anti-narcotic crimes between Office of the Narcotics Control Board and Republic of Korea’s National Intelligence Agency prescribes joint effort between Thailand and Republic of Korea in preventing and intercepting narcotic crime-related threats. Scope of cooperation includes:

1. Collecting and exchanging information related to narcotic crimes

2. Supporting each other in fighting against narcotic crimes

3. Organizing meetings to exchange information

4. Supporting each other in trainings
