The cabinet met on October 12, 2020 at the Government House. Some of the resolutions are as follows:

Title: Draft Royal Decree prescribing state agency under the Liability for Wrongful Act of Officials, B.E. 2539 (No. ?), B.E. ?

The cabinet approved in principle the draft Royal Decree prescribing state agency under the Liability for Wrongful Act of Officials, B.E. 2539 (No. ?), B.E. ?, as proposed by Ministry of Public Health.

Under the draft Royal Decree, Thai Traditional Medical Council will be prescribed as a state agency under the Liability for Wrongful Act of Officials, B.E. 2539.

Title: Request for approval of draft Terms of Reference of the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (TOR of ACWC)

The cabinet approved in principle the draft Terms of Reference of the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (TOR of ACWC). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Social Development and Human Security is to proceed without having to resubmit to the cabinet. Minister of Social Development and Human Security is authorized to send a notification letter on approval of the draft TOR to the ASEAN Secretariat.

Gist

This is the final draft of Terms of Reference of the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (TOR of ACWC), acknowledged by ACWC on July 28, 2020, following the revision made on 3 major sections, i.e., component, operational guideline, and general and last provisions. The draft TOR will later be proposed to the ASEAN Ministerial Meeting on Social Welfare and Development (AMMSWD) for approval.

Title: Joint Declaration of Intent on the Further Development of the Cooperation in the Field of Railways between the Ministry of Transport of the Kingdom of Thailand and the Federal Ministry of Transport and Degital Infrastructure of the Federal Republic of Germany

The cabinet approved the draft Joint Declaration of Intent on the Further Development of the Cooperation in the Field of Railways between the Ministry of Transport of the Kingdom of Thailand and the Federal Ministry of Transport and Degital Infrastructure of the Federal Republic of Germany. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Transport is to proceed without having to resubmit to the cabinet. Minister of Transport or a representative is authorized as signatory of the document. This is as proposed by Ministry of Transport.

Gist

The draft Joint Declaration of Intent on the Further Development of the Cooperation in the Field of Railways between the Ministry of Transport of the Kingdom of Thailand and the Federal Ministry of Transport and Degital Infrastructure of the Federal Republic of Germany is aimed to promote cooperation in the field of railways under a joint working group, and sub-working groups in the 3 following areas: 1) R&D, 2) car operation, and 3) rail system industry. The draft Joint Declaration earlier ended on November 22, 2019. With the cabinet?s approval, the the draft Joint Declaration has been extended to be effective from November 23, 2019 to November 22, 2021. Past achievements under the draft Joint Declaration include establishment of the German - Thai Railway Association (GTRA), technical cooperation to establish a joint curriculum for graduate study in the field of railway and infrastructure engineering between KMUTNB, Chulalongkorn University, and Germany?s RWTH Aachen University, among others.

Title: Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the United Kingdom of Great Britain and Northern Ireland on Better Health Programme

The cabinet approved the draft Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the United Kingdom of Great Britain and Northern Ireland on Better Health Programme, and authorized Minister of Public Health as signatory of the MOU. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Public Health is to proceed without having to resubmit to the cabinet.

Gist

The draft Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the United Kingdom of Great Britain and Northern Ireland on Better Health Programme is aimed to support implementations according to the objective of the Prosperity Fund, and to promote sustainable partnership between concerned agencies. Areas of cooperation include non-communicable diseases, empowerment of healthcare system, and knowledge & training.

Title: Thailand?s participation in The International Horticultural Expo (EXPO 2020 Floriade Almere)

The cabinet approved the following proposals made by Ministry of Agriculture and Cooperatives:

1. Thailand?s participation in The International Horticultural Expo (EXPO 2020 Floriade Almere)

2. Approved for Ministry of Agriculture and Cooperatives? Department of Agriculture Extension to be the main agency for Thailand?s participation in EXPO 2020 Floriade Almere

3. Approved the budget framewotk of 187,640,000 Baht under FY2021-2023 budgeting plan.

4. Other concerned agencies are to request for allocation of budget under FY2021-2023 budgeting plan for the implementation related to Thailand?s participation in EXPO 2020 Floriade Almere

The International Horticultural Expo (EXPO 2020 Floriade Almere) will be held in Almere, the Kingdom of the Netherlands during April-October 2022. Preparation period is October 2020-April 2022.
