The cabinet met on November 10, 2020 at the Government House. Some of the resolutions are as follows:
The cabinet approved the draft MOU on Circular Economy between Ministry of Industry of the Kingdom of Thailand and Ministry of Economic Affairs and Employment of the Republic of Finland. Should there be an amendment in parts that are not gist, Ministry of Industry may proceed without having to resubmit to the cabinet for approval. Minister of Industry or a representative is auhorized as signatory of the MOU. This is as proposed by Ministry of Industry
Areas of cooperation under the MOU on Circular Economy between Ministry of Industry of the Kingdom of Thailand and Ministry of Economic Affairs and Employment of the Republic of Finland include discussion on designing, planning, and implementation according to legal and policy strategies, and research in the areas of mutual interests; exchange of strategies on management system and good practices for circular economy, exchange of knowledge, etc.
The cabinet acknowledged the Joint Statement of the High-level Video Conference on Belt and road International Cooperation : Combating COVID-19 with Solidarity, and assigned concerned agencies to implement accordingly. This is as proposed by Ministry of Foreign Affairs.
The Joint Statement of the High-level Video Conference on Belt and road International Cooperation: Combating COVID-19 with Solidarity prescribes: 1) exchange of information and experiences, as well as excellent practices; 2) equitable access to public health equipment and supplies; 3) public health infrastructure development; 4) development of fast pass for businessmen, skilled labors, and experts, as well as cross-border logistics; 5) multilateral trade system; 6) cooperation promotion on digital economy; 7) exchange of strategic and policy information; and 8) debt moratorium/revocation for the least-developed countries to promote economic rehabilitation and sustainable development.

The cabinet acknowledged proposals made by Ministry of Labor as follows:
1. Acknowledged the outcome of High-Level Ministerial Conference on Human Resources Development for the Changing World of Work (held on September 16, 2020 via a teleconference)
2. Approved the draft ASEAN Declaration on Human Resources Development for the Changing World of Work, and for Minister of Labor or a representative, and Minister of Education or a representative to adopt the draft Declaration.
3. Should there be an amendment in parts that are not gist nor against national interests, Ministry of Labor and Ministry of Education may proceed and inform the cabinet later of the change.
4. Approved for Minister of Social Development and Human Security, in his capacity as chair of ASEAN Socio-Cultural Community, or a representative to adopt the draft Declaration at the 24th meeting of ASEAN Socio-Cultural Community.
5. Approved for the Prime Minister or a representative acknowledged for notation the draft Declaration at the 37th ASEAN Summit.
