The cabinet met on November 23, 2020 at the Government House. Some of the resolutions are as follows:

Title: Draft Royal Decree on Establishment of Rail Technology Development Agency (Public Organization)

The cabinet approved in principle the draft Royal Decree on Establishment of Rail Technology Development Agency (Public Organization), as proposed by Ministry of Transport.

Gist

The draft Royal Decree prescribes details related to the establishment of Rail Technology Development Agency (Public Organization) (RTDA), e.g., related definitions, objectives, capital and assets, authorities of RTDA Boards and members, accounting system, performance evaluation, etc.

Title: Extension of Emergency Decree nationwide

The cabinet approved extension of the Emergency Decree nationwide for another 1.5 months during December 1, 2020- Janaury 15, 2021, as proposed by the National Security Council.

Gist

At present, COVID-19 situation remains serious in several continents across the world. Coupling with the Government?s decision to ease lockdown of high-risk activities and businesses to mitigate people?s plights and economic impact, it is still necessary for concerned officials to strictly implement both response and preventive measures in a unified manner to efficiently control the situation. Besides, the Emergency Decree would help the country and people in preparing for the transition to the New Normal, and the upcoming festive season.

Title: Request for approval on Memorandum of Cooperation (MoC) on the Bang Sue Project between the Ministry of Transport of the Kingdom of Thailand, the State Railway of Thailand, the Ministry of Land, Infrastructure, Transport and Tourism of Japan, and the Urban Renaissance Agency of Japan

The cabinet approved the draft Memorandum of Cooperation (MoC) on the Bang Sue Project between the Ministry of Transport of the Kingdom of Thailand, the State Railway of Thailand, the Ministry of Land, Infrastructure, Transport and Tourism of Japan, and the Urban Renaissance Agency of Japan. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Transport may proceed and report to the cabinet later of the amendment. Permanent Secretary to Ministry of Transport or a representative is authorized to sign the MOU.

Gist

The draft Memorandum of Cooperation (MoC) on the Bang Sue Project between the Ministry of Transport of the Kingdom of Thailand, the State Railway of Thailand, the Ministry of Land, Infrastructure has been initiated by the State Railway of Thailand and the Urban Renaissance Agency of Japan to promote collaboration in the development of ASEAN Smart City Network (ASCN) under the Bang Sue Project. The draft MoC would enhance Thailand?s competitiveness and human resource capacity, and would further strengthen relations between Thailand and Japan in the field of transport infrastructure.

Title: Request for approval on Joint Statement ?Conference on Digital Transformation of the Education Systems throughout ASEAN?

The cabinet approved the draft Joint Statement ?Conference on Digital Transformation of the Education Systems throughout ASEAN?, and authorized Minister of Education to adopt the Joint Statement. This is as proposed by Ministry of Education.

Gist

Gist of the Joint Statement ?Conference on Digital Transformation of the Education Systems throughout ASEAN? is as follows:

1. Promote digital literacy and transferable skills in ASEAN educational system

2. Promote partnership with the private sector to achieve digital implementation

3. Promote participation of children and youths in digital transformation process

4. Provide budget for human resource development, as well as the development of hard and soft infrastructures

5. Provide knowledge to children and youths on safe access to digital media
