The Royal Decree prescribes areas in Phrae province (Denchai, Soong Men, Muang Phrae, Nong Muang Khai, and Song districts), Lampang province (Ngao district), Phayao province (Muang Phayao, Dok Kham Tai, Phu Kam Yao districts), and Chiang Rai province (Pa Dad, Thoeng, Muang Chiang Rai, Vieng Chai, Vieng Chiang Rung, Doi Luang, Chiang Khong districts) to be expropriated for construction of Denchai-Chiang Rai-Chiang Khong rail route.
The cabinet approved the draft Ministerial Regulation on medical facility?s medical training and research relating to healing art practices or medicine and public health professional practices, B.E. ?, as proposed by Ministry of Public Health.
The draft Ministerial Regulation on medical facility?s medical training and research relating to healing art practices or medicine and public health professional practices, B.E. ?, prescribes criteria, methods, and conditions that enable a medical facility to conduct medical training and research relating to healing art practices or medicine and public health professional practices in a bid to promote and improve the medical facility?s quality and capacity.
The cabinet approved in principle the draft Regulation of Prime Minister?s Office on National Safety Control, B.E. ?, as proposed by Ministry of Interior. The draft Regulation of Prime Minister?s Office on National Safety Control, B.E. ?, as proposed by Ministry of Interior is a revision to the Regulation of Prime Minister?s Office on National Safety Control, B.E. 2538, to be in line with the ?Royal Decree on transfer of administration and authority of government agencies in accordance with Organization of Ministries, Sub-Ministries and Departments, B.E. 2545?, which prescribes transfer of administration and authority of the Office of Permanent Secretary to the Prime Minister?s Office, in relation to the National Safety Control Commission, to Ministry of Interior?s Department of Public Disaster Prevention and Mitigation. This is in order to enhance capacity and efficiency, and integrate the country?s safety control operation.
The cabinet approved the draft Phnom Penh Declaration to be adopted at the 9th Ayeyawady ? Chao Phraya ? Mekong Economic Cooperation Strategy (ACMECS). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. The Prime Minister or a representative was authorized to adopt the draft Declaration. This is as proposed by Ministry of Foreign Affairs.
The draft Phnom Penh Declaration demonstrates pleasure of leaders of ACMECS member states on the progress made during the past two years, and the intent to continue with the implementation under the 3 pillars of the ACMECS Master Plan. The Declaration especially focuses on post-COVID-19 economic and social rehabilitation, and preparation for future crises and challenges of all forms through public health cooperation and integration of supply chains, as well as public-private partnership as economic driving force.
The 9th Ayeyawady ? Chao Phraya ? Mekong Economic Cooperation Strategy (ACMECS) is held on December 9, 2020 via a teleconference.
The cabinet approved the draft Memorandum of Understanding on the Cooperation on Project of Mekong - Lancang Cooperation Special Fund, and authorized Minister of Higher Education, Science, Research and Innovation or a representative as signatory of the document. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Higher Education, Science, Research and Innovation may discuss with Ministry of Foreign Affairs? Department of Treaties and Legal Affairs, and proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Higher Education, Science, Research and Innovation.
The MOU is aimed to set budget management direction for the following projects to be funded by China under the 2020 Mekong - Lancang Cooperation Special Fund:
1. PM10 and PM2.5 from HAZE Smog and Visibility Effect in Thailand, for the total budget of USD59,576
2. A Microbial - based Index to Assess the Ecological Status of the Lancang - Mekong River based on Molecular Approaches and DNA Barcoding, for the total budget of USD461,300
3. Enhance Production Capacity and People?s Livelihood by Improving the Value Chain for Cassava Cultivation and Application: Clean Cassava Chips, Native Starch, Modified Starch, Ethanol and Biogas Production, for the total budget of USD462,700
4. The Cooperation of SMEs and Labor in Logistics and Border Trade in Lancang - Mekong Countries under the plan to develop an Integrated Transportation and Logistic, for the total budget of USD453,000
