The cabinet met on December 15, 2020 at the Government House. Some of the resolutions are as follows:

Title: Civil Aviation Commission?s national civil aviation policy regarding authorization of Aeronautical Radio of Thailand, as a state enterprise, to provide air traffic management services, and aviation services in connection with Thailand?s civil aviation.

The Cabinet approved Civil Aviation Commission?s national civil aviation policy regarding authorization of Aeronautical Radio of Thailand, as a state enterprise, to provide air traffic management services, and aviation services in connection with Thailand?s civil aviation.

Under the approval, Aeronautical Radio of Thailand will be responsible for: 1) air traffic management service; 2) communication system service, air navigation assistance system, and aircraft tracking system; and 3) designing of aviation operation with flight instruments.

Title: Report on establishment of Thailand 5G Ecosystem Innovation Center (5G EIC)

The cabinet acknowledged the report made by Ministry of Digital Economy and Society on establishment of Thailand 5G Ecosystem Innovation Center (5G EIC), and assigned Digital Economy Promotion Agency as the main agency in promoting and developing 5G Ecosystem.

Gist

Ministry of Digital Economy and Society through Digital Economy Promotion Agency (DEPA) has collaborated with Huawei Technologies (Thailand) Co., Ltd. to establish ?Thailand 5G Ecosystem Innovation Center (5G EIC)? at the DEPA office. The 5G EIC acts as a 5G Testbed Regulatory Sandbox for Connectivity, Spectrum Sharing, and 5G Application and Services, and a platform that promotes 5G Network and Ecosystem among the Startups, SMEs and educational insitutes, as well as overseas partners. The Center was officially launched on Septemebr 21, 2020

Title: Draft MOU on national defense cooperation between the Government of the Kingdom of Thailand and the Government of Islamic Republic of Pakistan

The cabinet approved the following proposals of Ministry of Defense:

1. Approved the draft MOU on national defense cooperation between the Government of the Kingdom of Thailand and the Government of Islamic Republic of Pakistan

2. Authorized Minister of Defense or a representative to sign the MOU. Ministry of Foreign Affairs is to issue the Full Powers to Minister of Defense or a representative

3. Should there be an amendment in parts that are not gist, Ministry of Defense may proceed as deemed appropriate

Gist

The draft MOU on national defense cooperation between the Government of the Kingdom of Thailand and the Government of Islamic Republic of Pakistan is aimed to upgrade and promote existing bilateral relations through national defense cooperation. Scope of cooperation includes:

(1) Directions for enhancing national defense cooperation;

(2) Security and defense policy;

(3) Organizing the annual senior aide general meeting between the Thai Armed Forces and Pakistan Armed Forces;

(4) Military information and intelligence exchanges;

(5) Joint military training, and prevention and suppression of insurgency and counter-terrorism.

Title: Outcome of 14th ASEM Finance Ministers' Meeting (ASEMFinMM14)

The cabinet acknowledged outcome of the 14th ASEM Finance Ministers' Meeting (ASEMFinMM14), hosted by People's Republic of Bangladesh on November 6, 2020 via a teleconference. This is as proposed by Ministry of Finance.

Gist

The 14th ASEM Finance Ministers' Meeting (ASEMFinMM14) was attended by high-level representatives of 43 member countries, and representatives of international organizations, such as the World Bank, ADB, IMF.

The meeting mainly discussed COVID-19 pandemic and its economic impact, about which the Thai representative (Minister of Finance) presented related measures the Thai Government has implemented against the spread of COVID-19 pandemic:

1) Establishment of a center for policy management, which are Center for COVID-19 Situation Administration and Center for Economic Situation Administration;

2) Short-term economic-stimulus financial and fiscal measures;

3) Balancing short-term economic stimulus and long-term national structural reforms (e.g., infrastructure development projects, promotion of domestic and international connectivity, etc.)

Title: Report on implementation and performance of projects under Joint Crediting Mechanism (JCM)

The cabinet acknowledged the report on implementation and performance of projects under Joint Crediting Mechanism (JCM) signed as Bilateral Cooperation on the Joint Crediting Mechanism for the Low Carbon Growth Partnership between the Kingdom of Thailand and Japan on November 19, 2020. This is as proposed by Ministry of Natural Resources and Environment.

Gist

Under the cooperation, Japan will fund 33 projects to be implemented by 28 Thai private firms, for the total budget of over 2 billion Baht. As of now, 8 projects have been registered with JCM, and 49,859 tonnes of CO2 equivalent is expected to be reduced per year.
