The cabinet approved in principle the draft Royal Decree on land expropriation in Bang Bo and Preng subdistricts, Bang Bo district, Samut Prakarn province, B.E. ?, as proposed by Ministry of Transport.
The Royal Decree prescribes area in Bang Bo and Preng subdistricts, Bang Bo district, Samut Prakarn province to be expropriated for the construction a new local road connecting local roads No. 2003 and 3001, of which the narrowest part is 200 meters in length, and the widest part is 1,600 meters in length.
The cabinet approved in principle the draft Royal Decree on exemption of toll fee for Motorway No. 7 and No. 9 for a specified period (No. ?) B.E. ?, as proposed by Ministry of Transport.
The draft Royal Decree prescribes exemption of toll fee for Motorway No. 7 (Bangkok-Pattaya), and No. 9 (Kanchanaphisek Rd.- Bang Pa-in- Bang phli section and Phra Pradaeng- Bang Khun Tian Interchange section) from 0001hrs of December 30, 2020 to 2400hrs of January 4, 2021. This is to facilitate people?s traveling during the long holidays.
The cabinet acknowledged the Report on ADB Loan under the Royal Decree authorizing Ministry of Finance to seek loan for economic and social problem solving, remedy, and rehabilitation as a result of spread of COVID-19, B.E. 2563.
According to the report, Minister of Finance has signed ?COVID-19 Active Response and Expenditure Support Program (Loan Numbers 3945/3949-THA)? on November 16, 2020 to seek an amount of USD1.5 billion in loan from Asian Development Bank. The Loan Agreement has also been published in the Royal Gazette.
The cabinet acknowledged exemption of toll fee for Burapha Withi Expressway and Kanchanapisek Expressway (Bang Phli- Suksawat) during 2021 New Year Holidays, as proposed by Ministry of Transport.
Exemption of toll fee for Burapha Withi Expressway and Kanchanapisek Expressway (Bang Phli- Suksawat) during 2021 New Year Holidays is approved to facilitate public commuting during the holidays from 0001hrs of December 30, 2020 to 2400hrs of January 4, 2021.
The cabinet acknowledged the signing of the Note of Cooperation in Countering Drug Crimes between the Office of the Narcotics Control Board of Thailand and the National Intelligence Service Korea, as proposed by Ministry of Justice.
Due to the spread of COVID-19, Thailand and the Republic of Korea could not sign and countersign in person the Note of Cooperation in Countering Drug Crimes between the Office of the Narcotics Control Board of Thailand and the National Intelligence Service Korea. In light of this, both parties had discussed and agreed to sign and countersign the Note of Cooperation by sending it via postal mail. Secretary-General of the Office of the Narcotics Control Board of Thailand has signed the Note of Cooperation on September 23, 2020, and then handed it over to Minister Counsellor of the Embassy of Republic of Korea to Thailand. The Korean counterpart signed the Note on October 7, 2020, and a copy of the Note of Cooperation has been given to the Office of the Narcotics Control Board of Thailand on October 20, 2020.
The cabinet approved the MoU between the Government of the Kingdom of Thailand and the Government of the Socialist Republic of Viet Nam on Co-operation in the Field of Education. Should there be an amendment in parts that are not gist, Ministry of Education may seek advice from Ministry of Foreign Affairs? Department of Treaties and Legal Affairs to proceed without having to resubmit to the cabinet. Minister of Education was authorized to sign the MoU. This is as proposed by Ministry of Education.
The MoU between the Government of the Kingdom of Thailand and the Government of the Socialist Republic of Viet Nam on Co-operation in the Field of Education prescribes academic cooperation in various forms and scopes, such as exchange of educational leaders, trainings, curriculum development, scholarships, etc.

Meeting (14th ADMM) and 7th ASEAN Defence Minister?s Meeting Plus (7th ADMM-Plus), held via a video conference, as proposed by Ministry of Defense prescribes solidarity of member states in strengthening ASEAN security cooperation, promoting cooperation with the dialogue partners. It also demonstrates the joint intent to adhere to the principle of ASEAN centrality, trust, mutual respect and benefits.
