The cabinet met on January 5, 2021 at the Government House. Some of the resolutions are as follows:
The Cabinet approved in principle the Draft Royal Decree on prorogation of the second legislative ordinary session of the National Assembly, B.E. ?, as proposed by the Cabinet Secretariat.
According to Section 121 of the Constitution of the Kingdom of Thailand, each year there shall be two ordinary sessions of the National Assembly, each of which shall last 120 days. The day on which the first sitting is held shall be considered the commencement date of the first annual ordinary session, and the commencement date of the second annual ordinary session shall be fixed by the House of Representatives.
In light of the above, the convocation and prorogation dates of the National Assembly are set as follows:

It is, therefore, appropriate for the second annual ordinary session of the National Assembly to be prorogued from March 1, 2021 (2564) onward.
The cabinet approved the draft Royal Decree on land expropriation in parts of Khon Kaen province (Pan Phai district), Mahasarakham province (Koodrang, Borabue, Muang districts), Roi Et province (Sri Somdej, Muang, Changharn, Chiang Kwan, Pho Chai, Pone Thong, Meiwadee, Nong Phok districts), Yasothorn province (Lerng Nok Tha district), Mukdaharn province (Nikhom Khamsoi, Muang, Wan Yai districts), and Nakhon Phanom province (That Phanom, Muang, Renu Nakhon districts) for construction of Ban Phai-Mahasarakham-Roi Et- Mukdaharn-Nakhon Phanom rail route, B.E. ?, as proposed by Ministr of Transport.
The Royal Decree prescribes areas in Khon Kaen province (Pan Phai district), Mahasarakham province (Koodrang, Borabue, Muang districts), Roi Et province (Sri Somdej, Muang, Changharn, Chiang Kwan, Pho Chai, Pone Thong, Meiwadee, Nong Phok districts), Yasothorn province (Lerng Nok Tha district), Mukdaharn province (Nikhom Khamsoi, Muang, Wan Yai districts), and Nakhon Phanom province (That Phanom, Muang, Renu Nakhon districts) to be expropriated for construction of Ban Phai-Mahasarakham-Roi Et- Mukdaharn-Nakhon Phanom rail route.
The cabinet approved in principle the draft Royal Decree prescribing state agency under the Liability for Wrongful Act of Officials, B.E. 2539 (No. ?), B.E. ?, as proposed by Ministry of Education. Under the draft Royal Decree, National Scout Organization of Thailand (NSOT) will be prescribed as a state agency under the Liability for Wrongful Act of Officials, B.E. 2539.
The cabinet approved extension of the Emergency Decree nationwide for another 1.5 months during January 16, 2021- February 28, 2021, as proposed by the National Security Council.
At present, COVID-19 situation remains serious in several continents across the world, including Thailand, it is still necessary for concerned officials to strictly implement both response and preventive measures in a unified manner to efficiently control the situation.
The cabinet approved the draft Memorandum of Understanding between Ministry of Commerce, Royal Thai Government and Department of Industries and Commerce, Government of Telangana, Republic of India, and authorized Permanent Secretary to Ministry of Commerce as signatory. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Commerce may proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Commerce.
The draft Memorandum of Understanding between Ministry of Commerce, Royal Thai Government and Department of Industries and Commerce, Government of Telangana, Republic of India prescribes cooperation on trade and investment, development of SMEs entrepreneurs and startups, and exchange of information on marketing, trade, industry, and technology. The cooperation would help enhance competitiveness of the Thai entrepreneurs.
