The cabinet met on January 12, 2021 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the Royal Decree issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. ?) B.E. ? (Tax measure to support donation to research, development and innovation funds), as proposed by Ministry of Finance.
In a bid to continue with the measure to promote public engagement in the development of science and technology, and to encourage the private sector to make financial contribution to research, development and innovation funds, Ministry of Finance proposed the Royal Decree issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. ?) B.E. ? (Tax measure to support donation to research, development and innovation funds). Under the Royal Decree, donation money will be calculated by double deduction of actual donated amount but not exceeding 10% of income after standard deductions and allowances.
The cabinet approved in principle the draft Royal Decree issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. ?) B.E. ?, and a draft Ministerial Regulation issued under the Revenue Code Regarding Income Tax (No. ?) B.E. ?, as proposed by Ministry of Finance.
In response to the Government?s policy to promote investment in the e-tax system, Ministry of Finance has proposed 2 following bills for cabinet?s approval:
1. The draft Royal Decree issued under the Revenue Code Regarding Exemption from Revenue Taxes (No. ?) B.E. ? prescribes extension of income tax exemption to companies or juristic partnerships for expenses paid during January 1, 2020- December 31, 2022 for the development of e ? Tax Invoice & e ? Receipt, e ? Withholding Tax, and e - Tax Invoice & e ? Receipt. The privilege is also extended to cover e ? Withholding Tax system.
2. The draft Ministerial Regulation issued under the Revenue Code Regarding Income Tax (No. ?) B.E. ? prescribes extension of withholding tax reduction from 3%-5% to 2% for the income paid via e ? Withholding Tax system.
The cabinet approved in principle the draft Ministerial Regulation prescribing Industrial Standard for Food Safety Requirements of Cling Wraps, B.E. ?, as proposed by Ministry of Industry.
The draft Ministerial Regulation prescribes Industrial Standard for cling wraps for consumer safety.
The cabinet approved in principle the draft Ministerial Regulation (No. ?) B.E. ? issued under the Revenue Code Regarding Exemption from Revenue Taxes (Exemption of personal income tax for financial supports provided by the Government under measures or schemes for problem solving, remedy, and rehabilitation as a result of COVID-19 outbreak), as proposed by Ministry of Finance.
The draft Ministerial Regulation (No. ?) B.E. ? issued under the Revenue Code Regarding Exemption from Revenue Taxes (Exemption of personal income tax for financial supports provided by the Government under measures or schemes for problem solving, remedy, and rehabilitation as a result of COVID-19 outbreak) prescribes exemption of personal income tax for incomes received from the following 4 measures/schemes: 1) financial compensation for workers/others as a result of COVID-19 outbreak; 2) We Travel Together Scheme; 3) Kumlang Jai (Moral Support) scheme; and 4) Half-Half scheme.
The cabinet approved additional budget (FY2021 central budget for problem solving, remedy, and rehabilitation as a result of spread of COVID-19) for the total amount of 473,150,000 Baht to Office of Permanent Secretary to Ministry of Defense for expenditure related to state quarantine management and administration at private sector properties. This is the 5th phase of budget request (October 1- November 30, 2020).
The cabinet approved the draft APEC Tourism Strategic Plan: APEC TSP 2020 ? 2024, and authorized Minister of Tourism and Sports to join APEC tourism ministers in adopting the plan. This is as proposed by Ministry of Tourism and Sports.
Four areas prescribed in the APEC Tourism Strategic Plan (APEC TSP 2020 ? 2024) are: 1) Digital Transformation, 2) Human Capital Development, 3) Travel Facilitation and Competitiveness, and 4) Sustainable Tourism and Economic Growth. Due to the COVID-19 pandemic, the APEC TSP 2020 ? 2024, which should have been adopted at the 11th APEC Tourism Ministerial Meeting, dated August 25, 2020, has been adopted by APEC tourism ministers by way of ad-referendum.
The cabinet approved the draft documents to be adopted at the 1st ASEAN Digital Ministers' Meeting (ADGMIN). Should there be an amendment in parts that are not gist nor gainst the principles approved by the cabinet, Ministry of Digital Economy and Society may proceed without having to resubmit to the cabinet. Minister of Digital Economy and Society or a representative is authorized to adopt the documents.
Documents to be adopted at the 1st ASEAN Digital Ministers' Meeting (ADGMIN) include:
1. ASEAN Digital Masterplan 2025 (ADM 2025)
2. Implementing Guideline for ASEAN Data Management Framework (DMF) and ASEAN Cross Border Data Flows (CBDF) Mechanism
3. Putrajaya Declaration
4. ASEAN Initiative for Facilitating Sustainable OTT Ecosystem
