The cabinet met on February 2, 2021 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the draft Ministerial Regulation prescribing Industrial Standard for Air Conditioners: Safety Requirements, B.E. ?, as proposed by Ministry of Industry.
The draft Ministerial Regulation prescribes international standard of air conditioners to be in accordance with Industrial Standard No. 1529 ? 2561 under Industry Ministerial Announcement No. 5822 (B.E. 2563) issued under the Industrial Product Standards Act, B.E. 2511.
The cabinet acknowledged Thailand Artificial Intelligence (AI) Ethics Guideline, and approved for pubic agencies to adopt the guideline. This is as proposed by Ministry of Digital Economy and Society.
Thailand AI Ethics Guideline is composed of 3 chapters:
1. Rationale: There are 6 components under this chapter, that is, 1) Competitiveness and Sustainability, 2) Laws Ethics and International Standards, 3) Transparency and Accountability, 4) Security and Privacy, 5) Fairness, and 6) Reliability.
2. AI Ethics Case Study: AI case study on 2 private firms, namely WHYING Co, Ltd., and SERTIS Co., Ltd.
3. Thailand AI Ethics Framework: With 2 following components, Thailand AI Ethics Core Model, and AI Ethics Board.
The cabinet approved in principle for the extension of Thailand?s chairmanship for Steering Group Meeting of OECD Southeast Asia Regional Programme (SEARP) from Janaury 1, 2021 until the SEARP Ministerial Conference is over (expected within the first semester of 2021). Ministry of Foreign Affairs is also authorized to host the OECD Southeast Asia (SEA) Regional Forum. This is as proposed by Ministry of Foreign Affairs.
Thailand was appointed as co-chairman for the 2018-2020 SGM of OECD SEARP, which has already ended on December 31, 2020. However, due to the spread of COVID-19, related meetings have been postponed. OECD, then, made a written request for Thailand to extend its co-chairmanship in order to continue the original plan, laid out earlier by OECD and Thailand, especially the hosting of OECD SEA Regional Forum. The meetings, which are expected to be held this year will be organized in hybrid form, and participated by ministerial-level representatives.
The cabinet approved the amount of 275.02 million Baht in budget for Thailand?s hosting of the 6th BIMSTEC Summit and related meetings in 2021.
Hosting of the BIMSTEC Summit and related meetings would be an oportunity for Thailand to promote long-term economic and social development, and to share its concept on Bio-Circular-Green Economy (BCG) Model.
The cabinet approved the draft Phnom Penh Declaration Towards a More Sustainable, Inclusive and resilient ASEAN Tourism, together with the Joint Media Statements of the 24th meeting of ASEAN Touris Ministers, the 20th Meeting of ASEAN Plus Three (China, japan and Republic of Korea) Tourism Ministers, and Eighth Meeting of ASEAN-India Tourism Ministers. Minister of Tourism and Sports is also authorized to attend the 24th meeting of ASEAN Tourism Ministers and related meetings, and adopt the aforementioned documents.
The meetings will be held via a teleconference during February 4-5, 2021. This is as proposed by Ministry of Tourism and Sports.
