The cabinet met on February 15, 2021 at the Government House. Some of the resolutions are as follows:

Title: Draft Natural Resources and Environment Ministerial Announcement on extension of Natural Resources and Environment Ministerial Announcement on environmental protection zoning area in Krabi province?s Ao Leuk, Maung, Khlong Thom, Lanta districts, B.E. 2559

The cabinet approved in principle the draft Natural Resources and Environment Ministerial Announcement on extension of Natural Resources and Environment Ministerial Announcement on environmental protection zoning area in Krabi province?s Ao Leuk, Maung, Khlong Thom, Lanta districts, B.E. 2559 (2016), as proposed by the Ministry.

Gist

The Natural Resources and Environment Ministerial Announcement on environmental protection zoning area in Krabi province?s Ao Leuk, Maung, Khlong Thom, Lanta districts, B.E. 2559, which has entered into force during April 1, 2016 and March 31, 2021 (5 years) is going to expire. As the new and revised Announcement for this matter is still under the process, and has yet to be finalized, the cabinet, therefore, approved for the existing Announcement to be extended for another 2 years from April 1, 2021 onward.

Title: Draft Commerce Ministerial Announcement on revocation of Commerce Ministerial Announcement on certificate requirement and administrative measures for importation of fans, rice cookers, and lighting products into the kingdom, B.E. 2555

The cabinet approved in principle the draft Commerce Ministerial Announcement on revocation of Commerce Ministerial Announcement on certificate requirement and administrative measures for importation of fans, rice cookers, and lighting products into the kingdom, B.E. 2555, as proposed by Ministry of Commerce.

Gist

The draft Commerce Ministerial Announcement on revocation of Commerce Ministerial Announcement on certificate requirement and administrative measures for importation of fans, rice cookers, and lighting products into the kingdom, B.E. 2555 has been approved with an aim to streamline related business operations, and address law redundancy, as fans, rice cookers, and lighting product standards have already been stipulated in the Industrial Product Standards Act, B.E. 2511 (1968).

Title: Wage Rate According to Skill Standards for 3 occupational clusters (13 occupations)

The cabinet acknowledged the National Wage Committee's Notification on Wage Rate According to Skill Standards (No. 10), dated January 5, 2021, as proposed by Ministry of Labor, for the Notification to be announced in the Royal Gazette.

Gist

The National Wage Committee has made approval to the wage rates according to skill standards of each level of the 3 occupational clusters, industrial technicians (4 occupations), electrical/electronics/computer technicians (5 occupations), and mechanical technicians (4 occupations). The approved wages range from 415-675 Baht/day.

Title: Request for approval on Memorandum of Cooperation between The Thai Ministry of Transport and Japan?s Ministry of Land, Infrastructure, Transport and Tourism on Policy Planning and Technologies of Road Traffic

The cabinet approved the draft Memorandum of Cooperation (MOC) between The Thai Ministry of Transport and Japan?s Ministry of Land, Infrastructure, Transport and Tourism on Policy Planning and Technologies of Road Traffic. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Transport may proceed without having to resubmit to the cabinet. Minister of Transport or a representative is authorized to sign the MOC. This is as proposed by Ministry of Transport.

Gist

The draft Memorandum of Cooperation (MOC) between The Thai Ministry of Transport and Japan?s Ministry of Land, Infrastructure, Transport and Tourism on Policy Planning and Technologies of Road Traffic is a replacement of the earlier-agreed Memorandum of Cooperation on Road Safety (2017-2019) with a revision to avoid redundancy with the existing project ?Capacity Improvement for Road Traffic Safety Institutions and Implementation in Thailand? implemented under the collaboration between Ministry of Transport and JICA.

The Memorandum of Cooperation (MOC) between The Thai Ministry of Transport and Japan?s Ministry of Land, Infrastructure, Transport and Tourism on Policy Planning and Technologies of Road will be effective for 5 years from the date of signing.

Title: Statement of Undertaking (SoU) of Nitric Acid Climate Action Group (NACAG)

The cabinet approved Statement of Undertaking (SoU) of Nitric Acid Climate Action Group (NACAG), and authorized Minister of Natural Resources and Environment or a representative to sign the document on behalf of Thailand. Department of Industrial Works, the Board of Investment, and other concerned agencies are assigned to collaborate with the Ministry to proceed according to the SoU. Ministry of Natural Resources and Environment is assigned to take forward the outcome on reduction of nitric acid in industrial work to achieve the goal according to Thailand?s Nationally Determined Contribution (NDC). This is as proposed by Ministry of Natural Resources and Environment.

Title: Message from online UNEA 5

The cabinet approved the document ?Looking ahead to the resumed UN Environment Assembly in 2022 ? Message from online UNEA 5, Nairobi 22 ? 23 February 2021?, and authorized head of Thailand?s representative to adopt the document. Should there be an amendment in parts that are not gist nor against national interest, head of Thailand?s representative may exercise his judgment without having to resubmit to the cabinet. This is as proposed by Ministry of Natural Resources and Environment.

Gist

The document ?Looking ahead to the resumed UN Environment Assembly in 2022 ? Message from online UNEA 5, Nairobi 22 ? 23 February 2021? demonstrates deep concern over the grave impact of COVID-19 pandemic, and an intention to promote sustainable rehabilitation from the situation, as well as recognition on an urgency for global protection during the crisis and against threats related to climate change, pollutions, wastes, and chemicals, among others.
