The cabinet met on March 23, 2021 at the Government House. Some of the resolutions are as follows:
The cabinet approved the draft Royal Decree on land expropriation in parts of Samut Prakarn province (Samrong Nua subdistrict in Muang district, and Bang Kaew and Bang Phli Yai subdistricts in Bang Phli district), B.E. ?, as proposed by Ministry of Transport.
The Royal Decree prescribes areas in Samut Prakarn province (Samrong Nua subdistrict in Muang district, and Bang Kaew and Bang Phli Yai subdistricts in Bang Phli district) to be expropriated for the extension of a local road linking Highways no. 3344 and 3256.
The cabinet approved in principle the draft Ministerial Regulation prescribing state agency eligible for the request of administration actions from judicial officers (No. ?), B.E. ?, as proposed by Ministry of Agriculture and Cooperatives.
The draft Ministerial Regulation prescribes the Rubber Authority of Thailand and the Golden jubilee Museum of Agriculture Office (Public Organization) as state agencies eligible for the request of administration actions from judicial officers in accordance with the Administrative Procedure Act, B.E. 2539 (1996).
The cabinet approved in principle the draft Ministerial Regulation prescribing state agency eligible for the request of administration actions from judicial officers (No. ?), B.E. ?, as proposed by Ministry of Interior.
The draft Ministerial Regulation prescribes the Metropolitan Electricity Authority, Provincial Electricity Authority, Metropolitan Waterworks Authority, Provincial Waterworks Authority, Marketing Organization for Farmers, and Wastewater Management Authority as state agencies eligible for the request of administration actions from judicial officers in accordance with the Administrative Procedure Act, B.E. 2539 (1996).
The cabinet approved in principle the draft Royal Decree on exemption of toll fee for Motorway No. 7 and No. 9 for a specified period (No. ?) B.E. ?, as proposed by Ministry of Transport.
The draft Royal Decree prescribes exemption of toll fee for Motorway No. 7 (Bangkok-Pattaya), and No. 9 (Kanchanaphisek Rd.- Bang Pa-in- Bang phli section and Phra Pradaeng- Bang Khun Tian Interchange section) from 0001hrs of April 9, 2021 to 2400hrs of April 16, 2021. This is to facilitate people?s traveling during the Songkran holidays.
The Cabinet approved in principle the Draft Royal Decree on convocation of first legislative ordinary session of the National Assembly, B.E. ?, as proposed by the Cabinet Secretariat.
According to Section 121 of the Constitution of the Kingdom of Thailand, each year there shall be two ordinary sessions of the National Assembly, each of which shall last 120 days. The day on which the first sitting is held shall be considered the commencement date of the first annual ordinary session, and the commencement date of the second annual ordinary session shall be fixed by the House of Representatives.
In light of the above, the convocation and prorogation dates of the National Assembly are set as follows:

It is, therefore, appropriate for the first annual ordinary session of the National Assembly for B.E. 2564 to be convoked from May 22, 2021 (2564) onward.
The cabinet acknowledged Water Resource Action Plan for B.E. 2565 (2022), based on which budget expenditure for B.E. 2565 will be planned. This is as proposed by National Water Resource Commission.
The cabinet also approved for the National Water Resource Commission to take into consideration recommendations of Ministry of Finance, Ministry of Agriculture and Cooperatives, Office of Permanent Secretaty Attached to the Prime Minister?s Office, and Office of National Economic and Social Development Council.
The proposed Water Resource Action Plan for B.E. 2565 (2022) is composed of 48,687 plans/projects for the total budget of 366,538.8423 million Baht. These plans/projects are in line with the 20-year Master Plan on Water Resource Management (2018-2037)
The cabinet approved additional budget (FY2021 central budget for problem solving, remedy, and rehabilitation as a result of spread of COVID-19) for the total amount of 699,306,600 Baht to Office of Permanent Secretary to Ministry of Defense for expenditure related to state quarantine management and administration at private sector properties. This is the 6thphase of budget request (December 1, 2020- February 28, 2021).
