The cabinet met via a video conference on April 20, 2021. Some of the resolutions are as follows:

Title: Draft Announcement of Revolving Fund Management Policy Committee on List of other state agencies (No. 2)

The cabinet approved in principle the draft Announcement of Fund Management Policy Committee on List of other state agencies (No. 2), as proposed by Ministry of Finance, in his capacity as chair of the Fund Management Policy Committee.

Gist

Announcement of Fund Management Policy Committee on List of other state agencies (No. 2)stipulates State Audit Office of the Kingdom of Thailand, Eastern Economic Corridor Office (EECO), Oil Fuel Fund Office (OFFO), and Office of Social Enterprise Promotion (OSEP) as state agencies under Section 4 of the Revolving Fund Management Act, B.E. 2558.

State Audit Office of the Kingdom of Thailand- State Audit Development Fund

Eastern Economic Corridor Office (EECO)- Eastern Economic Corridor Development Fund

Oil Fuel Fund Office (OFFO)- Oil Fuel Fund

Office of Social Enterprise Promotion (OSEP)- Social Enterprise Promotion Fund

Title: Request for increase of target farmers under 2020 longan farmers remedy scheme

The cabinet approved the following proposals made by Ministry of Agriculture and Cooperatives:

1. Approved the increase of number of target farmers from 202,013 households to 202,173households to be assisted under the budget framework earlier approved by the cabinet on August 25, 2020 (3,440.05 million Baht).

2. Bank for Agriculture and Agricultural Cooperatives is assigned to start making the transfer of fund to farmers from the date after cabinet?s approval date.

3. Approved an expansion of the ending of 2020 remedy scheme from Janaury 31, 2021 to April 30, 2021.

Title: Guideline on 2021 Hajj Traffic

The cabinet has approved for THAI Airways International, as national carrier, to carry Thai Muslim pilgrims to Mecca in accordance with the regulation set by the Kingdom of Saudi Arabia, which stipulates transport of Hajj Traffic from/to The Kingdom of Thailand and the Kingdom of Saudi Arabia to be shared by half by the national carriers of the two countries and in the form of charter flights only.

The budget for Hajj traffic for 2021 has been allocated for the total amount of 46,477,000 Baht. Nine Hajj charter flights, carrying 287 pilgrims each flight (totaling 2,583 people), will be arranged to fly from Narathiwat to the Kingdom of Saudi Arabia during May and September 2021.

Title: Agreement between the Government of the Kingdom of Thailand and the Government of the State of Kuwait on Mutual Visa Exemption for Holders of Diplomatic, Special and Official Passports

The cabinet approved the drafting of an Agreement between the Government of the Kingdom of Thailand and the Government of the State of Kuwait on Mutual Visa Exemption for Holders of Diplomatic, Special and Official Passports, and approved for the Deputy Prime Minister and Minister of Foreign Affairs or a representative to sign the Agreement. Should there be an amendment in parts that are not against the principle approved by the cabinet, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Foreign Affairs. The Agreement stipulates stays of a maximum of 90 days within a period of 180 days from the first day of entering into Thailand or Kuwait. ? Title: Draft MOU on establishment of ASEAN?s Satellite Warehouse under DELSA

The cabinet approved the draft Memorandum of Understanding (MOU) on establishment of ASEAN?s Satellite Warehouse under DELSA, and assigned Director-General of the Disaster Prevention and Mitigation Department, as Thailand?s focal point in the ASEAN Committee on Disaster Management (ACDM), to co-sign MOU with the Director of ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management. This is as proposed by Ministry of Interior.

Gist

The draft MOU on establishment of ASEAN?s Satellite Warehouse is aimed to demonstrate joint commitment in driving forward Disaster Emergency Logistics System for ASEAN, and the Declaration on One ASEAN, One Response: ASEAN Responding to Disaster as One in the Region and Outside Region.

Title: Request for approval on application for membership of The Asia Pacific Accreditation Cooperation (APAC), The InternationalAccreditation Forum (IAF), and International Laboratory Accreditation Cooperation (ILAC)

The cabinet approved for Ministry of Agriculture and Cooperatives, through National Bureau of Agricultural Commodity and Food Standards, to apply for membership of The Asia Pacific Accreditation Cooperation (APAC), The International Accreditation Forum (IAF), and International Laboratory Accreditation Cooperation (ILAC). It also approved the budget, allocated from the budget of National Bureau of Agricultural Commodity and Food Standards, for APAC membership fee of AUD$5,000, IAFmembership fee of US$2,300, and ILACmembership fee ofAUD$600, as well as related annual fees. This is as proposed by Ministry of Agriculture and Cooperatives.
