The cabinet met via a video conference on May 25, 2021. Some of the resolutions are as follows:

Title: Draft Royal Decree issued under the provision of the Revenue Code on Revenue Tax Exemption (No. ?), B.E. ? (Revision of tax measure to promote social enterprises)

The cabinet approved in principle the draft Royal Decree issued under the provision of the Revenue Code on Revenue Tax Exemption (No. ?), B.E. ? (Revision of tax measure to promote social enterprises), as proposed by Ministry of Finance.

Gist

The draft Royal Decree issued under the provision of the Revenue Code on Revenue Tax Exemption (No. ?), B.E. ? (Revision of tax measure to promote social enterprises) has made revision on tax privileges for social enterprises or social enterprise funds, in line with the Social Enterprise Promotion Act, B.E. 2562, to promote the operation of social enterprises. It prescribes exemption of corporate income tax to companies or juristic partnership who run or provide support to social enterprises, and exemption of personal income tax to ordinary individuals who support the operation of of social enterprises. The draft Royal Decree will take effect until December 31, 2023.

Title: Four draft Royal Decrees issued under the provision of the Revenue Code on Revenue Tax Exemption (No. ?), B.E. ? (Extension of tax measures to promote personnel development for Industry 4.0, and tax measures for ?Thailand Plus Package?)

The cabinet approved in principle four draft Royal Decrees issued under the provision of the Revenue Code on Revenue Tax Exemption (No. ?), B.E. ? (Extension of tax measures to promote personnel development for Industry 4.0, and tax measures for ?Thailand Plus Package?), as proposed by Ministry of Finance.

Gist

The four draft Royal Decrees are: 1) draft Royal Decrees issued under the provision of the Revenue Code on revenue tax exemption (No. ?), B.E. ? (tax measures to promote personnel development for Industry 4.0); 2) draft Royal Decrees issued under the provision of the Revenue Code on revenue tax exemption (No. ?), B.E. ? (tax measures to promote investment in automation system); 3) draft Royal Decrees issued under the provision of the Revenue Code on revenue tax exemption (No. ?), B.E. ? (tax measures to promote employment of highly-skilled workers; and 4) draft Royal Decrees issued under the provision of the Revenue Code on revenue tax exemption (No. ?), B.E. ? (tax measures to promote higher skills of workers).

The four draft Royal Decrees are aimed as investment incentives for the development of industries and personnel under Industry 4.0, under which tax exemption will be granted to companies or juristic partnership who make donation to centers for Industry 4.0 human resource development established by educational institutions, and tax exemption to companies and juristic partnership who invest in the automation system, or who hired highly-skilled personnel in science, technology, engineering, or mathematics. The extension is for two years from January 1, 2021 to December 31, 2022.

Title: Draft Civil Service Act (No. ?), B.E. ?, and draft Parliamentary Official Service Act(No. ?), B.E. ?

The cabinet approved postponement of Office of the Civil Service Commission (OCSC)?s draft Civil Service Act (No. ?), B.E. ?, and Secretariat of the House of Representatives?sdraft Parliamentary Official Service Act (No. ?), B.E. ?, to the Parliament.

Gist

Postponement of the draft Civil Service Act (No. ?), B.E. ?, which has been scrutinized by Officie of Council of State, and the draft Parliamentary Official Service Act (No. ?), B.E. ?, which is being scrutinized by Officie of Council of State, is deliberated by Office of the Council of State who considers that these two Acts should be proposed to the Parliament together with additional 52 draft bills of the similar nature (official service acts) which are still in the revision process.

Title: Adoption of Seoul Declaration at 2ndPartnering for Green Growth and Global Goals 2030 (P4G)

The cabinet approved the adoption of Seoul Declaration for the 2nd Partnering for Green Growth and Global Goals 2030 (P4G). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. The Prime Minister or a representative is authorized to adopt the Declaration at the 2nd Partnering for Green Growth and Global Goals 2030 (P4G) to be held via a teleconference on May 31, 2021. This is as proposed by Ministry of Foreign Affairs.

Gist

The Seoul Declaration is a declaration of political intent of the participating leaders on agendas discussed at the 2nd P4G, e.g., climate change, post-COVID-19 economic rehabilitation through the Green Growth, promotion of partnership between public and private sectors at the global level, etc.

The 2nd P4G will be hosted by South Korea during May 30-31, 2021 under the theme ?Inclusive Green Recovery towards Carbon Neutrality?. The Prime Minister is scheduled to attend the meeting to affirm the Thai Government?s intent to cooperate with the global community in addressing the environmental issue in the sustainable manner.

Title: Adoption of draft Political Declaration at UN special session of the General Assembly against corruption, 2021

The cabinet approved the draft Political Declaration to be adopted at the 2021 UN special session of the General Assembly against corruption. President of the National Anti-Corruption Commission (NACC) is authorized to adopt the draft Political Declaration at the 2021 UN special session of the General Assembly against corruption to be held during June 2-4, 2021 in New York, USA. NACC is Thailand?s core agency for the implementation related to United Nations Convention Against Corruption(UNCAC 2003). Should there be an amendment in parts that are not gist nor against national interest, NACC may proceed without having to resubmit to the cabinet.

Gist

The draft Political Declaration to be adopted atthe 2021 UN special session of the General Assembly against corruption demonstrates the joint intent of member states to achieve the goal in preventing and suppressing corruption and grafts in the future.
