Some of the resolutions are as follows:

Title: Draft Royal Decree on land expropriation in parts of Loei province (Sai Khao sub-district, Wangsaphung district), B.E. ?

The cabinet approved the draft Royal Decree on land expropriation in parts of Loei province (Sai Khao sub-district, Wangsaphung district), B.E. ?, as proposed by Ministry of Agriculture and Cooperatives.

Gist

The Royal Decree prescribes areas in Loei province (Sai Khao sub-district, Wangsaphung district) to be expropriated for the construction a reservoir, levees, headwork structure, and related structure for the Huay Nam Thop Reservoir under the royal initiative.

Title: Outcome of 3/2021 meeting of Eastern Economic Corridor Policy Committee on Investment Privileges in Promoted Zones For Specific Industries

The cabinet approved and acknowledged the followings:

1.Acknowledged Outcome of the 3/2021 meeting of Eastern Economic Corridor Policy Committee, dated October 4, 2021, on Investment Privileges in Promoted Zones For Specific Industries. This is as proposed by Eastern Economic Corridor Office of Thailand (EECO).

2.Approved criteria, procedures, and conditions on land and condominium ownership of investors in EEC Promoted Zones For Specific Industries, and approved in principle draft announcement of the Eastern Economic Corridor Policy Committee on investment privileges in promoted zones for specific industries, as proposed by the EECO.

3.EECO is ordered to take into consideration recommendations from Ministry of Finance, Ministry of Higher Education, Science, Research and Innovation, National Economic and Social Development Council, Board of Investment, and the Cabinet Secretariat.

Gist

1.Outcome of the 3/2021 meeting of Eastern Economic Corridor Policy Committee is as follows: a.Approved in principle the draft announcement of the Eastern Economic Corridor Policy Committee on investment privileges in promoted zones for specific industries

b.Approved for the Eastern Airport City (EECa) to be the pilot project for investment privilege promotion

c.EECO is assigned to work together with other concerned agencies in identifying proper privileges for EECa

2.Six Promoted Zones For Specific Industries are identified as follows: a.EECh, High-Speed Rail Ribbon Sprawl

b.EECd, Digital Park

c.EECmd, Medical Hub

d.EECi, Innovation Platform

e.EECa, Eastern Airport City

f.EECg, Genomics Thailand

Title: Draft MOU on Establishment of ASEAN-Korea Industrial Innovation Center (AKIIC)

The cabinet approved the following proposals made by Ministry of Commerce:

1.Approved the draft MOU on Establishment of ASEAN-Korea Industrial Innovation Center (AKIIC)

2.Authorized Minister of Commerce or a representative as signatory of the MOU. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Commerce may proceed without having to resubmit to the cabinet.

3.Ministry of Foreign Affairs is ordered to issue the Full Powers to Minister of Commerce or a representative as signatory of the MOU

4.Approved for a representative from the National Science and Technology Development Agency to represent Thailand as member of the executive committee of ASEAN-Korea Industrial Innovation Center (AKIIC)

The MOU on Establishment of ASEAN-Korea Industrial Innovation Center (AKIIC) will be signed during the ASEAN Economic Ministers (AEM) Retreat to be held on March 16-17, 2022.

Gist

The MOU on Establishment of ASEAN-Korea Industrial Innovation Center (AKIIC) is aimed to promote ASEAN-Korea partnership in industrial technology and innovation. The center will be located in the Republic of Korea (host country).

Title: Draft Memorandum of Understanding between The Government of the Kingdom of Thailand and The Government of the Lao People's Democratic Republic Regarding Cooperation on the Development of Electrical Energy in the Lao People's Democratic Republic

The cabinet approved the following proposals made by Ministry of Energy:

1.Approved the draft Memorandum of Understanding between The Government of the Kingdom of Thailand and The Government of the Lao People's Democratic Republic Regarding Cooperation on the Development of Electrical Energy in the Lao People's Democratic Republic

2.Authorized Minister of Energy or a representative as signatory of the MOU. Ministry of Foreign Affairs is also ordered to issue the Full Powers to Minister of Energy or a representative as signatory of the MOU during the Virtual Signing Ceremony

3.Should there be an amendment in parts that are not gist nor against national interest, Ministry of Energy may proceed without having to resubmit to the cabinet.

Gist

The draft Memorandum of Understanding between The Government of the Kingdom of Thailand and The Government of the Lao People's Democratic Republic Regarding Cooperation on the Development of Electrical Energy in the Lao People's Democratic Republic is aimed to increase electricity purchase from 9,000 megawatts to 10,500 megawatts.

Title: Draft Agreements on Labor Cooperation between the Kingdom of Thailand and the Ministry of Human Resources and Social Development of the Kingdom of Saudi Arabia

The cabinet approved the following proposals made by Ministry of Labor:

1.Approved the Draft Agreements on Labor Cooperation between the Kingdom of Thailand and the Ministry of Human Resources and Social Development of the Kingdom of Saudi Arabia:

a.Agreement on Domestic Workers Recruitment between the Ministry of Labour of the Kingdom of Thailand and the Ministry of Human Resources and Social Development of the Kingdom of Saudi Arabia

b.Agreement on Workers Recruitment between the Ministry of Labour of the Kingdom of Thailand and the Ministry of Human Resources and Social Development of the Kingdom of Saudi Arabia

2.Authorized Minister of Labor or a representative as signatory of the two Agreements with the countersigning by Saudi Arabia?s Minister of Human Resources and Social Development

3.Ministry of Foreign Affairs is ordered to issue the Full Powers to Minister of Commerce or a representative as signatory of the MOU. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Labor may proceed without having to resubmit to the cabinet, and may inform the cabinet later of the amendment.
