Some of the resolutions are as follows:

Title: Higher education plan for nationalmanpower production and development (2021-2027) (revised version 2023-2027), and (draft) National Science Research and Innovation Plan (2023-2027)

The cabinet approved Higher education plan for national manpower production and development (2021-2027) (revised version 2023-2027), and (draft) National Science Research and Innovation Plan (2023-2027), as proposed by National Higher Education Science Research and Innovation Policy Council.

Gist

1. Higher education plan for national manpower production and development (2021-2027) (revised version 2023-2027) comprises 3 strategies (Capacity Building, Research Ecosystem Building, and Higher Education Transformation), 7 flagship policies, and 3 flagship mechanisms.

2. (Draft) National Science Research and Innovation Plan (2023-2027) comprises 4 strategies, that is, 1) promoting value-addedeconomy and a creative economy for national economic development, sustainable competitiveness and self-reliance through adopting science, research and innovation; 2) upgrading society and environment to enhance capability in addressing challenges, and in adapting to global changes through adopting science research and innovation; 3) developing advanced science, technology, research and innovation to create new opportunities and the country?s readiness toward the future; and 4) developing manpower and science, research and innovation institutions as foundation for the driving of national economic and social development through adopting science research and innovation

Title: Public private partnership (PPP Gross Cost) for operation and maintenance (O&M) of Motorway No. 82 (M82)

The cabinet approved an implementation of the public private partnership (PPP Gross Cost) for operation and maintenance (O&M) of Motorway No. 82 (M82), as proposed by Ministry of Transport. Under the PPP Gross Cost scheme, bidding will be opened for the private sector to invest in M82?s O&M in accordance with the principle set by Public-Private Partnership (PPP) Policy Committee, and related laws and regulations.

Gist

M82, route Bang Khun Thian - Ban Phaeo, has the distance of 24.7 km, and is now under construction. The construction of this motorway route is divided into two phases. The first phase is Bang Khun Thian - Ekkachai, for which the budget has been allocated from FYs2020-2022 and the construction is expected to complete in 2023. The second phase is Ekkachai - Ban Phaeounder FY2022-2024 budget. The construction of the second phase is expected to complete in 2025.

The PPP Gross Cost scheme for M82?s O&M covers designing, construction, installation of systems and components related to M82 project, operation and maintenance of civil work (financed by the Government) and M&E (invested by private entity). M82?s O&M components include Full Control of Access, Closed Toll System, and M-Flow System. M82 will have 6 exit points, and features central offices buildings, maintenance units, operation and maintenance center, and patrol and rescue center. The period of PPP Gross Cost scheme for M82?s O&M will be no longer than 32 years.

Title: Request for approval of Joint Leaders? Statement of ASEAN-EU Commemorative Summit 2022

The cabinet approved the Joint Leaders? Statement of ASEAN-EU Commemorative Summit 2022. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. The Prime Minister or a representative is authorized to adopt the Joint Statement at the ASEAN-EU Commemorative Summit 2022, held on December 14, 2022, in Brussels, Kingdom of Belgium. This is as proposed by Ministry of Foreign Affairs.

Gist

The Joint Leaders? Statement of ASEAN-EU Commemorative Summit 2022 prescribes political commitment of leaders of ASEAN and EU member countries to forge cooperation in various areas, that is, 1) peace and security, 2) trade and economic cooperation, 3) digital transition, 4) sustainable development, environment, climate change, and energy, 5) COVID-19 situation, and 6) international and regional issues.

Joint Leaders? Statement of ASEAN-EU Commemorative Summit 2022 will be adopted by leaders of ASEAN and EU member countriesat the ASEAN-EU Commemorative Summit 2022.

Title: Draft Memorandum of Understanding on the cooperation in the field of tourism including the 2023 - 2024 Korea - Thailand Mutual Visit Year

The cabinet approved the draft Memorandum of Understanding on the cooperation in the field of tourism including the 2023 - 2024 Korea - Thailand Mutual Visit Year to be signed between Thailand?s Ministry of Tourism and Sports, and Republic of Korea?s Ministry of Culture, Sport, and Tourism. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Tourism and Sports may proceed without having to resubmit to the cabinet. Minister of Tourism and Sports is authorized as signatory of the MOU. The cabinet also approved the year 2023-2024 as Korea - Thailand Mutual Visit Year. This is as proposed by Ministry of Tourism and Sports.

Gist

The draft Memorandum of Understanding on the cooperation in the field of tourism including the 2023 - 2024 Korea - Thailand Mutual Visit Yearis aimed to strengthen friendship between the two countries through promoting tourism between each other, exchanging tourism information and statistics, organizing tourism promotion activities, and exchanging personnel in tourism sector.

Title: Agreement between Kingdom of Thailand and the Hellenic Republic on Exemption of Visas for Diplomatic and Official Passport

The cabinet approved the draft Agreement between Kingdom of Thailand and the Hellenic Republic on Exemption of Visas for Diplomatic and Official Passport. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed, and inform the cabinet later of the change.

Gist

According to the Agreement between Kingdom of Thailand and the Hellenic Republic on Exemption of Visas for Diplomatic and Official Passport, diplomatic and official passports shall be exempted from visa requirements for a visit to each other?s country of not exceeding 90 days.
