Some of the resolutions are as follows:
The cabinet acknowledged the Justice Fund?s 2022 annual report as proposed by Ministry of Justice.
According to the report, during FY 2022, the Justice Fund took in 4,463 cases. Out of the completed 4,207 cases, 4,047 (96.20%) received standard just-in-time services. The Justice Fund also approved the total budget of 293,405,274.54 Baht to help out 2,548 people as follows: 1) provision of assistance to people in litigation: 1,814 cases for the total budget of 33,323,811.41 Baht; 2) petition for temporary release of the accused or the defendant: 612 cases for the total budget of 151,013,540.00 Baht, and assistance in issuing e-payment certificate for the total budget of 96,677,079.13 Baht; 3) provision of assistance to a person whose human rights have been violated: 2 cases for the total budget of 309,469.00 Baht; and 4) provision of legal knowledge to the people: 120 cases for the total budget of 12,081,375.00 Baht.
Justice Fund?s innovative accomplishments in FY2022 include: 1) petition for temporary release of the accused or the defendant with a certificate instead of e-payment to the Justice Fund; 2) personnel?s capacity building through LMS system; and 3) linkage of Justice Fund?s services with Government?s applications.
The Justice Fund has the status of a juristic person, and was established under the Justice Fund Act, B.E. 2558. Its missions include provision of assistance to people in litigation; petition for temporary release of the accused or the defendant; provision of assistance to a person whose human rights have been violated or a person affected by the violation of human rights; provision of legal knowledge to the people; and operation of the Fund or the administration of the Fund and other matters relating to or relevant to the arrangement of the matter of the Fund.
The cabinet approved budget from the Government?s contingency fund for emergency for the total amount of 222.95 million Baht to Ministry of Foreign Affairs. The budget will be used to subsidize UN?s ?Regular Budget? for 2023. This is as proposed by Ministry of Foreign Affairs.
The cabinet approved the draft 5th Negotiation Plan between Ministry of Foreign Affairs of Kingdom of Thailand and Ministry of Foreign Affairs of the Russian Federation (2023-2025). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed and inform the cabinet later of the amendment. Deputy Prime Minister and Minister of Foreign Affairs (Don Pramudwinai) or a representative is authorized as signatory of the 5th Negotiation Plan. This is as proposed by Ministry of Foreign Affairs.
The 5th Negotiation Plan between Ministry of Foreign Affairs of Kingdom of Thailand and Ministry of Foreign Affairs of the Russian Federation (2023-2025) prescribes continued operation framework and consultation mechanisms between Ministry of Foreign Affairs of the two countries at two levels, i.e., deputy ministerial level, and the level of operational officers of relevant departments. The 5th Negotiation Plan will be signed during the visit of Russia?s Foreign Affairs Deputy Minister Andrey Rudenko to Thailand on April 25, 2023.
The cabinet approved the draft MOU on Cooperation in Physical Education and Sports between Ministry of Tourism and Sports of the Kingdom of Thailand and Ministry of Sports of the Russian Federation. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet for approval. Vice Minister of Tourism and Sports (Napintorn Srisunpang) is authorized as signatory of the MOU. This is as proposed by Ministry of Tourism and Sports.
Ministry of Sports of the Russian Federation has proposed for the drafting of an MOU on Cooperation in Physical Education and Sports, which prescribes strengthening and developing sports cooperation between the two countries through knowledge and experience sharing, sports development plan and exchange of experts. The MOU is also aimed to empower women and girls through sports, and to counter doping in sports and illegal fights.
The cabinet approved the Meeting Outcome of 8th Joint Thai-Russian Commission on Bilateral Cooperation (JC), and authorized Deputy Prime Minister and Minister of Foreign Affairs (Don Pramudwinai) to endorse (without signing) the document together with Russian Minister for the Development of the Russian Far East and Arctic. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed and inform the cabinet later of the amendment.
Meeting Outcome of 8th Joint Thai-Russian Commission on Bilateral Cooperation (JC) prescribes cooperation framework between the two countries in 12 areas, namely, (1) Economic Cooperation Trade and Investment, (2) Industrial Cooperation, (3) Energy Cooperation, (4) Peaceful Use of Nuclear Energy Cooperation, (5) Scientific Cooperation, Technology, and Innovation, (6) Agriculture and Fisheries Cooperation, (7) Education, Culture and Sports Cooperation, (8) Transport Cooperation, (9) Tourism Cooperation, (10) Environmental Cooperation, (11) Sustainability, (12) cooperation on climate change, and (12) cooperation on public health.
