Some of the resolutions are as follows:
The cabinet approved in princeiple the draft Royal Decree on revocation of national forest park on the left side of Lam Dom Yai River Basin and part of Khao Phra Viharn National Park in Song subdistrict, Nam Yeun district, Ubon Ratchathani province, B.E. ? (Khao Phra Viharn National Park), as proposed by Ministry of Natural Resources and Environment. The Ministry is to take opinions of Ministry of Foreign Affairs into consideration.
The draft Royal Decree prescribes revocation of national forest park on the left side of Lam Dom Yai River Basin and part of Khao Phra Viharn National Park in Song subdistrict, Nam Yeun district, Ubon Ratchathani province, for the total area of 42 rai 51 square wah, for the construction of Lam Huay Bon An Reservoir under the royal initialtive. The reservoir construction is aimed to alleviate local people?s plight regarding shortage of water for consumption.
The cabinet has made approval to the draft Royal Decree on By-Election of Member of House of Representatives for Rayong's Constituency 3, B.E. ?., as proposed by the Election Commission.
The draft Royal Decree has been approved, following the resignation of Mr. Nakhonchai Khunnarong, MP for Rayong's Constituency 3, on August 3, 2023, in accordance with Sections 101(3) and 105(1) of the Constitution, which stipulates that ?in the case where the vacancy is that of an office of a Member of the House of Representatives elected from an election on a constituency basis, a Royal Decree shall be issued for holding an election of a Member of the House of Representatives to fill the vacancy within 45 days from the vacancy date?.
August 15: Announcement of election date by the Election Commission, as well as dates for the opening of candidacy applications, polling stations, and list of eligible voters
August 17-21: Opening of candidacy applications for Rayong's Constituency 3
September 10: Election date
September 11-17: Dates for voters to give reasons for not casting ballots
The cabinet acknowledged Industrial Economic Report for May 2023 as proposed by Ministry of Industry.
Based on the report, manufacturing production index (MPI) for May 2023 contracted by 3.1% YoY due to the contraction in manufacturing for export of several products as a result of global economic recession. Key industries that caused the contraction were hard disk drive (-27.72%), iron and steel (-26.72%), and clothing apparels (-31.55%), whereas key industries that expanded well in May 2023 (YoY) were automobil (+17.54%), and air conditioner (+12.57%).
The cabinet approved the budget of 2,995.95 million Baht under the FY2023 central budget expenditure for relief and alleviation of COVID-19 pandemic to pay risk compensation to medical and healthcare workers, affiliated with the Ministry of Public Health and other ministries, who worked to alleviate the pandemic situation during July 2021 and June 2022.
The approved budget will be allocated to: 1) Ministry of Public Health (1,362.77 million Baht), 2) Ministry of Higher Education, Science, Research and Innovation (561.46 million Baht), 3) Defense Ministry (385.10 million Baht), 4) Interior Ministry (420.39 million Baht), 5) Justice Ministry (92.16 million Baht), 6) the Royal Thai Police (52.16 million Baht), 7) Thai Red Cross Society (11.78 million Baht), and 8) Chulabhorn Hospital (10.13 million Baht).
Risk compensation will be given to boost morale of the medical and healthcare workers who worked extra hours and outside of their medical compound on the missions related to the COVID-19 situation during the said period. Risk compensation for the period of June - September 2022, worth 3,745.64 million Baht, will be requested for approval in the next fiscal year.
The cabinet approved in principle 2 draft notifications regarding extension of stay in the Kingdom for migrant workers from Cambodia, Laos, Myanmar, and Vietnam after July 31 2023, namely, the draft Notification of Ministry of Interior on Permission for Aliens from Cambodia, Laos, Myanmar, and Vietnam to Remain in the Kingdom as a Special Case in Accordance with the Cabinet?s Resolution Dated July 5, 2023 (No. ?); and the draft Notification of Ministry of Labor on Permission for Aliens from Cambodia, Laos, Myanmar, and Vietnam to Work in the Kingdom as a Special Case in Accordance with the Cabinet?s Resolution Dated July 5, 2023 (No. ?).
Upon employers? submission of the list of migrant workers to the Department of Employment by July 31, 2023, the workers will be allowed to remain in the Kingdom and continue working until September 30, 2023. This extension is aimed to promote legal employment of these migrant workers.
According to the Ministry of Labor, approx. 417,261 migrant workers (as of July 25, 2023) have been filed by their employers to request for their stay in the Kingdom until July 31, 2023 (as approved by the cabinet on July 5, 2023). This means their stay and work would become illegal after July 31, 2023. The 2 notifications are, therefore, proposed to the cabinet to legalize the status of these migrant workers until September 30, 2023, which, by then, the new Government is expected to assume its position.
1. The cabinet approved the following proposals made by Ministry of Energy: Approved the draft Joint Statement of the 13th APEC Energy Ministers Meeting
2. Authorized Deputy Prime Minister and Minister of Energy (or his representative) to adopt the Joint Statement
3. Should there be an amendment in parts that are not gist nor against national interest nad the principle approved by the cabinet, Ministry of Energy may proceed without having to resubmit to the cabinet.
The draft APEC Energy Ministers? Statement prescribes commitment of APEC energy ministers in setting direction, policy, and cooperation on the basis of the Bangkok Goals on Bio-Circular-Green Economy (BCG) and APEC Putrajaya Vision 2024. APEC energy ministers shall work together in response to energy challenges, i.e., increasing clean energy use, promoting energy conservation and sustainable use of energy, creating well-being and mitigating environmental impact caused by energy consumption in the APEC economic zone. APEC Energy Goals are set to double the use of clean energy by 2030, and decrease energy intensity to 45% by 2035.
Permanent Secretary to Ministry of Energy and the delegation will represent the Deputy Prime Minister and Minister of Energy to attend the 13th APEC Energy Ministers Meeting during August 12-19, 2023 in Seattle, U.S.A.
