The cabinet met on October 3, 2023. Some of the resolutions are as follows:
The cabinet approved in principle the draft Royal Decree issued under the Revenue Code Regarding Exemption from Duties (No. ?) B.E. ? (Exemption of specific business tax and stamp duty for transfer of Chulabhorn Royal Academy?s land and building ownership to Chulabhorn Foundation), as proposed by Ministry of Finance.
The draft Royal Decree prescribes exemption of specific business tax and stamp duty for the transfer of Chulabhorn Royal Academy?s land and building ownership to Chulabhorn Foundation (land title deed no. 843, Bangkhen subdistrict, Lak Si district, Bangkok, for the total area of 11 rai 3 ngan 47 square wah) from March 20, 2023 onward.
The cabinet approved in principle for part of the budget of Ministry of Justice?s three projects to be included in the fiscal year 2024 budget at the amount of 1,000,835,900 Baht (the three projects? combined budget is for the total of 5,004,197,200 Baht). The rest amount of 4,003,343,300 Baht will be carried forward to fiscal year 2025 and 2026 budgets. Ministry of Justice?s three projects are:
1. Construction of Uttaradit Provincial Penitentiary Construction Project and accompanying buildings: Out of the total budget of 1,743,288,600 Baht, 348,657,800 Baht will be included in the fiscal year 2024 budget, the rest (1,394,630,800 Baht) will be carried forward to fiscal year 2025 and 2026 budgets
2. Construction of Yasothorn Provincial Penitentiary Construction Project and accompanying buildings: Out of the total budget of 1,616,560,600 Baht, 323,312,200 Baht will be included in the fiscal year 2024 budget, the rest (1,293,248,400 Baht) will be carried forward to fiscal year 2025 and 2026 budgets
3. Construction of Chainat Provincial Penitentiary Construction Project and accompanying buildings: Out of the total budget of 1,644,330,00 Baht, 328,866,000 Baht will be included in the fiscal year 2024 budget, the rest (1,315,464,000 Baht) will be carried forward to fiscal year 2025 and 2026 budgets
The cabinet approved the draft Statement of ASEAN Ministers on Agriculture and Forestry to reduce the use of Harmful Agrochemicals to ensure Food Safety , Public Health, Occupational Safety and Environmental Protection. Should there be an amendment in parts that are not gist nor against national interest, responsible agency may proceed without having to resubmit to the cabinet. Minister of Agriculture and Cooperatives or a representative is authorized to endorse the Statement. This is as proposed by Ministry of Agriculture and Cooperatives.
The draft Statement of ASEAN Ministers on Agriculture and Forestry to reduce the use of Harmful Agrochemicals to ensure Food Safety , Public Health, Occupational Safety and Environmental Protection affirms the commitment of ASEAN member states to work together in reducing use of agro-chemicals that are highly hazardous to consumers and farmers, and protecting the environment.
The cabinet approved the proposal of Ministry of Social Development and Human Security as follows:
1. Approved extension of the term of office of Ms. Ratchada Jayagupta as the Thai representative in ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) for another 3 years (October 7, 2023 ? October 6, 2026)
2. Approved for Minister of Social Development and Human Security as ASEAN Minister in Charge of Social Welfare and Development of Thailand to send a notification letter regarding extension of the term of office of Ms. Ratchada Jayagupta to the ASEAN Secretariat at the first opportunity upon the cabinet?s approval
