The cabinet met on November 21, 2023. Some of the resolutions are as follows:
The cabinet approved the extension of period for drafting of 55 subordinate legislations under Fuel Oil Control Act, B.E. 2542 (1999) additionally amended by Fuel Oil Control Act (No. 2), B.E. 2550 (2007), as proposed by Ministry of Energy, for another year from November 27, 2023 onward.
The cabinet approved the extension of period for drafting of subordinate legislations under Factory Act, B.E. 2535 (1992) and additional amendments, Hazardous Substance Act, B.E. 2535 (1992) and additional amendments, and Machine Registration Act B.E. 2514 (1971) and additional amendments, as proposed by Ministry of Industry, for another year from November 27, 2023 onward.
The Cabinet approved in principle the Draft Royal Decree on convocation of second legislative ordinary session of the National Assembly, B.E. ? (from December 12, 2023 onward), as proposed by the Cabinet Secretariat.
According to Section 121 of the Constitution of the Kingdom of Thailand, each year there shall be two ordinary sessions of the National Assembly, each of which shall last 120 days. The day on which the first sitting is held shall be considered the commencement date of the first annual ordinary session, and the commencement date of the second annual ordinary session shall be fixed by the House of Representatives.
In light of the above, the convocation and prorogation dates of the National Assembly are set as follows:

It is, therefore, appropriate for the second annual ordinary session of the National Assembly to be convoked from December 12, 2023 (2566) onward.
The cabinet approved the extension of period for drafting of subordinate legislation under Dairy Cattle and Milk Products Act, B.E. 2551 (2008), as proposed by Ministry of Agriculture and Cooperatives, for another year from November 27, 2023 onward.
The cabinet approved the extension of period for drafting of subordinate legislations under Highway Act, B.E. 2535 (1992) and additional amendments, as proposed by Ministry of Transport, for another year from November 27, 2023 onward.
The cabinet approved the extension of period for drafting of subordinate legislations under Gender Equality Act B.E. 2558 (2015) and Prevention and Solution of the Adolescent Pregnancy Problem Act, B.E. 2559 (2016), as proposed by Ministry of Social Development and Human Security, for another year from November 27, 2023 onward.
The cabinet approved the extension of period for drafting of 8 subordinate legislations under Eastern Special Development Zone Act B.E. 2561 (2018), as proposed by Ministry of Social Development and Human Security, for another year from November 27, 2023 onward.
The cabinet acknowledged Industrial Economic Report for August 2023, as proposed by Ministry of Industry.
Based on the report, manufacturing production index (MPI) for August 2023 contracted by 7.5% YoY due to the ongoing vulnerable global economic situation, and slow recovery of national economy with the risk factors of high household debts, and an increased loan interest. Key industries that caused the contraction were automobile (-11.39%), electronics and parts (-13.65%), and Hard Disk Drive (HDD) (-32.36%), whereas key industries that expanded well in August 2023 (YoY) were chemical fertilizers (+29.52%), and sugar (+40.5%).
