The cabinet met on January 30, 2023. Some of the resolutions are as follows:
The cabinet approved in principle for Ministry of Justice to create the debt with a binding effect on the budget across fiscal year (in respect of the Ministry?s 2 projects involving amount of one billion Baht and over) for the total amount of 3,390,406,000 Baht (678,081,200 Baht to be carried over to FY2025, and 2,712,324,800 Baht to be carried over to FY2026 and FY2027). This is in accordance with Section 26 of the Budgetary Procedures Act, B.E. 2561. The Ministry?s two projects are:
1. Construction of Uttaradit Provincial Penitentiary Construction Project and accompanying buildings: Out of the total budget of 1,767,249,500 Baht, 353,449,900 Baht will be carried over to the fiscal year 2025 budget, the rest (1,413,799,600 Baht) will be carried forward to fiscal year 2026 and 2027 budgets
2. Construction of Yasothorn Provincial Penitentiary Construction Project and accompanying buildings: Out of the total budget of 1,623,156,500 Baht, 324,631,300 Baht will be carried over to the fiscal year 2025 budget, the rest (1,298,525,200 Baht) will be carried forward to fiscal year 2026 and 2027 budgets

The cabinet acknowledged the Overview of Economic and Trade Indices for December 2023, as proposed by Ministry of Commerce.
According to the report,
- Consumer Price Index (CPI) in December 2023: 106.96 (-0.46MoM)
- Headline inflation rate: -0.83%YoY
- Core inflation rate: +0.58%YoY
- Average CPI in 2023 (January ? December 2023): +1.23%AoA
- Consumer Confidence Index (CCI): 54.8
- Headline inflation rate for 2024 is estimated at (-0.3)% - 1.7%
The cabinet approved in principle for Ministry of Transport to create the debt with a binding effect on the budget across fiscal year (in respect of the Ministry?s 42 projects under the Ministry?s 4 Departments which involve amount of one billion Baht and over) for the total amount of 91,653.3053 million Baht (15,627.9411 million Baht to be carried over to FY2025). This is in accordance with Section 26 of the Budgetary Procedures Act, B.E. 2561.
The projects of which the budget will be carried over across fiscal years are:
1. Department of Highways: 37 projects. Out of the total budget of 69,877.7053 million Baht, 13,975.5411 million Baht will be carried over to the fiscal year 2025 budget, 27,728.8116 million Baht to the fiscal year 2026, 27,728.8116 million Baht to the fiscal year 2027, and 444.5410 million Baht to the fiscal year 2028
2. Department of Rural Roads: 3 projects. Out of the total budget of 4,920 million Baht, 984.0000 million Baht will be carried over to the fiscal year 2025 budget, 1,968.0000 million Baht to the fiscal year 2026, and 1,968.0000 million Baht to the fiscal year 2027
3. Department of Airports: 1 project. Out of the total budget of 1,500.0000 million Baht, 300.0000 million Baht will be carried over to the fiscal year 2025 budget, 300.0000 million Baht to the fiscal year 2026, 450.0000 million Baht to the fiscal year 2027, and 450.0000 million Baht to the fiscal year 2028
4. Bangkok Mass Transit Authority: 1 project. Out of the total budget of 15,355.6000 million Baht, 368.4000 million Baht will be carried over to the fiscal year 2025 budget, 2,219.2000 million Baht to the fiscal year 2026, 2,219.2000 million Baht to the fiscal year 2027, 2,225.2800 million Baht to the fiscal year 2028, and 8,323.5200 million Baht to the fiscal years 2029-2032
The cabinet approved the draft Joint Statement of the 24th EU-ASEAN Ministerial Meeting. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. Deputy Prime Minister and Minister of Foreign Affairs or a representative is authorized to adopt the Joint Statement. This is as proposed by Ministry of Foreign Affairs.
The 24th EU-ASEAN Ministerial Meeting will be held on February 2, 2024 in Brussels, Kingdom of Belgium. The draft Joint Statement of the 24th EU-ASEAN Ministerial Meeting will demonstrate the joint intent of ASEAN and EU member states to advance relations under strategic partnership, and promote cooperation in wide-ranging areas, e.g., connectivity, economic cooperation, trade and investment, FTA, climate change, and cyber security, among others.
The cabinet approved 12 draft outcome documents for the 4th ASEAN Digital Ministers Meeting (ADGMIN). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Digital Economy and Society may proceed without having to resubmit to the cabinet. Minister of Digital Economy and Society or a representative is authorized to sign the document in 1., and adopt the documents in 2. This is as proposed by Ministry of Digital Economy and Society.
The 4th ASEAN Digital Ministers? Meeting (The 4th ADGMIN) and related meetings will be hosted by Singapore?s Ministry for Communications and Information during January 30 and February 2, 2024 under the theme: Building an Inclusive and Trusted Digital Ecosystem. Outcome documents to be signed and adopted at the meetings are:
1. To be signed: Memorandum of Understanding between the Association of Southeast Asian Nations and the People?s Republic of China on Co ? operation in Communications and Digital Technology

The cabinet approved the following proposals of Ministry of Digital Economy and Society:
1. Approved draft Memorandum of Understanding (MOU) between Ministry of Digital Economy and Society of the Kingdom of Thailand and Ministry of Communication and Information Technology of the Republic of Indonesia on Communication and Information Technology Cooperation and Digitalization. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Digital Economy and Society may proceed without having to resubmit to the cabinet
2. Approved Permanent Secretary to Ministry of Digital Economy and Society as Thai signatory of the aforementioned MOU
The draft Memorandum of Understanding (MOU) between Ministry of Digital Economy and Society of the Kingdom of Thailand and Ministry of Communication and Information Technology of the Republic of Indonesia on Communication and Information Technology Cooperation and Digitalization prescribes promotion of bilateral relations and cooperation between the two parties under the scope of communication, information technology, and digitalization. The signing of the MOU will be carried out during the 4th ADGSOM held in Singapore on January 30-31, 2024.
