Some of the resolutions are as follows:
The cabinet approved the draft Ministerial Regulation on Revocation of Ministerial Regulation No. 6 (B.E. 2515) Issued under the Building Construction Control Act, B.E.2479, B.E. ?, as proposed by Ministry of Interior and scrutinized by Office Council of State.
According to Ministry of Interior, Ministerial Regulation No. 6 (B.E. 2515) Issued under the Building Construction Control Act, B.E.2479 prescribes construction prohibition of 5 types of building, namely, 1) industrial factories, 2) special buildings, 3) shophouses, 4) shophouse, (5) buildings with a height of more than 172 meters, and 6) water tank tower with a height of more than 18 meters, in some areas in Samut Prakarn province?s Muang district (Bang Pu Mai, Thai Ban, and Phraekasa subdistricts) for the total area of 4,100 rai. This has prevented the areas from being further developed for maximum usage. In addition, the areas have now been enforced under the Ministerial regulation on Samut Prakan city plan, B.E. 2013. Hence, the proposal to revoke Ministerial Regulation No. 6 (B.E. 2515) Issued under the Building Construction Control Act, B.E.2479 has been made.
The cabinet acknowledged Industrial Economic Report for the 4th quarter of 2023 and January 2024, and outlook for the 1st quarter of 2024, as proposed by Ministry of Industry.
Based on the report, manufacturing production index (MPI) for the 4th quarter of 2023 is 89.35, contracted by 5.06% QoQ due to the reduction of domestic manufacturing in line with the decrease of domestic consumption and the high level of household debts. Key industries that caused the contraction were automobiles, electronics parts and circuit, and computer and peripherals, whereas key industries that expanded well in the 4th quarter of 2023 were petroleum refinery products, electronics and electrical wires and other cables types, and pulp, paper and cardboard.
Manufacturing production index (MPI) for January 2024 contracted by 2.9% YoY due to high level of household debts and interest rates. Key industries that caused the contraction were automobiles (-27.90%), petroleum refinery products (-6.45%), and electronics parts and circuit (-17.71%), whereas key industries that expanded well in January 2024 were non-alcoholic drinks, mineral water and bottled water (+14.16%), chemical fertilizers and nitrogen compounds (+58.68%), and genuine gemstone jewelries (+19.00%)
During the 1st quarter of 2024, a number of key industries, i.e., iron and steel, and electronics are expected to contract, where as rubber and rubber products and food industries are forecasted to grow YoY.
The cabinet approved submission of a document to UNESCO World Heritage Centre in Paris to nominate Songkhla and its Associated Lagoon Settlements to the Tentative List of UNESCO World Heritage Sites. It also approved chair of the National Committee on the World Heritage Convention to sign the document. This is as proposed by Ministry of Natural Resources and Environment.
Ministry of Natural Resources and Environment shall submit the document to UNESCO World Heritage Centre by April 15, 2024 for the document to be reviewed at the 46th session of the World Heritage Committee, to be held in New Delhi, India during July 21-31, 2024.
The cabinet approved the draft Joint Statement between Thai and New Zealand Prime Ministers. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet. The Prime Minister is authorized to adopt the Joint Statement together with the New Zealand Prime Minister during their meeting on April 17, 2024. This is as proposed by Ministry of Foreign Affairs.
The New Zealand Prime Minister is scheduled to pay an official visit to Thailand on April 16-18, 2024, as invited by the Thai Prime Minister. The draft Joint Statement between Thai and New Zealand Prime Ministers prescribes joint intent to strengthen relations and cooperation in the areas of mutual interest, which include security, trade and investment, bilateral relations, alternative energy, and regional cooperation, among others, for mutual benefits. The two countries will also agree to elevate Thailand - New Zealand relations to a ?Strategic Partnership? in 2026.
The cabinet approved the following proposals of Ministry of Foreign Affairs:
1. Approved the draft Minutes of the 5th Thailand - Vietnam Joint Commission on Bilateral Cooperation (JCBC). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs may proceed without having to resubmit to the cabinet.
2. Approved for Deputy Prime Minister and Minister of Foreign Affairs (Parnpree Bahiddha-nukara) to adopt the draft Minutes.
The draft Minutes of the 5th Thailand - Vietnam Joint Commission on Bilateral Cooperation (JCBC) demonstrates joint intent of the two countries to promote comprehensive cooperation and to set future direction for the cooperation under: 1) Partnership for Sustainable Peace, (2) Partnership for Sustainable Growth, and (3) Partnership for a Sustainable Future.
