Some of the resolutions are as follows:
The cabinet approved in principle the draft Ministerial Regulation on exemption of fees for customs services related to border crossing according to Section 102 of the Customs Act B.E. 2017, B.E....., as proposed by Ministry of Finance.
In order to increase logistics management efficienct, as well as to support and facilitate domestic and regional trade and investment, it is therefore deemed appropriate to exempt customs service fees related to border crossing according to Section 102 of the Customs Act for pickup trucks, truck vans, and trucks (fee rate: 300 Baht), and trailers, semi-trailers, semi-trailers for long objects, and towing vehicles (fee rate: 500 Baht)
The cabinet approved the following proposals of Ministry of Agriculture and Cooperatives:
1. Approve the draft Ministerial Regulations on Safety, Health, and Welfare for Seafarers (No. ..) B.E. ?, as proposed by Ministry of Agriculture and Cooperatives
2. Ministry of Agriculture and Cooperatives was instructed to take the opinion of Considered the Office of the National Economic and Social Development Council into consideration for further action
The draft Ministerial Regulations on Safety, Health, and Welfare for Seafarers (No. ..) B.E. ? is an amendment to the Ministerial Regulations on Safety, Health and Welfare for Seafarers, B.E. 2016 to require boat license holders to use a seafarer, who works on the fishing boat and has completed a basic first aid course from a government-certified institution/agency, to perform the duty of a seaman.
1. The cabinet approved the draft Ministerial Regulation Prescribing Radiation Materials that Operators Not Required to Submit License Applications, B.E. ?, which has already been deliberated by Office of Council of State, as proposed by Ministry of Higher Education, Sciences, Research and Innovation.
2. The cabinet instructed Ministry of Higher Education, Sciences, Research and Innovation to take into consideration the opinions of Ministry of Foreign Affairs, Ministry of Public Health, and Office of National Economic and Social Development Council.
The draft Ministerial Regulation Prescribing Radiation Materials that Operators Not Required to Submit License Applications, B.E. ? prescribes amount of radio materials, i.e., plutonium and uranium that operators are not required to submit license applications but shall notify their possession/use/export/import/transit to the Secretary General of Office of Atoms for Peace.
The cabinet acknowledged Industrial Economic Report for Q1/2024 and April 2024, and outlook for Q2/2024 as proposed by Ministry of Industry.
Based on the report, manufacturing production index (MPI) in Q1/2024 is 100.93, contracted by 3.58% YoY, due to the contraction in manufacturing for export of several products as a result of global economic recession and higher household debts. Key industries that caused the contraction were automobiles (pickup trucks and small passenger cars), electronic parts and circuit boards, and palm oil (crude palm oil and refined palm oil), whereas key industries that have expanded well in Q1/2024 were refined petroleum products, chemical fertilizers and nitrogen compounds, and non-alcoholic drinks/mineral water and other types of bottled water.
Manufacturing production index (MPI) for April 2024 is at 90.34, an increase of 3.4% YoY thanks to the low base of last year (April 2023 MPI: 87.35) and the growth of tourism industry. Key industries that contribute to the expansion were air conditioners (+24.19%), refined petroleum products (+4.78%), and ready-made animal food (+18.11%). Key industries that saw the most contraction in April 2024 were electronic parts and circuit boards (-17.16%), automobiles (-6.82%), and cement (-7.39%)
Economic outlook for key industries in Q2/2024 is as follows: iron and steel industry expected to remain stable (YoY) due to the probable decrease of global steel prices, whereas electronics industry is expected to contract by 9.06%. Rubber and rubber products and food industry as a whole are expected to expand well during the quarter.
The cabinet acknowledged the Overview of Economic and Trade Indices for May 2024, as proposed by Ministry of Commerce.

- Headline inflation rate for 2024 is estimated at 0.0-1.0% (Median 0.5)
The cabinet approved and submitted to His Majesty the King for the royal appointment of Prof. Dr. Vitit Muntarbhorn as a member of the Thai national group at the Permanent Court of Arbitration (PCA), The Hague, Netherlands, for another term (6 years). This is as proposed by Ministry of Foreign Affairs. The appointment will take effect upon the date of the royal approval.
