The cabinet meeting on Tuesday 6, November 207 has come to the following decision:
*The cabinet approved in principle of the Thai Rice Strategy and approved the budget of 959.126 million baht for the year 2008, as proposed by the Minister of Commerce. The Ministry of Commerce reported that the government has a rice policy strategy to resolve rice issues in the short-term, medium-term and long-term in order to strengthen and sustain production and the rice trade including both domestic and international markets. The Ministry of Commerce together with the Ministry of Agriculture and Cooperatives has established the Thai rice strategy for a period of five years (2007-2011) with the main points as follows:
2.1.1 "Vision - Thailand is the world leader in quality rice and rice products for the sustainable income of farmers and confidence of the consumer”
2.1.2. Mission in four areas includes 1) The production system and farmer development 2) The market system and product development 3) Promoting exports 4) A fast low cost distribution system.
2.1.3 Strategy for the six areas includes: 1) Production development 2) Farmer development 3) Market system and product development 4) Rice price stability 5) International market 6) Transportation of goods and product management.
*The cabinet approved of the Memorandum of Understanding and the draft of the Air Services Agreement between the Kingdom of Thailand and the Republic of Armenia as proposed by the Ministry of Transport.
The Ministry of Transport has reported the following:
1. Representatives of the government of Thailand and the representative of the government of Armenia met and discussed June 27-28, 2007 at Yerevan, the Republic of Armenia. The two countries established the draft of the Air Services Agreement between the Kingdom of Thailand and the Republic of Armenia as proposed by the Ministry of Transport. The main point of the draft is accordingly to the Thai draft. The Memorandum of Understanding has been recorded with the result of the discussion and the draft of the agreement mentioned above. The agreement defines aviation routes, volume and the frequency of service, the right for air service and the name that will be used as a joint flight. The two countries also established the Agreed Minutes to future process the two documents as mentioned above as necessary in order to sign off on processes at a later date.
2. The representative committee of the government who scrutinized the agreement of the Air Services with the foreign government has acknowledged the report was the result of the discussion between the representative of the government of Thailand and Armenia on the occasion of the meeting 3/2550 on August 7, 2007.
3. The establishment of the agreement of the Air Services between Thailand with other countries is not included in Article 190; paragraph two of the Constitution of the Kingdom of Thailand. As for the report of the result of the discussion of the Air Service between the Kingdom of Thailand and Armenia, it was the result of the discussion June 27-28, 2007. Though a new agreement, it is only the establishment of the Agreed Minutes which will be the only record of the meeting and will not be effect the party in any means.
*The cabinet approved the minutes of the 6th meeting of the joint committee between the Kingdom of Thailand and the Republic of Indonesia, as proposed by the Ministry of Foreign Affairs. Related units were designated to carry on according to the meeting minutes. The Ministry of Foreign Affairs is designated to follow up on the progress according to the meeting minutes.
1. The Ministry of Foreign Affairs
1.1 Accelerate the establishment of the bilateral trade agreement and establishment of the Joint Trade Committee-JTC.
1.2 Promote trade between the two countries especially with the bordering Southern provinces of Thailand and the provinces of Sumatra Island of Indonesia. This includes the promotion of proceeds in the frame of the IMT-GT Roadmap in the year 2007-2012 according to the agreement in the 2nd triangle economic leader meeting in Cebu by promoting trade activities, investment, and small and medium business. The establishment of a central distribution hall to distribute goods and products in important cities under the framework of the IMT-GT
2. The office of the Board of Investment of Thailand to promote the strengthening of investment between the two countries especially in energy, mining, fishery, bio-diesel production.
3. The Ministry of Agriculture and Cooperatives
3.1 To scrutinize and utilize the joint sub-committee in agriculture between Thailand and Indonesia as a mechanism to promote cooperation in agriculture by developing cooperation in academic exchange experiences including promoting investment in palm oil in order to produce bio-diesel.
3.2 Follow up with the establishment of the Memorandum of Understanding of the agreement in fisheries between the two countries in order to promote investment in fisheries and continuous industry including information related to fishery exchange on a regular basis in order to protect from illegal fishing.
4. The Ministry of Public Health: To closely cooperate with Indonesia in the prevention and control of bird flu in the bilateral frame work and in the frame work of the World Health Organization: WHO.
5. The Ministry of Interior
5.1 To cooperate among the two countries to help each other in the management of natural disasters by exchanging information and helping victims in emergency situations.
5.2 To promote the establishment of the Memorandum of Understanding between the neighboring provinces among the two countries.
6. The Ministry of Natural Resources and Environment: To cooperate with Indonesia over wildlife reserves and the prevention of crime in wildlife trade by follow the proposal of Thailand to establish a bilateral agreement in the prevention of crime in wildlife trade, and the proposal of Indonesia to scrutinize the possibility of the establishment of a Memorandum of Understanding to eradicate forest product trade that is against the law.
7. The Ministry of Culture: To establish a working plan of cultural cooperation among the two countries.
8. The Ministry of Education: To establish a Memorandum of Understanding in Education between Thailand and Indonesia.
9. The Ministry of Tourism and Sports
9.1 To proceed with the work accordingly to the Memorandum of Understanding of the cooperation in tourism by promoting cultural tourism including promotion of training and exchange of human resources in tourism between the two countries.
9.2 To promote work proceeding under the framework of the IMT-GT Roadmap by promoting tourism cooperation and increasing the links of transportation routes among the Southern bordering provinces of Thailand and the provinces of the islands of Sumatra of Indonesia.
10. The Ministry of Transport: To promote the linking of transportation including Air Service and Maritime to accommodate and promote the business capacity competition among the two countries.
11. The Ministry of Energy
11.1 To scrutinize means of cooperation among the two countries for sustainable energy and development for sustainable energy sources in the future by promoting the joint investment between PTT Public Company Limited with the Pertamina of Indonesia.
11.2 Cooperate with Indonesia in the establishment of a joint sub committee in energy.
12. The Ministry of Industry: To cooperate with Indonesia in the establishment of a joint sub-committee in Geology.
