The cabinet meeting on Tuesday 20 November 2007 has come to the following decisions:
*The cabinet approved the signing of the Memorandum of Understanding on Tourism Cooperation between the Kingdom of Thailand and Hashemite Kingdom of Jordan as proposed by the Ministry of Tourism and Sports as follows:
1 Approved in principle the Memorandum of Understanding on tourism cooperation between Thailand and Jordan.
2 Designated the Minister of the Tourism and Sports or his/her representative to sign the memorandum as mentioned above and to act as Thailand's representative.
3 Approved the Ministry of Foreign Affairs to issue the full power document for the Minister of Tourism and Sports.
The Ministry of Tourism and Sport reports that the Memorandum of Understanding for tourism cooperation between Thailand and Jordan aim to support and strengthen cooperation between the tourist departments of the two countries. It also aims to promote tourism in various areas such as religious tourism, health and recreation tourism. This includes exchanging experiences in crisis and conflict management situations in the tourism industry and accommodating tourists of both countries and to increase the number of tourists between the two countries.
*The cabinet approved the signing of the Memorandum of Understanding on the Friendship Bridges (Mukdaharn Province- Savannakhet Province) and East-West Economic Corridor (EWEC) utilization between the Kingdom of Thailand, Lao People’s Democratic Republic, and the Socialist Republic of Vietnam as proposed by the Ministry of Commerce as follows:
1 Approval of the Memorandum of Understanding between the Kingdom of Thailand, Laos, and Vietnam to determine the most efficient ways to utilize the two friendship bridges (Mukdaharn- Suvannakhet) and East-West Economic Corridor (EWEC).
2 Designated the Minister of Commerce to act as chairman of the Thai representatives in the ministerial meeting among the three countries, Thailand, Laos, Vietnam to determine the most efficient ways to utilize the two friendship bridges (Mukdaharn- Suvannakhet) and East-West Economic Corridor (EWEC) and to consider and sign the memorandum mentioned above which will take place during the ministerial meeting among the three countries. The meeting will be held December 2007 in Suvannakhet, Laos.
The main point of the MOU mentioned above, is that the three parties agreed to cooperate in the following six areas: 1) to accommodate trade 2) promote trade 3) accommodate investment 4) tourism cooperation 5) information exchange 6) mechanism of monitoring and process.
The Roadmap which the three parties will cooperate in monitoring encompasses various areas as mentioned in the MOU. The Roadmap also includes cooperation projects and activities including establishment of a responsible department and a timeline by which most of the projects will be completed between the years 2007 and 2008.
*The cabinet approved and supported Mr. Sumlee Plienbangchang's application for the Director position of the World Health Organization-WHO, South East Asia region for his second term and designated the Ministry of Public Health to cooperate with the Ministry of Foreign Affairs to process the application as mentioned above. This was proposed by the Ministry of Public Health report as follows:
1 In the year 2002, the Thai government nominated Mr. Sumlee Plienbangchang for the position of Director of World Health Organization-WHO, South East Asia region and has been selected to the position for a five years term from March 1, 2004 - February 28, 2009.
2 Mr. Sumlee wishes to return for a second term as he is still mentally and physically strong and healthy and still prepared to fill this position. Therefore, he requested support from the government to apply for the position of the Director of World Health Organization-WHO, South East Asia region for a second term. According to rules and regulations of the WHO the incumbent can apply for the position for only one more term. Those who are interested in applying for this position must submit applications to the Director of World Health Organization-WHO, Geneva, Switzerland sixth months prior to the selection.
3 The selection of the Director of the World Health Organization-WHO, South East Asia region will take place during the 61st World Health Organization-WHO, South East Asia Region committee meeting mid September, 2008 in New Delhi, India.
4 At present the World Health Organization-WHO, South East Asia region includes 11 countries, People’s Republic of Bangladesh, Kingdom of Bhutan, Democratic People’s Republic of Korea, Republic of India, Republic of Indonesia, Republic Maldives, Union of Myanmar, Kingdom of Nepal, Democratic Socialist Republic of Sri Lanka, Democratic Republic of Timor-Leste, and the Kingdom of Thailand, which will be appointed by the World Health Organization-WHO Executive Board which will be held in January 2009.
5 The Ministry of Public Health concludes that Mr. Sumlee has knowledge and ability including the experience in working with World Health Organization. Also to have a Thai citizen holding such a high position in the world health organization will be beneficial to Thailand and show the great capacity of a Thai citizen on the world stage. Therefore, they will support Mr.Sumlee's application for Director of the World Health Organization-WHO, South East Asia region for a second term.
*The cabinet approved the " community agendas " campaign as proposed by the Ministry of Interior and assigned the department related to rural development to take part and support the campaign as follows:
The Ministry of Interior has announced the campaign as an important policy to promote the agendas to encourage the community to take part and participate in resolving community issues and for other departments to see the importance of the community and cooperate in community integration development. The process is as follows:
1 to create participation from all sectors
1.1 to create a mechanism in government sectors by establishing a promotion committee on community agenda at all levels including the Ministry, Department, Provincial and District levels.
1.2 process integration of all related units by establishing an agreement of cooperation and support at all levels.
2 to promote the theme of agendas
2.1 organize the announcement of community agendas on Monday, November 26, 2007.
2.2 promotion and distribution of the ideology.
3 create an understanding
3.1 demonstrate the community plan and learning center, broadcast live on the Channel 11 and Radio of Thailand
3.2 promote the mandate, media tools, community plan organization and learning center.
4 campaigning for community agendas by the teams in provincial/district/ sub-district/village levels.
4.1 organize a community plan which includes the 4 P ideology including: People: human resource development, Place: create a positive living community, Product: set market positioning of the community and Planning: to adhere to the government policy focusing on linking the plan in village and community levels.
4.2 establish a community learning center to distribute knowledge and information of the community, between the community, government units and private sectors. distribute community information including village history, culture and local wisdom and knowledge, organize holistic knowledge of the community, exchange experience in individual, family, community pilot and will expand to other community later on.
4.3 promote and extend the results of the sufficiency economy theory
4.3.1 the four ideologies for the base learning include 1) self-learning 2) sufficiency economy theory learning 3) investor and funding sources learning 4) self-learning and self development for sustaining self strengthening.
4.3.2 Distribute wisdom and knowledge by bringing in individuals, families, pilot communities, and public relations.
4.3.3 Build the network by utilizing success from the community.
