The cabinet meeting on Tuesday 27, November 2007 has come to the following decisions:
*The cabinet approved the establishment of documentation exchange in THEOS satellite equipment agreement to be signed by Thailand as proposed by the Ministry of Science and Technology the following:
1. Approved of the draft for documentation exchange in the THEOS satellite equipment agreement to be signed by Thailand
2. Assigned the Minister of Foreign Affairs or his representative to sign the agreement as mentioned above on behalf of the Thai government.
The main point of the agreement is as follows:
1. The Kingdom of Thailand must register the THEOS satellite according to the Resolution of the General Meeting of the United Nations 1721 (XVI) of 20 December 1961 and to adhere with the right title 8 of the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies as Thailand is an associate and has the right to have the THEOS satellite in the atmosphere of space.
2. In the case of failure to send the THEOS satellite into space, the French Republic will be responsible for the cost of collecting and keeping parts of the THEOS satellite and will inform Thailand about the investigation and cause of the failure.
*The cabinet approved the signing on testing permit agreement for the EPOQUE Net Service system as proposed by the Ministry of Commerce the following:
1. Approved the signing of the draft of the testing permit agreement for the EPOQUE Net Service system
2. Designated the Director-General of the Department of Intellectual Property to sign the agreement as mentioned above.
The main point of the agreement on the testing permit agreement for the EPOQUE Net Service system includes the establishment of rules and regulations to have direct access to the management EPOQUE Net of EPO such as the delivery of EPO and direct access to EPOQUE Net management, direct access to the commercial host network, regulations related to bibliography data and photo data regulated by the Patent Office that affects copyright of EPO, the right to utilize working station software, exchange software, limited assurance, primary technical, security, training, price, taxation, cancellation, contract termination, and the permit scrutinized by a judge, etc.
*The cabinet acknowledged and agreed on the proposal on the reform of the Thailand research system of the National Research Council of Thailand as follows:
1. Acknowledged the resolution of the 2nd meeting of the National Research Council, October 15, 2007 on the title of the proposal to reform the research system of the country.
2. Assigned the Office of the National Research Council of Thailand to process the work related to the reform of the research system of the country
3. Approved the Office of the National Research Council of Thailand to discuss with the Budget Bureau and the Office of National Economic and Social Development to bring the National Research Project Management: NRPM as tools for the government research budget management in order to lead to concrete reform of the research system of the country.
4. Approved the Office of the National Research Council of Thailand to proceed with the fund institution, the research institution that uses an annual government budget to set up research projects that adhere with the strategy or flagship according to the country administration plan of the four year plan and one year plan.
* The cabinet approved the increase of the minimum wage rates for 2008 as proposed by the Ministry of Labour. It will be effective from January 1, 2008 onward according to the announcement made November 12, 2007 of the Ministry of Labour on the minimum wage rate. (Issue 8)

1. To cancel the announcement of the Ministry of Labour on the minimum wage (issue 7) October 30, 2006
2. To set the minimum wage primary rate to be 144 baht per day.
3. To set the minimum wage to be 190 baht in Bangkok area, Nakhon Pathom, Nonthaburi, Pathumthani, Samut Prakarn, Samut Sakorn.
4. To set the minimum wage to be 193 baht per day in Phuket province.
5. To set the minimum wage to be 175 baht in Chonburi province.
6. To set the minimum wage to be 170 baht in Saraburi province
7. To set the minimum wage to be 165 baht in Chacherngsao, Nakhon Ratchasima, Ayutthaya and Rayong provinces.
8. To set the minimum wage to be163 baht per day in Ranong province.
9. To set the minimum wage to be 162 baht per day in Phang Nga province.

22. To set the minimum wage to be 146 baht per day in Chaiyaphum, Chiangrai, Si Sa ket provinces.

25. According to subject 2-14 the word “day” means the normal working day of an employee which will not be over the time as follows, regardless of the employer allowing the employee to work less than the normal working time.
1. Seven hours for work that poses risk to the health and safely of employees according to the rule of the ministry issue 2 (year 1998) issues according to labour protection act 1998.
2. Eight hours for any other job that is not included in number 1 Subject 24 Prohibit the employer to pay the employee lower than the minimum wage. Subject 25 this announcement of the Ministry of Labour will be effective from January 1, 2008 onward.

1. Assign a development committee for government service systems to be responsible for various areas such as policy proposals, regulations, management, and development including the termination of public organizations to the cabinet.
2. Set the body of the committee of each public organization which includes a committee that comprises of government officials as one third of the total number of the committee.
3. Prohibit committees from acting for more than three public organization or state enterprises in the same period of time.
4. Set up management of the public organization according to good practices of country administration.
5. Search for and appoint a Director of the public organization to be completed 180 days from the day that the position is vacated. If there is need of an extension, it is not to be more than 90 days.
6. Improvement of qualifications and a lack of negative attributes is required of the director of the public organization
7. Improvement of qualifications and a lack of negative attributes are required of officials and employees of the public organization.
8. Establish an evaluation system of public organizations
9. Establish the public organization with adherence to the administrative strategy and plan of government officials of the ministry that is related to the public organization.
