The cabinet meeting on Tuesady 11, December 2007 has come to following decisions:
*The cabinet approved the signing of the Memorandum of Understanding between the Government of the Kingdom of Bahrain and the Government of the Kingdom of Thailand for Enhancing Mutual Cooperation in the Oil and Gas Field as proposed by the Ministry of Energy.
The main points of the memorandum mentioned above are as follows:
1. The memorandum of understanding aims to enhance mutual cooperation in the oil and gas field based on equality and to benefit both countries.
2. The method of cooperation includes information exchange, research, study and development in oil and gas as well as strengthening cooperation in various related areas. It also includes cooperation in coordinating area experts and there will also be the establishment of a joint committee to organize a meeting of experts at a later date.
3. As to an effective date and termination date of this memorandum of understanding, it will be effective on the signing date and will be cover a three year term. An extension of this memorandum can be done by giving written notice to the other country three months prior to the determination date of the memorandum.
*The cabinet approved in principle of the draft of the National Recreation Plan issues 1 for the years 2007-2011, as proposed by the Ministry of Tourism and Sports. Assigned the ministry and department related to the national recreation plan issues 1 for the year 2007-2011 to utilize as a frame work in regards to establishing the working plan in recreation to adhere with the National Recreation Plan issues 1 for the year 2007-2011.
The main points are as follows:
1. Vision
Recreation creates a healthy lifestyle for Thai citizens, creates relationships for people in the community and leads to a moral society, sustainability, and prospering economy with a strong foundation for country development.
2. Objectives
2.1 For distributing knowledge and enhancing understanding in time utilization and recreation to all Thai citizens.
2.2 To promote to all Thai citizens, regular recreation as part of lifestyle for a healthy life including the on going promotion of culture and tradition.
2.3 For recreation, human resource development in government or private sector to have knowledge equal to world standards.
2.4 Investigate ways to improve and guarantee quality of equipment, venues, and accessories and to ensure they are environmentally friendly.
2.5 For recreational management development to have unity, success and efficiency.
3. The development strategies
3.1 Strategy one: to promote children, youth and all citizens to have knowledge and understanding to utilize free time for regular recreation activity as part of a lifestyle to create a good quality of life for self benefit and society.
3.2 Strategy two: human resource development, promotion of preservation of Thai traditions and culture including environmental preservation by human resource development and to have the ability and capacity equal to world standards. Promote and preserve Thai traditions, culture and development for the safety of recreation services.
3.3 Strategy three: development in recreation management by developing recreation management to have unity, success and efficiency.
4. Expected outcomes
4.1 That 60 per cent of adults and about 80 per cent of youth have knowledge and understanding of the benefits of utilizing free time to participate in creation of activities as part of their lifestyle.
4.2 60 per cent of educational institutions and the local administration to organize and educate the knowledge in utilizing free time and organizing recreational activities for the daily life of children, youth, and all citizens of the community.
4.3 To have the promotion, support and human resource management to strengthen the capacity and ability to increase employment opportunities in the area of recreation.
4.4 To have a promotions to preserve Thai culture and traditions.
4.5 To have a process of investigation for improvement, and administration and development of the equipment, venues and environment for the safety of recreation services.
4.6 To have success, efficiency and unity in recreation management, and to have a recreation center in the community and information centers all over Thailand.
