1. category 01.01 for gasoline and other similar oils in list (4)
2. category 01.05 diesel oil and other similar oils in list (2) and (5) This will be effective July 25, 2008 to January 31, 2009 The summary of the reduction of the excise tax is as follows:
1. Reduce excise tax for Gasohol that has not less than 9 per cent Ethanol from 3.3165 baht per litre to 0.0156 baht per litre effective from July 25, 2008 to January 31, 2009
2. Reduce the excise tax of diesel oil that has not more than 0.25 per cent sulfur from 2.305 baht per litre to 0.005 baht per litre and Bio-diesel that has not less than 4 per cent of Methyl Ester from 2.1898 baht per litre to 0.0898 baht per litre effective from July 25, 2008 to January 31, 2009
Approval of the Health Care scheme budget for the 2009 fiscal year The cabinet has come to the following conclusion:
1. Health care budget scheme approved which will be 2,217 baht per person for the population of 47,026,859
2. Approved budget for 125,000 HIV infected patients of 2,988.77 million baht
3. Approved budget for kidney patients of 1,530.07 million baht
4. Approved the Nation Health Security Office to set details with the Budget Bureau. Administration costs of the Nation Health Security Office will be 1,350.00 million baht and will focus on advancement of medical equipment and on going development of a database to support efficient and effective service
Approval of the government economic assistance program which covers 6 measures for 6 months. The program is planed to relieve the people burdens affected by the soaring oil price. The six measures are:
1. Excise tax cut
1.1.1 Gasohol 91, Gasohol 95, E10, E20 and E85 will have the excise tax reduced by 3.30 baht per liter to be 0.0165 baht per liter.
1.1.2 Diesel oil is to have the excise tax reduced 2.30 baht per liter to be 0.005 baht per liter. Biodiesel (Biodiesel : B5) will have the excise tax reduced from 2.19 baht per liter to be 0.0048 baht per liter to assist the people in the short term and to assist business operations to adapt to NGV.
2. stponing an increasing of LPG price for six months to reduce household expenses.
3. Subsidizing the household water expense by offering free use of tap water by households using less than 50 cubic metres per month.
4. Subsidizing electricity bill expenses for households using less than 150 units per month. The government can reduce the cost in two cases 1) for households that use less than 80 units of electricity per month the government will cover all cost 2) for households that use more than 80 units of electricity per month the government will cover half the costs. This measure will assist 9.85 million households in the metropolitan area and will reduce costs by 120 baht per household and 0.41 million households at the provincial level which will reduce the cost by 200 baht per household.
5. Free traveling on 800 ordinary buses operated by the state run Bangkok Mass Transit Authority and on 73 routes within Bangkok and the outlying areas with buses alternating with regular buses. The public will see signs posted on the free buses.
6. Free traveling by third class railway carriage on all routes nationwide. For the preceding 6 measures, the related department must act in accordance to the rules and regulations of law.
Approval of June 5th of every year to be Anti Human Trafficking Day to campaign against human trafficking as proposed by the Ministry of Social Development and Human Security.
Approval of the draft of the extension of the existing emergency decree in three provinces of the Deep South in Narathiwat, Pattani, and Yala. It will be extended for another three months in every district of the three provinces be effective from July 20, 2008 to October 19, 2008.
Approval of the draft of the Royal decree on a general election in Chiangrai province B.E....as proposed by the Election Commission to be set for August 17, 2008, the general election date.
