Approval of the budget for development of organic plastic to support new wave industry in Thailand as proposed by the Ministry of Science and Technology.
The cabinet come to the following conclusions: Approved in principle of the national plan for the development of organic plastic for the years 2008-2012 as proposed by the Ministry of Science and Technology For the budget of 1,800 million baht allocated to the project mentioned above for the five year term (2008-2012), if there are expenses in the year 2008 the Minister of Science and Technology is to improve the action plan and expenditures to be suitable with timelines and the readiness of related departments. For the plan and activities for the following year the related department must submit directly to the Budget BureauAssigned the National Innovation Committee to be responsible for the monitoring and evaluation of the project mentioned above
Approval of the draft of the Ministry of Finance announcement on excise tax cuts on oil and oil products according to the government economic measures. This includes 3 announcements. Acknowledgement of the methodology to reduce greenhouse gas effects and climate change in Thailand as proposed by the Ministry of Natural Resources and Environment. The Ministry of Natural Resources and Environment reports the following:The government of Thailand gave important notice to reduce the global warming crisis by establishing a flagship project and assigned related departments to lend a hand to reduce the crisis. The Ministry of Natural Resources and Environment is to be the national focal point to proceed with the United Nations convention on climate change. Some work has been done for this project such as the raising of public awareness, public relations related to this project, and campaigning work at the policy level to ensure action and a concrete outcome.Promotion of the greenhouse gas reduction in accordance to the Clean Development Mechanism CDM) under the Kyoto Protocol. These tools empower the development of preventing the greenhouse effect. The percentage of greenhouse gas that each country can reduce is carbon credibility which can be sold to developed countries in title to reduce the releasing of greenhouse effect according to the Kyoto Protocol. This sets each country to establish a Designated National Authority (DNA) to be responsible for the consideration of the project. As for Thailand, the country has established a public administrative organization.Presently Thailand has organized 30 projects which can reduce carbon by 2.12 million tonnes (tCO2e/yr). This carbon credit can generate about 1,020 million baht per year (about 10 EURO per tonne) in income to the country and can be submitted to the Clean Development Mechanism (CDM) which can be registered at the Clean Development Mechanism Executive Board (CDM Executive Board) in Bonn, Federal Republic of Germany.
