The cabinet meeting on Tuesday 20, May 2008 has come to the following decision :
* Approval of the draft of the Identification Card Law B.E…. as proposed by the Ministry of Interior. The details are as follows:
1. Mandate every Thai citizen to have an identification card and to establish rules and regulations for card applicants to extend card validity periods
2. To establish rules for applicants applying or submitting changes for those under the age of fifteen, and to charge those who don’t act accordingly
3. Change identification card details to include personal data
4. Establish rules and regulations for proving data related to the identification card
5. Breach of personal data will be considered a criminal offence and subject to possible charges
6. To charge those failing to provide an identification card or who produce a fake identification or those over the age of fifteen who do not identify themselves with an identification card when asked by an officer
* Approval of the announcement proposed by the Employment Committee on minimum wage rates dated May 16, 2008, and effective June 1, 2008 as proposed by the Ministry of Labour. The details are as follows:
1. minimum daily wage to be 203 baht in the area of Bangkok, Nakhonpatom, Nonthaburee, Patum Thani, Samut Prakarn, and Samut Sokorn

27.employers are not allowed to pay less than the minimum daily wage

* Approval of the agreement between the government of Thailand and the International Telecommunication Union (ITU) for the TELECOM ASIA 2008 organization and event The cabinet approved of the proposal from the Ministry of Information and Communications and Technology on the following three subjects:
1 Agreed on the draft agreement between the government of Thailand and the International Telecommunication Union (ITU) for the TELECOM ASIA 2008 event. If there are any changes that are not in the main points of the document the Ministry of Information and Communications and Technology is assigned to discuss it with the Department of Treaties and Legal Affairs and Ministry of Foreign Affairs before any changes are made to the agreement.
2 Assigned the Minister of Information and Communications and Technology to sign the agreement on behalf of the Thai government
3 Assigned the Ministry of Foreign Affairs to consider issuing the Full Power document to the Minister of Information and Communications and Technology to sign the agreement
* Approval of the Memorandum of Understanding for the Dubai World Company of the United Arab Emirates donation for the study of a deep sea port development and bridge construction on the Andaman Sea to link with a bridge in the Gulf of Thailand The cabinet approved the proposal as proposed by the Ministry of Transportation including which includes the following two subjects:
1. Agreed on the draft of the Memorandum of Understanding for the study of a deep sea port development and bridge construction on the Andaman Sea to link with a bridge in the Gulf of Thailand between the Office of Transport and Traffic Policy and Planning and the Dubai World Company of the United Arab Emirates
2. Assigned the Director of the Office of Transport and Traffic Policy and Planning to sign the memorandum mentioned aboveThe objective of the memorandum is a joint study in the feasibility of the project-development and ownership of the deep sea port between the two countries for efficient cargo transportation, the first deep sea port located in the southern Andaman Sea, and a second deep sea port located in the southern Gulf of Thailand-development of an economic bridge between the two bridges and the area along the two bridges for a special economic zone which will be tariff free for private enterprise and companies located in the area-development and ownership of a ground transportation service on the bridge including road construction and railroad to respond to needs of all trade transportation
* Endorsement of the signing of the Trade agreement between the government of the Kingdom of Thailand and Ukraine The cabinet approved as proposed by the Ministry of Commerce the following:
1. Agreed on the Trade agreement between the government of the Kingdom of Thailand and Ukraine
2.Approved to assign the Minister of Commerce to sign the trade agreement between the government of the Kingdom of Thailand and UkraineAssigned the Ministry of Foreign Affairs to exchange diplomacy documents for an effective trade agreement between the government of the Kingdom of Thailand and Ukraine. This is to be effective after Ukraine becomes a member of the WTO (World Trade Organization)The main points of this trade agreement are as follows:
2.1 to act as a favoured nation in trade between the two countries in accordance to rules and regulations of WTO (World Trade Organization) which is in accordance with the rules and regulations of each country
2.2 Support and accommodate the contract with exchange visits of business representatives, businessmen, exhibitions, tradeshows, and exchange information on trade including the business establishments of the two countries
2.3 Support investment and academic cooperation through a joint market venture between the two countries and third party countries
2.4 The establishment of a Joint Trade Committee with the Minister of Commerce and Minister of the Economy assigned to act Joint Chairman for the Joint Trade Committee
2.5 This agreement will be in effect for five years and will then be renewed on an annual basis
