The cabinet meeting on Tuesday 29, July 2008 has come to the following decision:
Approval of the strategy plan draft for public service development (B.E 2551-2555) and acknowledged the public service pilot project development with related departments as proposed by the Office of the Public Sector Development Commission.
The Office of the Public Sector Development Commission reports that:
1. The office of the Public Sector Development Commission has developed a strategy plan draft public service development (B.E 2551-2555) to utilize as a principle and direction for public service sector and other related departments to revise roles, missions and rightsizing to support new public management and adapt to globalization challenges. There are divided into 4 strategies:
1. Service improvement and efficiency in order to responds to people expectation and to provide better service to people
2. Integration and collaboration with other networks and to encourage people participation
3. High performance and officials who are efficient and capable of learning and adaptable to any current situation
4. Efficient self care, confidence, transparency and accountability including realization and responsibility of officials to themselves, the people and society
2. The public service development pilot project with related departments is to be a starting point of the development of public service management. To achieve results it is necessary to have a pilot project with other related departments to have confidence in the changes so they can be a role model for the other deparments. The Office of the Public Sector Development has been coordinating with government office as following;.
2.1 An action plan process for the Ministry of Public Health, Ministry of Finance, Ministry of Energy and Ministry of Industry is to be a pilot project of the ministries for development of government office.
2.2 Establishment of verification and evaluation of performance between ministry departments in the Ministry of Finance, Ministry of Energy and Ministry of Industry in the pilot project of the establishment of verification and evaluation of new work strategies
2.3 Strategy of administrative electronic systems (e-service) which will begin a pilot project in tourism by establishing a strategy plan in tourism with the Ministry of Tourism and Sports including design and testing of a system based on actual information
2.4 Capacity building in administrative office strategy at the provincial level. The Office of the Public Sector Development Commission together with the Ministry of Interior to prepare for capacity of administrative office strategy at the provincial level and to establish provincially in the upper Northern area
2.5 Quality development for administration of government office. The Office of the Public Sector Development Commission together with Ministry of Energy and Nakhon Ratchasima province to excel in organizational development according to rules and regulations of the 7 areas of administration of government offices including: lead of organization, establishing strategy, customer service, information, human resources, work process and the work results
2.6 Participatory of administration in the official government sector, three departments to be involved in a pilot project including the Ministry Public Health, Ministry of Social Development and Human Security and Public Relation Department. Participation of administration in the public sector to promote people working together and to participate in networking and development of public services in the four regions
Approval of the Signing of ASEAN Petroleum Security Agreement: APSA as follows
1. Approved the draft of the ASEAN Petroleum Security Agreement: APSA between the Ministry of Energy of Thailand and the Ministry of Energy of ASEAN country members. The cabinet also agreed for the Ministry of Energy and Ministry of Foreign Affairs to improve the draft of the APSA of minor clauses of text of the APSA before signing the agreement with the Association of Southeast Asian Nations (ASEAN) country members
2. Assigned the Minister of Energy or his representative to sign this agreement
3. Approved for the Ministry of Foreign Affairs to ratify the ASEAN Petroleum Security Agreement (APSA) after the Minister of Energy or his representative has signed the APSA or processed it according to the system in the country Assigned the Ministry of Energy to improve and correct text of the draft of the ASEAN Petroleum Security Agreement and the draft of CERM before signing For an efficient and concrete outcome for ASEAN cooperation the aim is to sign this agreement during the 26th ASEAN Ministers on Energy meeting (AMEM) August 7, 2008 in Bangkok as Thailand will host this meeting.
