The cabinet meeting on Tuesday 28, July 2009 has come to the following decisions:

The Draft of Royal Decree for Surat Thani District 1 By-election

The Cabinet approved the draft of Royal Decree for Surat Thani District 1 by-election on 30/08/09. The draft was certified by the Council of State and in accordance with the proposal by the Office of the Election Commission of Thailand.

Thailand's Application for United Nations Security Council Membership

The Cabinet of Thailand has approved Thailand's application for 2017-2018 non-permanent member of the United Nations Security Council (UNSC) under the strategic framework proposed by the Ministry of Foreign Affairs.

The Ministry of Foreign Affairs reported:

1. Thailand has been a member of the United Nations since 16/12/1946 and has always had policies facilitating and supported the roles of the United Nations in peacekeeping and in maintaining international stability. Thailand was also once a non-permanent member of the UNSC from 1985-1986.

2. The Ministry of Foreign Affairs opined that Thailand, as a supportive member of the United Nations, should step up its role by applying for the election of non-permanent member of the UNSC once more at an appropriate term. This is consistent with the government policies, supporting participation with the global community in maintaining and reestablishing peace.

Co-hosting the 7th AWG-LCA and the 9th AWG-KP (Bangkok Climate Change Talks 2009)

Cabinet members agreed and approved 2 proposals from the Ministry of Natural Resources and Environment.

1. The Office of Natural Resources and Environmental Policy and Planning, under the supervision of the Ministry of Natural Resources and Environment, was authorized by the Cabinet to co-host the 7th AWG-LCA and the 9thAWG-KP (Bangkok Climate Change Talks 2009) at the United Nations Convention Centre, United Nations, Bangkok, from 28/09/09 to 9/10/09. And, on the first day of the event, the Prime Minister will give the inaugural speech.

2. The Cabinet approved 5 million Baht budget from the central budget, the reserve account in case of emergency or other necessity, to sponsor the co-hosting of the event.

Policy Recalling 1 million Rai of Ratchaphatsadu Land for Farmers

The Cabinet considered a policy regarding the recall of one million rai of Ratchaphatsadu land to allocate to farmers for agricultural use. The followings are the proposals from the Ministry of Finance the cabinet has approved.

1. The Ministry of Finance has the authority to design policies and criteria as well as to supervise the recall of one million rai of Ratchaphatsadu land in order to let the Ministry of Finance solely allocate to farmers according to the laws and regulations.

2. A directing committee will be appointed to design policies and criteria in implementing matters, such as, measures for recalling the land from government agencies, zoning of food plantation or alternative energy plantation, and requirements for participating farmers.

3. Provincial-level committees will be set up to allocate Ratchaphatsadu land to farmers according tohe regulations and conditions set by the directing committee with provincial governor as the chairman.

Special Authorization Request for the Construction of a Building of Ratchavithi Medical Centre, Under the Department of Medical Services

The cabinet has given special authorization, by-passing the Bangkok Metropolitan Authority's second volume of the 1979 building code concerning zones certain buildings buildings cannot be built upon, to build a 24-storey Ratchavithi Medical Centre building. The 106-metre tall building will have 2 underground levels and a total using space of 87,665 square metres, according to the Ministry of Public Health's proposal.

The budget for the construction of Medical Centre is set at 2,286,219,300 million Baht, and the Ministry of Public Health has included the construction into tertiary system development project, under public health development plan of the first phase of the 2009-2011: Investing for the Strength of Thailand Programme(Thai Khem Kang or stimulus package 2), which the cabinet has already acknowledged, agreed, and approved.

Extension for the Registration of Illegal Myanmar, Laotian, and Cambodian Immigrants in Waived Fishery Industry

The Cabinet has agreed with Deputy Prime Minister Major General Sanan Kajornprasart, as the chairman of illegal immigrant committee, has proposed the followings.

1. The Cabinet reaffirmed the 26/05/09 Cabinet resolution that agreed on the registration of Burmese, Laotian, and Cambodian illegal immigrants, following the proposal by the Ministry of Labour.

2. The cabinet agreed to extend the deadline for Myanmar, Laotian, and Cambodian illegal immigrants in fishery business, announced on 26/05/09 cabinet resolution. The original deadline was 30/07/09 while the new deadline is 30/09/09. The registration, excluding offspring and associate, gives a temporary right to live in the Kingdom of Thailand for those scheduled to be sent back to home country within 28/02/10. In addition, related agencies shall follow the same procedures.
