The cabinet meeting on 1st September 2009 has come to the following decisions;

The Goal of Monetary Policy Year 2009

The Cabinet approved the fiscal policy for 2009 as proposed by the Minister of Finance, while including suggestions made by the Commission of the National Economic and Social Development. The Fiscal and Monetary Policy Committee has approved the proposed joint financial policy for year 2552.

The projected inflation rate of 2009 is estimated to be between 0.5-3.0 per cent per year. This is due to the standard inflation rate which reflects the pressure from the second round effect of the demand; it has more flexibility than the normal inflation. This includes energy prices and fresh food as the goal of the fiscal policy, while limiting deflation rates at 0.5 percent per year. To ensure that there will be no signals toward the changes of the fiscal policy, adjustments of the maximum and minimum goals will be set equally to adjust the inflation which was fixed at 0.0-3.5 percent per year between -2551, to 0.5-3.0 per cent per year.

Sales of Rice Based on the Agricultural Futures Exchange of Thailand (AFET)

The Cabinet approved the working capital to sell government rice stocks based on the Agricultural Futures Exchange of Thailand (AFET) according to the National Rice Policy Committee on the 29th of July, 1990, as proposed by the Ministry of Commerce.

1. The Public Warehouse Organization has approved to take 425 million baht from the mortgaged rice production in 2550/51, for circulation. This is done so that the Public Warehouse Organization can avoid early purchase in the AFET market, to prevent a break in the contact from consumers and sellers with 300,000 tons of jasmine from the mortgaged rice production.

2. Approval for the Public Warehouse Organization to take the 425 million baht from the mortgage program of 2551 to use as circulation fund. This is done so that the Public Warehouse Organization can avoid early purchase in the AFET market, to prevent a break in the contact from consumers and sellers with 5% of white rice, at 463,920 tons, from the pawn program for dual-crop field of paddy of 2551. Also, it has been approved that central funds can be taken at 24.64 million baht, to be payed for emergencies. It would also be used to pay brokers who sell in advance and brokers from dual-crop field of paddy of 2551 who sell in advance.

Approved policy for Green Industry in Asia in the draft of the Manila Declaration

1. UNIDO, UNESCAP and UNEP will hold The International Conference on Green Industry in Asia in Manila with cooperation of the Philippine government and the Asian Development Bank from September 9th-11th of 2009. The meeting will focus on the concept of sustainable industrial development with the Green Industry policy, which aims to change the industrial process, particularly for the SMEs to efficiently use energy and resources in modes of production and to reduce carbon emissions. All three agencies intend to drive this concept throughout Asia and the Pacific to reduce the environmental and energy problems. On the 8th of September, 2009 there will be a meeting held for senior officials to consider the Manila Action Plan to propose to the Minister’s meeting. Cabinet approved the policy for Green Industry in Asia in the draft as proposed by the Ministry of Industry.

Application for the Committee on World Heritage The Cabinet has agreed to acknowledge Thailand’s application in the World Heritage Committee, which an election for a full term in the World Heritage Committee will be held on October, 2005. The National Committee is headed by the Deputy Prime Minister, Mr. Korbsak Sapavasu, as Chairman of the second meeting on the 5th of August 2009. The Ministry of Foreign Affairs and Ministry of Education are also to continue implementing the resolutions of the National Committee.

Approval for Thailand to ratify the ASEAN Agreement on multilateral liberalization of air cargo services and aviation services with two editions of Protocol Agreement.The Cabinet had approved for Thailand to ratify the following :

1. ASEAN multilateral agreement on liberalization of air cargo services and two editions of Protocol Agreement

2. ASEAN multilateral agreement on aviation services and 6 editions of 2 editions of Protocol Agreement as the Parliament had approved section190 under the Thai Constitution, proposed by the Ministry of Transportation.

On May 20th, 2009, the Minister of the Ministry of Transport had signed the ASEAN multilateral agreement together and the Protocol Agreement then. In the 27th ASEAN Senior Transport Officials Meeting: STOM on 27th -29th of May 2009, as Socialist Republic of Vietnam requested the ASEAN member countries to expedite the ratification of the ASEAN multilateral agreement.
